Se necesita construir más escuelas y más liceos, más viviendas para erradicar los asentamientos y más cárceles modernas para evitar el hacinamiento y el contagio del delito en todas sus formas, abriendo un espacio realista para, con quienes sea posible, fomentar la rehabilitación.

Se necesita reformar el sistema de seguridad social tanto para los ya jubilados, esquilmados por décadas y décadas, como para quienes están al borde de convertirse en tales, de manera que reciban lo que constitucionalmente merecen luego de una vida laboriosa y de aportes a la sociedad.

Se necesita reformar al Poder Judicial, para que, al menos, cuente con todo el personal, debidamente formado, y toda la estructura que la modernidad –y su velocidad inexorable- exige para convertirlo en el verdadero fiel de la balanza de una sociedad republicana.

Este país ha llegado al punto en que necesita hacer tanto que uno teme, pandemia y crisis en el exterior al margen, por la inevitabilidad de que crezca el pesimismo. Particularmente cuando, por si faltase algún invitado indeseable más, se advierte que nuestro sistema político, si pudiese mirarse al espejo, cosa que no intenta, se asustaría de su propia imagen alejada de la benevolencia, de la tolerancia, del respeto y de la búsqueda de acuerdos o consensos, no de lo contrario, única actitud que permitiría arrancar un proceso de pasos coincidentes que no se desvíen, a lo largo del tiempo, por meras ambiciones electorales y de poder consiguiente.

Bueno, pues usted debe saber –y añado, como suposición respetuosa, que ya lo sabe- que nada del enorme paquete de necesidades aludido será posible sin la mayor cantidad de inversiones que el país pueda obtener en el exterior. No estoy descartando la inversión interna, o sea la que proveen capitales nacionales. Sólo digo que aun existiendo con cierta consistencia, jamás alcanzará para financiar todo lo que tenemos frente a nuestro rostro para construir.

¿Cuáles son los caminos para atraer tales inversiones? Este gobierno, a contramano del anterior, aunque sólo en parte, parece haber apostado a tomar distancia del Mercosur, por ahora, al menos, sin abandonarlo, y promover los Tratados de Libre Comercio con mercados del histórico y hoy algo desordenado “primer mundo” –Estados Unidos, Canadá, la Unión Europea, por ejemplo- y con otros que han alcanzado poderío económico más recientemente como China, India, la parte rica de Asia y hasta la mismísima Federación Rusa, frente a la cual tristemente hoy se alza el conflicto con Ucrania que desdibuja el panorama inicial.

What are the ways to attract such investments? This government, contrary to the previous one, although only in part, seems to have opted to distance itself from Mercosur, for now, at least, without abandoning it, and promote Free Trade Agreements with markets of the historical and today somewhat disorderly «first world» -United States, Canada, the European Union, for example- and with others that have achieved economic power more recently such as China, India, the rich part of Asia and even the Russian Federation itself, against which the conflict is sadly rising today with Ukraine blurring the initial picture.

Se han continuado gestiones con la Unión Europea, arrastrando al desbarajustado Mercosur, y el éxito se aleja y se aleja; los por qué son compartidos: Uruguay es un buen y variado abastecedor, pero pequeño, y sus supuestos compañeros de ruta –Argentina, Brasil y Paraguay- son hoy un conjunto dramático de imprevisibilidades y descomposiciones internas, mientras los europeos ricos han puesto el freno de mano porque se les cayó la estantería a causa de la invasión rusa a Ucrania y todas las consecuencias económicas que ello ha implicado; al mismo tiempo, Estados Unidos, nación con la que se ha insistido en un tratado, por primera vez en largas décadas parece sumida en la indecisión –desde la cual apenas si nos ve-, China sigue su sinuoso camino para que no se descosa ninguno de los bordes donde anadea, y esto incluye el lío por Taiwan, su excéntrica sociedad entre un régimen interno comunista y uno exterior capitalista y el no declarado pero existente apoyo a Rusia. Mientras tanto, otros países asiáticos, al igual que India y Pakistán, han decidido aguardar los movimientos que al fin haga “el hermano mayor” para, recién después, ver adónde dirigen sus intereses.

Negotiations with the European Union have continued, dragging the disarranged Mercosur, and success moves away and away; why they are shared: Uruguay is a good and varied supplier, but small, and its so-called traveling companions -Argentina, Brazil and Paraguay- are today a dramatic set of unpredictability and internal decompositions, while the rich Europeans have put the brakes on hand because the shelf fell because of the Russian invasion of Ukraine and all the economic consequences that this has implied; At the same time, the United States, a nation with which a treaty has been insisted, for the first time in long decades seems mired in indecision –from which it barely sees us-, China continues its sinuous path so that none of it is left undone from the edges where it waddles, and this includes the mess over Taiwan, its eccentric partnership between an internal communist regime and an external capitalist one, and unstated but existing support for Russia. Meanwhile, other Asian countries, like India and Pakistan, have decided to wait for the moves that “the older brother” finally makes, only to see where their interests are directed afterwards.

Observando este panorama que he tratado de sintetizar, me declaro incapaz de siquiera sugerir, más allá de la insistencia acerca de lo imprescindible que para nuestro futuro es la inversión exterior, cuál debería ser la actitud no sólo de nuestro gobierno sino de todo el sistema político respaldando una única y sólida política de Estado.

Observing this panorama that I have tried to synthesize, I declare myself incapable of even suggesting, beyond the insistence on how essential foreign investment is for our future, what should be the attitude not only of our government but of the entire political system supporting a single and solid State policy.

Sólo tengo claro en que hay que persistir en el esfuerzo. De lo contrario, nos quedaremos sin futuro.

Eso sí: habrá que tener en cuenta, si comienzan a surgir las posibilidades de recibir inversiones que provengan del exterior, no caer en “el arreglo” que el anterior gobierno formalizó, y el actual ha convalidado, con los finlandeses de UPM2.
