Es posible que, entre fines de este año y comienzos del próximo período legislativo, el Parlamento uruguayo enfrente la responsabilidad de resolver sobre las dos reformas que gobierno y oposición consideran imprescindibles: la de la seguridad social y la de la educación.

El apremio acerca de modificar el régimen de jubilaciones y pasividades se vincula a su impacto económico, sea positivo o negativo, que se dará en un tiempo considerado breve dado la situación actual. Si no se llega a los consensos necesarios puede ocurrir un trancazo que repercutirá fuertemente en la economía del país, con riesgos muy severos para un equilibrio general.

O sea, nadie discute la importancia de aprobar esta reforma, aun con modificación de ciertas propuestas del Poder Ejecutivo, porque de lo contrario la única alternativa parece ser un colapso.

Sin embargo me preocupa más la reforma de la educación, aun admitiendo que sus eventuales frutos se verán en plenitud, quizás, en la próxima generación. Pero el asunto es otro: para el futuro de un país que quiere más equidad, más estabilidad, más creación, mejorar los índices pobrísimos que hoy reproduce el actual sistema educativo y hasta fortalecer, en un esfuerzo mutuo, las familias y las escuelas y liceos, cambiar la dirección y contenido de –especialmente- las educaciones primaria y secundaria tiene lo que yo llamaría un “impacto definitivo” hacia el futuro si se pretende que éste exista realmente y pueda construirse un país mejor.

But the matter is another: for the future of a country that wants more equity, more stability, more creation, to improve the very poor rates that the current educational system reproduces today and even strengthen, through a mutual effort, families and schools and high schools. , changing the direction and content of -especially- primary and secondary education has what I would call a «definitive impact» towards the future if it is intended that it really exists and a better country can be built.

Y me voy a quedar en esta reforma, porque no sólo la creo más importante sino que la veo tropezando en un barrial de enunciados, desconectados entre sí y fundamentados como en un club político de barrio.

A ver: se habla de incorporar a los niños más temprano al aprendizaje tecnológico; se habla de cambiar el rumbo de la dinámica de las clases, sustituyendo el sistema poco dinámico y distante de docente-alumno por otro que estimule el trabajo en grupo en las clases, la presentación de proyectos propios, el intercambio de los resultados y el estímulo de la imaginación desde la más temprana edad; y se habla de eliminar las reprobaciones y los deberes a domicilio. ¿Quién estaría en contra de analizar tales iniciativas? Creo que sólo los tontos y los fanáticos.

Who would be against analyzing such initiatives? I think only fools and fanatics.

No hay pistas de cómo se haría todo eso y, en especial, cómo se ensamblaría en un programa definido. Y lo más importante: no hay una palabra sobre el cimiento de todo buen sistema educativo, la base, el sustento.

Nada es primero si no es el aprender a leer, eligiendo los textos adecuados, según las edades que van aumentando en la escuela y luego en el liceo, con la consigna jamás dejada de lado de que los niños y luego adolescentes comprendan lo que lean y puedan comentarlo e intercambiar sus puntos de vista con los compañeros. Este primer paso, si se tiene éxito, es la llave maestra para que los educandos aprendan a pensar basados en el análisis lógico, racionalmente y, como consecuencia, escriban y hablen con la básica corrección imprescindible, abriendo camino, durante el propio ejercicio cotidiano a entender qué son el pensamiento crítico libre y el trabajo colectivo y los ejerzan.
