EMPLEATONES ZEDE HONDURAS 2021 (Sustainable economic and social development)

EL desarrollo económico y social en Honduras, despegó exitosamente con las Zonas de Empleo y Desarrollo Económico (ZEDE), que, desde su creación en la Constitución de la República, en la Ley Orgánica de ZEDE y la validación de la Sala de lo Constitucional de la Corte Suprema de Justicia, han facilitado y permitido progresivamente la inversión nacional y extranjera en zonas con diverso y gran potencial de crecimiento económico
en el País.

The economic and social development in Honduras, successfully took off with the Employment and Economic Development Zones (ZEDE), that, since its creation in the Constitution of the Republic, in the Organic Law of ZEDE and the validation of the Constitutional Chamber of the Supreme Court of Justice, have progressively facilitated and allowed national and foreign investment in areas with diverse and great potential for economic growth in the country.

Actualmente a través de los empleatones ZEDE, se están generando volúmenes importantes de empleos, sin discriminación alguna por lugar de residencia o procedencia, sexo, origen, raza, religión, lengua, afiliación política o cualquier otra condición; y esa apertura es la garantía de derechos humanos hecha realidad, además de constituir la progresividad de los derechos económicos, sociales, culturales de la hondureñidad.

Currently through the ZEDE empleatones, significant volumes of jobs are being generated, without any discrimination due to place of residence or origin, sex, origin, race, religion, language, political affiliation or any other condition; and that openness is the guarantee of human rights made reality, in addition to constituting the progressiveness of the economic, social, and cultural rights of Honduras.

Los hondureños, son personas honestas, capaces y con ganas de salir adelante y ahora han encontrado en las Zonas de Empleo y Desarrollo Económico (ZEDE) una oportunidad real y sostenible de transformación de sus condiciones de vida; y no lo digo yo, lo dicen ellos en sus historias narradas: «La verdad es que desde que salí de mi casa le pedí a Dios, que todos los que viniéramos hoy encontremos un poquito de empleo», dijo Juan Carlos González, residente en Tegucigalpa, mientras esperaba su turno para ntregar su hoja de vida para una oportunidad laboral en las instalaciones del Instituto de Formación Profesional (INFOP), en Tegucigalpa, Francisco Morazán, durante un evento denominado «Empleatón».

La inversión nacional y extranjera de buena fe, encuentra atractiva la plataforma ZEDE, porque los impuestos fiscales y regulatorios que ellos pagan, permiten la sostenibilidad de la empleabilidad a largo plazo, lo cual garantiza la reactivación acelerada de la economía, para el desarrollo integral de los hondureños; además los inversionistas reconocen los límites que sobre sus operaciones les impone la Constitución de la República, las leyes derivadas y la institucionalidad de gobierno existente para dar eldebido seguimiento y control de sus políticas empresariales y la responsabilidad social desarrollada en las comunidades colindantes con las zonas de Empleo y Desarrollo Económico.

National and foreign investment in good faith, find the ZEDE platform attractive, because the fiscal and regulatory taxes they pay allow for sustainability long-term employability, which guarantees the accelerated reactivation of the economy, for the integral development of Hondurans; also investors recognize the limits imposed on their operations by the Constitution of the Republic, derived laws and the existing government institutionality to give the due monitoring and control of its business policies and social responsibility developed in the communities adjacent to the Employment and Development zones Economic.

Al respecto, el inversionista Víctor Wilson, ha posicionado un enfoque económico interesante sobre las Zede, a través de la tiranía de los números, en el cual plantea que Honduras mínimamente necesita la creación de un millón de empleos para lo que requiere una inversión de 40 billones de dólares o más y el sistema económico nacional no tiene el capital necesario para alcanzar ese nivel de empleo digno requerido para la población, por lo que se debe atraer la inversión extranjera, sino estaríamos ante una
condena de pobreza, por lo menos de cuatro generaciones de hondureños. La Zede para el inversionista, fortalece la capacidad de competitividad y atracción del país para la inversión extranjera.

In this regard, the investor Víctor Wilson, has positioned an economic approach interesting about the Zede, through the tyranny of numbers, in which he states that Honduras minimally needs the creation of a million jobs for what requires an investment of 40 trillion dollars or more and the national economic system does not have the capital necessary to achieve that level of decent employment required for the population, therefore, foreign investment must be attracted, otherwise we would be facing a condemnation of poverty, at least four generations of Hondurans. La Zede for the investor, strengthens the capacity of competitiveness and attraction of the country for foreign investment.

Ante la necesidad social de trabajo, solo “los hechos” demuestran “la realidad” sobre las ZEDE y el ciudadano (a) que anda librando sus batallas en las calles, necesitado de oportunidades de trabajo, poco o casi nada le interesa que se hagan foros de desprestigio y falacias argumentativas, en los que el objetivo es erradicar las Zonas de Empleo, porque las consideran mecanismos de expropiación, despojo y expulsión; sin embargo, en este juego de interpretaciones personales políticas, los que se oponen a las ZEDE, son los que realmente expropian a los más necesitados de las oportunidades de empleo para salir avante en la vida, los despojan de sus sueños de superación personal y familiar y
los expulsan de su núcleo mínimo de derechos humanos y deberes ciudadanos, a los cuales tienen derecho y que conllevan el deber de cumplir con excelente desempeño.

Faced with the social need for work, only «the facts» show «the reality» about the ZEDE and the citizen who is fighting their battles in the streets, in need of job opportunities, little or no interest in smearing forums and argumentative fallacies, in which the objective is to eradicate the Employment Zones, because they consider them mechanisms of expropriation, dispossession and expulsion; nevertheless, in this game of personal political interpretations, those who oppose the ZEDE, are those who really expropriate those most in need of employment opportunities to get ahead in life, they strip them of their dreams of personal and family improvement and expel them from their minimal core of human rights and citizen duties, to the which have the right and which entail the duty to comply with excellent performance.

Consecuentemente, las Zonas de Empleo y Desarrollo Económico (ZEDE), son mecanismos económicos compatibles con una estrategia de garantía de los derechos humanos, porque flexibiliza la rígida institucionalidad, que históricamente no ha permitido los volúmenes de inversión necesaria para la generación de empleos masivos en el país.

Consequently, the Zones of Employment and Economic Development (ZEDE), are economic mechanisms compatible with a strategy to guarantee human rights, because it makes the rigid institutional framework more flexible, which historically has not allowed the volumes of investment necessary to generate massive jobs in the country.
