Ceuta and Melilla are Spain: the crisis reigniting the border with Morocco

Hay fronteras que solamente dividen territorios y hay otras que cargan siglos de historia, reclamaciones y conflictos. Ceuta y Melilla pertenecen a ese segundo grupo.

Some borders merely divide territories, while others carry the weight of centuries of history, competing claims, and conflict. Ceuta and Melilla fall into this latter category.

Dos pequeñas ciudades españolas situadas en el norte de África vuelven a encontrarse en el centro de una tormenta política y migratoria que ha cruzado el estrecho y comienza a sentirse en toda España.

These two small Spanish cities in North Africa once again find themselves at the center of a political and migratory storm that has crossed the Strait and is beginning to be felt throughout Spain.

Durante los días 30 y 31 de julio, Ceuta vivió una entrada migratoria extraordinaria desde Marruecos. Miles de personas atravesaron la frontera en muy poco tiempo y una ciudad de dimensiones reducidas tuvo que enfrentarse de repente a una situación para la que difícilmente podía estar preparada.

On July 30 and 31, Ceuta experienced an extraordinary influx of migrants from Morocco. Thousands of people crossed the border in a very short span of time, and a small city suddenly had to confront a situation for which it could hardly have been prepared.

Centros de acogida, servicios públicos y fuerzas de seguridad quedaron sometidos a una enorme presión.

Reception centers, public services, and security forces came under immense pressure.

Pero detrás de aquellas personas que cruzaron la frontera existe una pregunta incómoda:

But behind the people who crossed the border lies an uncomfortable question:

¿Cómo puede producirse una entrada de semejante magnitud en tan poco tiempo?

How could an influx of such magnitude occur in such a short time?

Y es ahí donde una crisis inicialmente migratoria comienza a convertirse también en un problema diplomático.

And that is where a crisis that began as a migration issue starts to turn into a diplomatic problem as well.

España y Marruecos son vecinos condenados a entenderse. Los separan pocos kilómetros de mar y les unen intereses económicos, comerciales, migratorios y de seguridad.

Spain and Morocco are neighbors destined to find a way to get along. They are separated by just a few kilometers of sea, yet bound by shared economic, commercial, migration, and security interests.

Sin embargo, entre ambos permanece abierta desde hace mucho tiempo una cuestión particularmente sensible: Marruecos reivindica Ceuta y Melilla, mientras España considera que la soberanía de ambas ciudades está fuera de cualquier negociación.

However, a particularly sensitive issue has long remained unresolved between them: Morocco lays claim to Ceuta and Melilla, while Spain maintains that the sovereignty of both cities is not up for negotiation.

La tensión volvió a aumentar cuando desde Marruecos aparecieron declaraciones reclamando derechos históricos y geográficos sobre las dos ciudades.

Tensions flared again when statements emerged from Morocco asserting historical and geographical rights over the two cities.

España respondió.

La posición oficial española sostiene que ambas forman parte de su territorio y que no existe negociación alguna sobre su soberanía.

Spain’s official position maintains that both are part of its territory and that there are no negotiations whatsoever regarding their sovereignty.

Pero las declaraciones diplomáticas no han conseguido apagar lo ocurrido en las calles.

However, diplomatic statements have failed to quell what has been happening in the streets.

Las imágenes comenzaron a circular por las redes sociales.

Images began circulating on social media.

“Ceuta no se vende.”

“Ceuta is not for sale.”

“Ceuta se defiende.”

“Ceuta defends itself.”

“Ceuta es España y no se regala.”

Ceuta is Spain and is not up for the taking.

Y apareció otra imagen todavía más simbólica: un mapa completo de España convertido en Ceuta bajo una frase que anuncia que este 2 de septiembre toda España será Ceuta.

Then, another even more symbolic image appeared: a map of all of Spain transformed into Ceuta, accompanied by a slogan proclaiming that on September 2nd, all of Spain will be Ceuta.

Naturalmente, España no va a convertirse literalmente en Ceuta.

Naturally, Spain is not literally going to turn into Ceuta.

El mensaje significa otra cosa.

The message conveys something else.

Es una manera de decirle a una pequeña ciudad situada al otro lado del Mediterráneo:

It is a way of telling a small city located on the other side of the Mediterranean:

“No estás sola.”

“You are not alone.”

Las concentraciones convocadas en diferentes lugares de España buscan precisamente transformar un problema aparentemente lejano en una cuestión nacional.

The rallies organized across Spain aim precisely to turn a seemingly distant problem into a national issue.

Porque mientras se observa un mapa, Ceuta parece pequeña. Cuando se observa su posición geográfica, deja de serlo.

For when looking at a map, Ceuta appears small. When looking at its geographical position, it no longer does.

Una frontera europea en África

Existe además un elemento que algunas veces olvidamos cuando hablamos de Ceuta y Melilla. No estamos hablando solamente de España y Marruecos.

There is also an element we sometimes overlook when discussing Ceuta and Melilla. We are not speaking solely of Spain and Morocco.

Estamos hablando también de Europa y África.

We are also speaking of Europe and Africa.

Ceuta y Melilla constituyen fronteras terrestres españolas y, por extensión, de la Unión Europea en territorio norteafricano.

Ceuta and Melilla constitute Spanish land borders—and, by extension, borders of the European Union—on North African territory.

Eso las convierte en dos puntos extraordinariamente sensibles para la inmigración, la seguridad y las relaciones entre Europa y el norte de África.

This makes them extraordinarily sensitive points regarding immigration, security, and relations between Europe and North Africa.

Por eso una crisis en Ceuta puede comenzar con personas intentando cruzar una frontera y terminar sentando frente a frente a dos gobiernos.

That is why a crisis in Ceuta can begin with individuals attempting to cross a border and end with two governments facing off against one another.

Tampoco debemos perder de vista a quienes quedan atrapados en medio de las disputas políticas.

Nor must we lose sight of those caught in the middle of political disputes.

Detrás de las cifras existen seres humanos.

Behind the figures lie human beings.

Personas que abandonaron sus hogares, algunas buscando trabajo, otras huyendo de la pobreza o intentando llegar a Europa.

People who left their homes—some seeking work, others fleeing poverty or attempting to reach Europe.

La crisis humanitaria existe y debe ser atendida como tal, pero reconocer ese drama no significa ignorar el derecho de un Estado a controlar sus fronteras.

A humanitarian crisis exists and must be addressed as such; yet acknowledging this tragedy does not mean ignoring a state’s right to control its borders.

Ambas realidades pueden existir al mismo tiempo.

Both realities can coexist.

El verdadero peligro

El mayor riesgo sería convertir la inmigración en un arma política, porque si una frontera puede abrirse o cerrarse dependiendo de las diferencias diplomáticas entre dos gobiernos, quienes terminan pagando el precio son precisamente las personas más vulnerables.

The greatest risk would be turning immigration into a political weapon, because if a border can be opened or closed based on diplomatic rifts between two governments, it is precisely the most vulnerable people who end up paying the price.

España necesita a Marruecos.

Spain needs Morocco.

Marruecos también necesita España.

Morocco also needs Spain.

La geografía decidió hace siglos que ambos países serían vecinos y ninguno puede cambiar esa realidad. Lo que sí pueden decidir es cómo convivir con ella.

Geography decided centuries ago that the two countries would be neighbors, and neither can change that reality. What they *can* decide is how to live with it.

Ceuta y Melilla seguirán apareciendo periódicamente en esa relación complicada porque representan mucho más que dos puntos sobre un mapa.

Ceuta and Melilla will continue to feature periodically in this complex relationship because they represent far more than just two points on a map.

Para España son territorio nacional. Para Marruecos, continúan siendo objeto de una reivindicación histórica.

For Spain, they are national territory. For Morocco, they remain the subject of a historic territorial claim.

Y entre ambas posiciones existe una frontera donde cualquier incidente puede adquirir dimensiones internacionales.

And between these two positions lies a border where any incident can take on international dimensions.

Por eso la frase “Ceuta es España y no se regala” tiene hoy tanta fuerza entre quienes la utilizan.

That is why the phrase «Ceuta is Spain and is not up for grabs» carries such weight today among those who use it.

No porque exista actualmente una negociación para entregar Ceuta a Marruecos.

Not because there are currently negotiations underway to hand Ceuta over to Morocco.

No la hay.

There are none.

La frase expresa otra cosa: el temor de que la presión migratoria termine convirtiéndose en presión política sobre la soberanía de la ciudad.

The phrase expresses something else: the fear that migratory pressure could eventually turn into political pressure regarding the city’s sovereignty.

Mañana, cuando diferentes puntos de España pronuncien el nombre de Ceuta, la discusión ya no será solamente sobre inmigración.

Tomorrow, when people across Spain speak the name Ceuta, the discussion will no longer be solely about immigration.

Será sobre fronteras.

It will be about borders.

Será sobre la soberanía.

It will be about sovereignty.

Será sobre las relaciones entre España y Marruecos.

It will be about relations between Spain and Morocco.

Y será también sobre una pequeña ciudad española situada en África que, una vez más, se encuentra en medio de una disputa mucho mayor que su territorio.

And it will also be about a small Spanish city in Africa that, once again, finds itself at the center of a dispute far greater than its own territory.

Porque algunas fronteras se dibujan con una línea sobre un mapa, pero otras se escriben durante siglos en la historia.

For while some borders are drawn with a line on a map, others are written into history over the course of centuries.

Ceuta y Melilla pertenecen a estas últimas.

Ceuta and Melilla belong to the latter category.
