COLOMBIA: GETSEMANÍ, A MELTING POT OF COLORS AND NEIGHBORHOOD HERITAGE

EL reconocimiento que hizo el Ministerio de las Culturas de Colombia, de la Vida de Barrio de Getsemaní como PATRIMONIO CULTURAL INMATERIAL DE LA NACION, significa la protección oficial de sus tradiciones y tejido social. Con este nombramiento se busca una verdadera convivencia comunitaria, la solidaridad entre los vecinos moradores del barrio, la tradición oral, las fiestas populares, los oficios tradicionales para evitar el impacto que al sector le ha causado la turistificacion y gentrificación.

The recognition of Getsemaní’s neighborhood life as Intangible Cultural Heritage of the Nation by Colombia’s Ministry of Cultures signifies official protection for its traditions and social fabric. This designation aims to foster genuine community coexistence and solidarity among residents, while safeguarding oral traditions, popular festivals, and traditional trades against the impact of tourism and gentrification on the area.

TURISTIFICACION / TOURISTIFICATION

El significado de turistificacion significa el proceso mediante el cual un barrio o ciudad se transforma para priorizar las necesidades de los visitantes sobre la de los residentes. A raíz de estos los habitantes locales se mudan, se aumentan los cánones de arrendamientos, pierden su identidad, y pierden propiedad del comercio tradicional del lugar.

«Touristification» refers to the process by which a neighborhood or city is transformed to prioritize the needs of visitors over those of residents. As a result, local inhabitants move away, rents rise, and the area loses its identity as well as local ownership of traditional businesses.

GENTRIFICACION / GENTRIFICATION

Este es el proceso urbano, donde un barrio tradicional o de clase trabajadora se va transformando con la llegada de personas con mayor poder adquisitivo, que provoca la subida de los precios o revalorización, aumento del costo de la vida, lo que termina desplazando a sus residentes y de sus comercios originales.

This is an urban process in which a traditional or working-class neighborhood is transformed by the arrival of people with greater purchasing power; this drives up prices—increasing property values ​​and the cost of living—and ultimately displaces original residents and businesses.

Estos dos fenómenos en el Getsemani.generaron una desigualdad, perdida de su identidad local y exclusión social. Ya que induce a los residentes tradicionales a abandonar sus barrios y salir a sectores mas periféricos de la ciudad.

In Getsemaní, these two phenomena led to inequality, a loss of local identity, and social exclusion, as they compel traditional residents to leave their neighborhoods and move to the city’s outlying areas.

VIDA DE BARRIO PLAN DE SALVAGUARDIA / Neighborhood Life Safeguarding Plan

Por esto el Ministerio de las Culturas. Las Artes, y los Saberes, junto con la Alcaldía Mayor de Cartagena de Indias, la comunidad, oficialmente entregaron la resolución que protege la vida del barrio de Getsemaní, en un acto protocolario en la Plaza de la Trinidad, entrego a la comunidad del Getsemaní el Plan Especial de Salvaguardia (PES) VIDA DE BARRIO, que incluye este sistema de vida en la Lista Representativa de Patrimonio Cultural Inmaterial de Colombia.

To this end, the Ministry of Cultures, Arts, and Knowledge—together with the Mayor’s Office of Cartagena de Indias and the local community—officially presented the resolution protecting the «life of the Getsemaní neighborhood» during a formal ceremony at Plaza de la Trinidad. They delivered the *Vida de Barrio* (Neighborhood Life) Special Safeguarding Plan (PES) to the Getsemaní community, a plan that includes this way of life on Colombia’s Representative List of Intangible Cultural Heritage.

Con la presencia de la ministra de las Culturas, Yannai Kadamani Forondona, su viceministra de los Patrimonios, las memorias y la gobernanza cultural la Cartagenera Saia Vergara Jaime, los Gestores culturales, Cabildo del Getsemaní, JAC del Getsemaní. Directivos del Instituto de Patrimonio de Cartagena IPCC, Rosa y Raúl Paniagua de Ángeles Somos, Raymundo Angulo presidente del Concurso Nacional de Belleza, y la comunidad en general, turistas este acto emotivo que comenzó con un Conversatorio sobre la vida de barrio de Getsemaní, memoria, presente y futuro que dio inicio a este importante acto. Esperamos que el Domino, la bola de Trapo, Ángeles Somos vuelvan a brillar en este sector.

The event was attended by the Minister of Cultures, Yannai Kadamani Forondona; the Vice Minister of Heritage, Memory, and Cultural Governance—Cartagena native Saia Vergara Jaime; cultural promoters; the Getsemaní *Cabildo* and Community Action Board (JAC); executives from the Cartagena Heritage Institute (IPCC); Rosa and Raúl Paniagua of *Ángeles Somos*; Raymundo Angulo, President of the National Beauty Pageant; as well as the general public and tourists. This moving occasion began with a discussion on neighborhood life in Getsemaní—covering its memory, present, and future—which served as the opening for the main event. We hope that traditions such as Domino, *Bola de Trapo*, and *Ángeles Somos* will once again shine in this area.

Ser Patrimonio Cultural Inmaterial (PCI) significa que una manifestación, saber o tradición viva es vital para la identidad del país. Esto es protegido por la UNESCO.

Being Intangible Cultural Heritage (ICH) means that a living expression, form of knowledge, or tradition is vital to the country’s identity. It is protected by UNESCO.
