THE THINKER: WASTING TIME

Creo que este proceso comenzó apenas terminada la Segunda Guerra Mundial, aunque no desarrollaré ahora esta teoría, pues extendería mi reflexión hasta el agotamiento.

I believe that this process began just after the Second World War, although I will not develop this theory now, as it would extend my reflection to the point of exhaustion.

Me refiero a que, primero en el orden internacional y luego, poco a poco pero siempre creciendo, en los planos regionales y nacionales, llevamos décadas creando organizaciones supuestamente destinadas a evitar los conflictos, a establecer reglas claras de convivencia, a respetar todos los derechos inherentes a los países y sobre todo a las personas.

I mean that, first in the international order and then, little by little but always growing, at the regional and national levels, we have spent decades creating organizations supposedly designed to avoid conflicts, to establish clear rules of coexistence, to respect all rights inherent to countries and above all to people.

A nivel planetario, desde la Organización de las Naciones Unidas hacia abajo abundan estos instrumentos creados con la mejor intención. Abundan a tal punto, que, a veces, no se tiene claro a cuál de ellos debe echarse mano para resolver algún problema, lo que deriva en conflictos no deseados y, peor aún, en la omisión de resolver el problema que está a la vista.

At a planetary level, from the United Nations Organization downwards, these instruments created with the best intentions abound. They abound to such an extent that, sometimes, it is not clear which of them should be used to solve a problem, which leads to unwanted conflicts and, worse still, to the failure to solve the problem that is in sight. .

No es diferente la situación a nivel regional –quizás todavía más confusa y, a su término, problemática- donde navegan la CELAC, la OEA, el Tratado Andino o de países del Pacífico, el Mercosur y algunas instituciones más que si algún objetivo no alcanzan es el de un acuerdo sobre lo que sea y tenga la importancia social que tenga.

The situation at the regional level is no different -perhaps even more confusing and, at its end, problematic- where CELAC, the OAS, the Andean Treaty or the Pacific countries, Mercosur and some institutions navigate more than if some objective is not achieved it is that of an agreement on whatever and whatever social importance it may have.

Y, finalmente, a nivel nacional, ya casi es risible. Al cabo de décadas de verbosidad desplegada en el ámbito político, se ha conseguido el dudoso éxito de no dejar a nadie afuera. Todo el mundo tiene alguna organización que le de techo y respaldo, aunque con rapidez se convierta en una suerte de pequeño fuerte militante de ésta o aquella ideología.

And finally, on a national level, it’s almost laughable. After decades of verbosity displayed in the political arena, the dubious success of not leaving anyone out has been achieved. Everyone has an organization that gives them a roof and support, even if it quickly becomes a kind of small strong militant of this or that ideology.

Lo curioso de este escenario mundial es, con matices, claro, un resultado: la excéntrica burocracia que convierte a esas organizaciones en sitios de exhibición, con un trono ocupado por quien emplee el más desaforado amor por los enunciados: se habla, se habla, se promete, se promete… y, al final, por una cosa u otra, no se alcanzan acuerdos constructivos, ni siquiera pálidos consensos, lo que deriva en el aumento de la tensión y anima a una convivencia aprontando imaginarias armas.

The curious thing about this world scenario is, with nuances, of course, a result: the eccentric bureaucracy that turns these organizations into exhibition sites, with a throne occupied by whoever uses the most unbridled love for statements: they talk, they talk, It is promised, it is promised… and, in the end, for one thing or another, no constructive agreements are reached, not even pale consensus, which leads to an increase in tension and encourages coexistence, raising imaginary weapons.

De otro modo, después de tanto tiempo transcurrido, no tendríamos la ofensa moral insoportable de la guerra de Rusia contra Ucrania; no se mantendría millones de personas, especialmente niños, muriendo de hambre y de enfermedades tratables en enormes extensiones de África y Asia y América Latina; no pasarían decenios para alcanzar acuerdos comerciales a nivel de este sistema de instituciones representativas de regiones; y se habría hallado el modo de que el verdadero poder no lo ejercieran, en grandes regiones del planeta, aquellos que reúnen más recursos y acceden a la tecnología más avanzada por medios impuros, como son el narcotráfico, el sistema financiero paralelo a lo legal, los fabricantes de armas y los conglomerados de laboratorios farmacéuticos.

Otherwise, after so much time has elapsed, we would not have the unbearable moral offense of Russia’s war against Ukraine; it would not keep millions of people, especially children, dying of starvation and treatable diseases in vast stretches of Africa and Asia and Latin America; It would not take decades to reach trade agreements at the level of this system of regional representative institutions; And a way would have been found so that true power would not be exercised, in large regions of the planet, by those who gather more resources and access the most advanced technology through impure means, such as drug trafficking, the financial system parallel to the legal, arms manufacturers and pharmaceutical conglomerates.

¿Es que nadie advierte dónde estamos metidos? ¿Nadie se da cuenta de hacia dónde vamos? ¿Nadie comprende que sin acuerdos limpios, sin siquiera consensos de acercamiento democrático, sin ejercer el libre pensamiento crítico, el respeto y la tolerancia en el ámbito político estamos dando pasos hacia el abismo?

Is it that nobody notices where we are? Does no one realize where we’re going? Does no one understand that without clean agreements, without even consensus for democratic rapprochement, without exercising free critical thinking, respect and tolerance in the political sphere, we are taking steps towards the abyss?

Terremotos, inundaciones, sequías devastadoras, cambios de clima destructivos, todo aparentemente imprevisible (¿o no tanto?), fenómenos ante los cuales muchos permanecen impertérritos.

Earthquakes, floods, devastating droughts, destructive climate changes, all seemingly unpredictable (or not so?), phenomena to which many remain undaunted.

Por mi edad, yo podría decir: “Bueno… no voy a ver otro final que el mío, que se arreglen los que queden y sus descendientes”.

Pero me aterra, aun siendo escaso el tiempo que realmente me quede, advertir en el horizonte cómo se dibuja con más precisión la cara del desastre, y cómo ese desastre avanza, avanza, lento tal vez, pero avanza, mientras los llamados “hombres públicos” siguen enzarzados en las diferencias, en las discriminaciones, en una absoluta intolerancia y, al fin, en una imbecilidad incomprensible.
