Con el ardiente problema, al borde de la explosión, de nuestros vecinos argentinos, convertidos en uno de los ejemplos negativos más dramáticos y trágicos que se pueden vivir, es un deber urgente de la política uruguaya encarar un contagio ya ocurrido pero que se disimula apenas por una diferencia de tamaño: en la vereda de enfrente las cantidades son mucho mayores y eso, está claro, incidirá tarde o temprano en la dimensión y en la rapidez de los resultados.

Por eso cualquier ciudadano advertido dice de las cárceles que “son la mejor escuela para perfeccionar toda forma de delincuencia”.

Claro, los inversores privados ganarán su canon y recibirán sus exoneraciones; así funciona la cosa, con una aclaración necesaria: sin que el Estado se distraiga, por decirlo de algún modo, y nos haga llegar prácticamente a entregar parte de la soberanía nacional, como ocurrió con el caso de UMP 2.

En el medio está el trabajo que deberá hacerse para limpiar de corrupción al sistema penitenciario, a la policía del Ministerio del Interior y hasta ciertos sectores del sistema judicial. Y todos sabemos también que no se logrará nada sin un acuerdo político previo entre el gobierno de turno y la oposición, para que todo el plan tenga bien grabado a su frente el sello de “política de Estado”. Sólo así se vencerán las debilidades de los acuerdos pensados para un plazo corto, al cabo del cual a la mayoría de políticos sólo pase a importarle sus posibilidades de conservar el poder o recuperarlo desplazando en las elecciones a quienes lo ejercen.
