Relaciones Bilaterales entre Kuwait y México: Historia y Política Exterior

In the auditorium of the National Academy of History and Geography (ANHG), which belongs to UNAM, the ambassador of the State of Kuwait in Mexico, Salah S. Al-Haddad, presented the conference “History and Foreign Policy of Kuwait” and led to knowing his neutral position before the world; as a strong mediator in conflicts; the friendly relationship with Mexico; the important indirect investments and the favorable expectations regarding the presidential succession.

En el auditorio de la Academia Nacional de Historia y Geografía (ANHG), que pertenece a la UNAM, el embajador del Estado de Kuwait en México, Salah S. Al-Haddad, expuso la conferencia “Historia y Política Exterior de Kuwait” y nos llevó a conocer su posición neutral ante el mundo; como fuerte mediador en conflictos; la relación amistosa con México; las importantes inversiones indirectas y las expectativas favorables ante la sucesión presidencial.

Con un ambiente que nos remitía a Kuwait a través de la exposición fotográfica y la degustación de alimentos, académicos e
investigadores dieron la bienvenida al embajador Salah S. Al-Haddad, como miembro honorario de la casi centenaria Academia Nacional de Historia y Geografía (ANHG-UNAM).

INDIRECT INVESTMENTS IN MEXICO / INVERSIONES INDIRECTAS EN MEXICO

“Kuwait has indirect investments in Mexico that amount to 2.5 billion dollars.”

“Kuwait tiene inversiones indirectas en México que ascienden a 2 mil 500 millones de dólares”.

“Mexico and Kuwait maintain a historical relationship. Next year we will celebrate 50 years of bilateral relations that are based on mutual respect and understanding. «We very much appreciate the position that Mexico has taken during the invasion of Kuwait, especially during the last 14 years that relations have developed significantly.»

Estamos trabajando para fortalecer el ámbito de la seguridad alimentaria, porque va a elevar el nivel de intercambio comercial entre los dos países; aumentar el intercambio de visitas de responsables y funcionarios de alto nivel entre los dos países. Estamos notando una apertura de México hacia
los países árabes, por lo que somos muy optimistas hacia el próximo periodo (Presidencial)”.

KUWAIT A NEUTRAL STATE / KUWAIT UN ESTADO NEUTRAL

«Kuwaiti neutrality is positive, because when one country attacks another, Kuwait does not stand idly by, but advocates for respect for international law and supports resolutions of international legitimacy.»

“La neutralidad kuwaití es positiva, pues cuando un país agrede a otro, Kuwait no se queda con los brazos cruzados, sino que aboga por el respeto de derecho internacional y apoya las resoluciones de legitimidad internacional”.

“The second principle of Kuwait’s foreign policy is the peaceful resolution of conflicts. Never in its modern or ancient history has it divided any State, I think there is great similarity with Mexico as a peacemaking country. The Constitution of the State of Kuwait prohibits offensive war and only allows self-defense. The first wars that
that were unleashed in Kuwait were to defend themselves, that is why the walls were built to protect themselves.”

Nunca en su historia moderna o antigua ha dividido a ningún Estado, creo que hay gran similitud con México como un país pacificador. La Constitución del Estado de Kuwait prohíbe la guerra ofensiva y solo permite defenderse. Las primeras guerras que
se desencadenaron en Kuwait fueron para defenderse, por eso se construyeron las murallas para protegerse”.

FOREIGN POLICY / POLÍTICA EXTERIOR

“The third principle of Kuwaiti foreign policy is respect for international law. Kuwait respects the Charter of the United Nations, the Charter of the League of Arab States and the Gulf Cooperation Council and the resolutions of the United Nations Security Council.”

HUMANITARIAN AID / AYUDA HUMANITARIA

“The fifth principle is humanitarian aid. In 1961, the State of Kuwait created the Fund for Economic Development, which aims to provide loans to developing countries and finance their infrastructure projects. It is like a bank that gives loans, but without profit. Since it was founded, it has granted more than a thousand loans and constitutes an important tool for cooperation, construction and assistance. «Kuwait is generous, it helps countries in need in their crises, whether they are natural disasters or traces of wars and conflicts.»

En 1961 el Estado de Kuwait creó el Fondo para el Desarrollo Económico que tiene como fin dar créditos a países en desarrollo y financiar sus proyectos de infraestructura. Es como un banco que da créditos, pero sin ánimo de lucro. Desde que se fundó ha concedido más de mil préstamos y constituye una herramienta importante de cooperación, construcción y asistencia. Kuwait es generoso, ayuda a los países necesitados en sus crisis, ya sean catástrofes naturales o huellas de guerras y conflictos”.

EMPOWERED WOMEN / MUJERES EMPODERADAS

“The number of women exceeds the number of men in Kuwait.
They have the right to study until they finish their university studies. Education is mandatory. They can work in the private or public sector. Now the number of women working in the public sector exceeds that of men. They have the right to vote and stand in elections to the National Assembly, which is the Parliament in Kuwait.
This right was given to women on May 17, 1995, but the mentality in voting is to give votes to men more than women.”

“El número de mujeres supera el número de hombres en Kuwait.
Tienen derecho a estudiar hasta terminar sus estudios universitarios. La educación es obligatoria. Pueden trabajar en el sector privado o público. Ahora el número de mujeres trabajando en el sector público supera al de hombres. Tienen derecho a votar y a presentarse en las elecciones a la Asamblea Nacional que es el Parlamento en Kuwait.
Se ha dado este derecho a las mujeres el 17 de mayo de 1995, pero la mentalidad en las votaciones es dar los votos a los hombres más que a las mujeres”.

“Parliament has several women as members, ministers, leadership positions within the government. Kuwaiti laws do not differentiate between men and women. They have recently held positions as prosecutors, but sometimes traditions and customs limit this aspect a bit.”

“Kuwait in the Gulf countries is considered a very developed country in terms of women’s rights. They can travel, drive, vote, work and do anything they want. “I am optimistic that in the future women will get more votes.”

“Kuwait en los países del Golfo se considera un país muy desarrollado en cuanto a los derechos de la mujer. Ellas pueden viajar, conducir, votar, trabajar y hacer todo lo que quieran. Soy optimista que en el futuro las mujeres van a conseguir más votos”.

THE PALESTINIAN CAUSE / LA CAUSA PALESTINA

“The fourth interest of Kuwaiti foreign policy is the Palestinian cause.
For more than 70 years Kuwait has supported Palestine in its struggle to obtain its legitimate rights and establish a State; We give all political, financial and media support to the cause. We Kuwaitis see the injustice to which the Palestinian people have been subjected, it is the cause of many crises and conflicts in our region. «I see a similarity with Mexico in this area, since it advocates peace in Palestine and requests the non-use of force or violence.»

“El cuarto interés de la política exterior kuwaití es la causa Palestina.
Durante más de 70 años Kuwait ha apoyado a Palestina en su lucha por obtener sus derechos legítimos y establecer un Estado; damos a la causa todo el apoyo político, financiero y mediático. Los kuwaitíes vemos la injusticia a la que se ha sometido el pueblo Palestino, es la causa de muchas crisis y conflictos en nuestra región. Veo una similitud con México en este ámbito, ya que aboga por la paz en Palestina y solicita la no utilización de la fuerza o violencia”.

THE FIGHT AGAINST TERRORISM AND EXTREMISM / LA LUCHA CONTRA EL TERRORISMO Y EXTREMISMO

“One of our interests is the fight against terrorism and extremism. Kuwait is a civil state that believes in moderation and the right to be different.”

“Uno de nuestros intereses es la lucha contra el terrorismo y el extremismo. Kuwait es un estado civil que cree en la moderación y en el derecho a ser diferente”.

“Kuwait respects all religions in the world and opposes any terrorist act regardless of its justification and the people who commit it. «We consider terrorism as criminal and inhuman acts.»

“The State of Kuwait has made great efforts in the fight against terrorism, such as modifying some laws; the creation of a center to combat extremism; cooperation in security matters with other countries.”
