Ceuta and Melilla: When a Border Becomes a Chessboard

Una frontera no se desborda sola.

A border does not overflow on its own.

Miles de personas tampoco aparecen de repente en un mismo punto, avanzando hacia territorio español, sin que nadie se pregunte quién abrió la puerta, quién señaló el camino y, sobre todo, quién podría beneficiarse del caos.

Thousands of people do not simply appear all at once at a single location, advancing toward Spanish territory, without anyone asking who opened the gate, who pointed the way, and—above all—who might stand to benefit from the chaos.

Eso es precisamente lo que España comienza a preguntarse sobre lo ocurrido en Ceuta los días 30 y 31 de julio.

That is precisely the question Spain is beginning to ask regarding the events that took place in Ceuta on July 30 and 31.

Lo que inicialmente fue presentado como una enorme crisis migratoria acaba de adquirir una dimensión mucho más incómoda. Un informe de la unidad de inteligencia de la Comisaría General de Extranjería y Fronteras (CENIF), según las informaciones conocidas este miércoles, apunta a que gendarmes marroquíes habrían dirigido activamente grupos de migrantes hacia determinados accesos a Ceuta, mientras individuos de paisano, presuntamente vinculados a los servicios marroquíes, habrían impartido instrucciones sobre el terreno.

What was initially portrayed as a massive migration crisis has taken on a far more unsettling dimension. According to information that came to light this Wednesday, a report by the intelligence unit of the General Commissariat for Immigration and Borders (CENIF) indicates that Moroccan gendarmes actively directed groups of migrants toward specific entry points into Ceuta, while plainclothes individuals—allegedly linked to Moroccan security services—issued instructions on the ground.

La hipótesis policial es explosiva.

The police hypothesis is explosive.

Según el contenido atribuido al informe, aquello no habría tenido únicamente una finalidad migratoria. El propósito habría sido colapsar el sistema español de control fronterizo y neutralizar temporalmente su capacidad de respuesta.

According to the details attributed to the report, the aim was not solely related to migration. The objective was apparently to overwhelm the Spanish border control system and temporarily neutralize its response capacity.

En otras palabras: utilizar seres humanos para saturar una frontera.

In other words: using human beings to saturate a border.

Y aquí la historia deja de ser exclusivamente migratoria y entra directamente en el terreno de la seguridad nacional.

At this point, the story ceases to be exclusively about migration and enters squarely into the realm of national security.

Una pregunta que incomoda

An uncomfortable question

El ministro español del Interior, Fernando Grande-Marlaska, ha pedido al director general de la Policía que confirme la veracidad de esas informaciones y que explique desde cuándo disponía la Policía Nacional de ellas.

Spanish Interior Minister Fernando Grande-Marlaska has asked the Director General of the Police to confirm the veracity of these reports and to explain when the National Police first obtained the information.

La pregunta resulta inevitable:

¿Cómo puede existir información de semejante gravedad dentro de los organismos policiales sin que el ministro responsable de la seguridad interior conozca exactamente su alcance?

How can information of such gravity exist within police agencies without the minister responsible for internal security knowing its full extent?

Porque, si el informe finalmente se confirma, España no estaría solamente ante el problema de determinar quién condujo a miles de personas hacia su frontera.

For if the report is ultimately confirmed, Spain would face not only the challenge of determining who led thousands of people to its border.

También tendría que preguntarse qué sabía su propio aparato de seguridad, cuándo lo sabía y quién recibió esa información.

It would also have to ask what its own security apparatus knew, when it knew it, and who received that information.

El Gobierno español, mientras tanto, pide prudencia y advierte de que las diligencias judiciales se encuentran todavía en una etapa inicial.

Meanwhile, the Spanish government calls for caution and points out that judicial proceedings are still in their early stages.

Y en eso tiene razón.

And in that, it is right.

Una sospecha policial no es una sentencia.

A police suspicion is not a conviction.

Pero prudencia tampoco significa mirar hacia otro lado.

But caution does not mean looking the other way.

Marruecos, Ceuta y Melilla

Morocco, Ceuta, and Melilla

Existe, además, un elemento imposible de ignorar.

There is, moreover, an element that cannot be ignored.

El informe, según las informaciones publicadas, relaciona la supuesta operación con las históricas reivindicaciones de Rabat sobre Ceuta y Melilla.

According to published reports, the document links the alleged operation to Rabat’s long-standing claims over Ceuta and Melilla.

Ahí está el verdadero elefante sentado junto a la frontera.

That is the real elephant sitting right by the border.

Marruecos lleva décadas cuestionando la soberanía española sobre ambas ciudades. España, por su parte, sostiene categóricamente que Ceuta y Melilla son territorio español y rechaza cualquier negociación sobre su soberanía.

For decades, Morocco has challenged Spanish sovereignty over both cities. Spain, for its part, categorically maintains that Ceuta and Melilla are Spanish territory and rejects any negotiation regarding their sovereignty.

Por eso, si llegara a demostrarse que funcionarios o agentes marroquíes utilizaron deliberadamente un flujo migratorio para desbordar Ceuta, ya no estaríamos hablando simplemente de inmigración irregular.

Therefore, if it were proven that Moroccan officials or agents deliberately used a flow of migrants to overwhelm Ceuta, we would no longer be talking simply about irregular immigration.

Estaríamos hablando de presión política mediante una frontera humana.

We would be talking about political pressure exerted through a human border.

Y eso es muchísimo más grave.

And that is far more serious.

Los migrantes no son peones

Migrants are not pawns.

Hay, además, una realidad que no debería desaparecer entre banderas, gobiernos y servicios de inteligencia.

There is, moreover, a reality that should not be lost amidst flags, governments, and intelligence agencies.

Los migrantes son personas.

Migrants are human beings.

Si alguien los condujo deliberadamente hacia una frontera para provocar una crisis política, entonces no solamente se habría utilizado la vulnerabilidad fronteriza española.

If someone deliberately steered them toward a border to trigger a political crisis, then it was not merely Spain’s border vulnerability that was exploited.

También se habría utilizado la desesperación humana como instrumento.

Human desperation was also used as a tool.

Personas convertidas en piezas de un tablero que probablemente ni siquiera sabían que existía.

People turned into pieces on a chessboard they likely did not even know existed.

Ese sería quizá el aspecto más miserable de toda esta historia.

That is perhaps the most wretched aspect of this entire story.

Y ahora todos quieren explicaciones

And now, everyone wants explanations.

España tiene derecho a proteger sus fronteras.

Spain has the right to protect its borders.

Marruecos tiene derecho a defender diplomáticamente las posiciones territoriales que considere oportunas.

Morocco has the right to diplomatically defend the territorial positions it deems appropriate.

Lo que ningún Estado debería poder hacer es transformar seres humanos en herramientas de presión contra otro país.

What no state should be able to do is turn human beings into tools of pressure against another country.

Pero todavía falta demostrar que eso fue precisamente lo ocurrido.

However, it remains to be proven that this is precisely what happened.

La Audiencia Nacional tendrá ahora que determinar hasta dónde llegan los indicios y qué valor tienen las informaciones policiales. El Gobierno deberá explicar qué sabía y cuándo lo supo. Y Marruecos tendrá que afrontar inevitablemente las preguntas que surgen de las acusaciones.

The National Court will now have to determine the extent of the evidence and the weight to be given to police intelligence. The government will have to explain what it knew and when it knew it. And Morocco will inevitably have to face the questions arising from these accusations.

Porque una cosa es que una frontera sea difícil de controlar.

For while it is one thing for a border to be difficult to control…

Otra muy diferente es que alguien, desde el otro lado, esté señalando por dónde cruzar.

..It is quite another for someone on the other side to be pointing out exactly where to cross.

Y si finalmente se demuestra que hubo manos guiando aquel flujo hacia Ceuta, España tendrá delante una pregunta mucho más grande que la inmigración:

And if it is ultimately proven that there were hands guiding that flow toward Ceuta, Spain will face a question far greater than the issue of immigration:

¿Fue aquello una crisis migratoria… o una forma de presión territorial disfrazada de crisis migratoria?

Was that a migration crisis… or a form of territorial pressure disguised as a migration crisis?

La investigación tendrá la última palabra.
