Diosdado Cabello: amidst rumors of an exit and three justice systems waiting

En Venezuela comienza a correr un rumor que, aunque todavía no puede presentarse como un hecho, merece atención: Diosdado Cabello podría convertirse en una pieza incómoda dentro del nuevo tablero político encabezado por Delcy Rodríguez y su hermano Jorge, un poder al que algunos analistas ya han bautizado como “el Rodrigato”.

A rumor is circulating in Venezuela that—while not yet a proven fact—warrants attention: Diosdado Cabello could become an inconvenient figure within the new political landscape led by Delcy Rodríguez and her brother Jorge—a power structure some analysts have dubbed «the Rodrigato.»

El rumor sostiene que una eventual salida de Cabello del Gobierno podría dejarlo mucho más expuesto ante las distintas justicias que tienen cuentas pendientes con él.

The rumor suggests that if Cabello were to leave the government, he could find himself far more vulnerable to the various judicial authorities pursuing cases against him.

Hasta aquí, rumor.

So much for the rumor.

Ahora vayamos a los hechos.

Now, let us look at the facts.

La Fiscalía de Chile ha señalado directamente a Diosdado Cabello dentro de la investigación por el secuestro y asesinato del exteniente venezolano Ronald Ojeda, ocurrido en Santiago en febrero de 2024. El fiscal Héctor Barros sostiene que Cabello habría participado en la negociación y el pago para que integrantes del Tren de Aragua ejecutaran el crimen.

The Chilean Public Prosecutor’s Office has directly implicated Diosdado Cabello in the investigation into the kidnapping and murder of former Venezuelan Lieutenant Ronald Ojeda, which took place in Santiago in February 2024. Prosecutor Héctor Barros maintains that Cabello was involved in negotiating and arranging payment for members of the *Tren de Aragua* gang to carry out the crime.

Barros ha ido todavía más lejos: afirmó públicamente que, si Cabello estuviera actualmente en territorio chileno, probablemente existiría una orden de detención en su contra.

Barros went even further, stating publicly that if Cabello were currently on Chilean soil, an arrest warrant would likely be issued against him.

Pero Chile no es el único que mira hacia Diosdado.

But Chile is not the only one looking toward Diosdado.

Argentina también lo espera.

Argentina is waiting for him, too.

La Justicia argentina ordenó, desde septiembre de 2024, la captura internacional de Cabello, junto con otros funcionarios venezolanos, dentro de una causa por presuntos crímenes de lesa humanidad. Esa orden continúa siendo un elemento concreto y no un rumor.

In September 2024, the Argentine justice system ordered the international arrest of Cabello—along with other Venezuelan officials—in connection with a case involving alleged crimes against humanity. That order remains a concrete fact, not merely a rumor.

Y falta Estados Unidos.

And then there is the United States.

Washington mantiene cargos contra Diosdado Cabello relacionados con narcotráfico y ofrece una recompensa de hasta 25 millones de dólares por información que conduzca a su arresto o condena.

Washington maintains charges against Diosdado Cabello related to drug trafficking and offers a reward of up to $25 million for information leading to his arrest or conviction.

Por tanto, tenemos una situación extraordinaria: Chile tiene una investigación que conduce hacia Cabello; Argentina tiene una orden de captura internacional; y Estados Unidos mantiene su propia causa contra él.

Thus, we face an extraordinary situation: Chile has an investigation pointing toward Cabello; Argentina has an international arrest warrant; and the United States maintains its own case against him.

¿Entonces qué falta?

So, what is missing?

Que Diosdado deje de estar protegido por la estructura política venezolana y quede realmente al alcance de alguna de esas jurisdicciones.

For Diosdado to lose the protection of the Venezuelan political structure and truly come within reach of one of those jurisdictions.

Ahí comienza nuevamente el terreno de las especulaciones.

That is where the realm of speculation begins anew.

Delcy Rodríguez ha respaldado públicamente a Cabello y todavía lo considera una pieza fundamental del proceso que encabeza. Por eso sería incorrecto afirmar hoy que ella y Jorge Rodríguez han decidido entregarlo o expulsarlo del Gobierno.

Delcy Rodríguez has publicly backed Cabello and still considers him a fundamental part of the process she leads. Therefore, it would be incorrect to claim today that she and Jorge Rodríguez have decided to hand him over or oust him from the government.

Pero tampoco puede ignorarse que el poder venezolano ha cambiado.

Yet, the fact that the power dynamic in Venezuela has shifted cannot be ignored.

Delcy y Jorge Rodríguez han construido una relación pragmática con Washington después de la captura de Nicolás Maduro. Existen negociaciones políticas, cooperación y grandes acuerdos energéticos entre Venezuela y Estados Unidos. El nuevo Gobierno venezolano parece concentrado, ante todo, en sobrevivir y mantener funcionando el Estado dentro de esa nueva realidad.

Delcy and Jorge Rodríguez have built a pragmatic relationship with Washington following the capture of Nicolás Maduro. Political negotiations, cooperation, and major energy agreements now exist between Venezuela and the United States. The new Venezuelan government appears focused, above all, on survival and keeping the state functioning within this new reality.

De ahí nace una pregunta incómoda:

¿Hasta cuándo Diosdado Cabello será necesario para los Rodríguez?

For how long will Diosdado Cabello remain necessary for the Rodríguezes?

El llamado “Rodrigato” puede representar para Washington un interlocutor con el cual negociar. Eso no significa que Delcy y Jorge sean simplemente figuras manejadas desde Estados Unidos, pero sí demuestra que existe una relación pragmática que, hace apenas un año, habría parecido imposible.

The so-called «Rodrigato» may represent a counterpart with whom Washington can negotiate. This does not mean that Delcy and Jorge are merely figures controlled by the United States, but it does demonstrate the existence of a pragmatic relationship that would have seemed impossible just a year ago.

Incluso frente a María Corina Machado existe otra discusión política. Para Washington, negociar con quienes actualmente controlan las instituciones venezolanas puede resultar necesario para ejecutar acuerdos inmediatos, mientras una verdadera transición democrática requeriría elecciones, instituciones renovadas y participación de las distintas fuerzas políticas.

There is also a separate political debate regarding María Corina Machado. For Washington, negotiating with those currently in control of Venezuelan institutions may prove necessary to implement immediate agreements, whereas a genuine democratic transition would require elections, renewed institutions, and the participation of various political forces.

Por eso no debe confundirse negociar con los Rodríguez con haber decidido que ellos representan el futuro definitivo de Venezuela.

Therefore, negotiating with the Rodríguezes should not be confused with a decision that they represent Venezuela’s ultimate future.

Mientras tanto, Diosdado permanece en el medio.

Meanwhile, Diosdado remains in the middle.

Hoy sigue siendo ministro y continúa formando parte del núcleo del poder venezolano. Delcy Rodríguez públicamente lo respalda.

He currently remains a minister and continues to be part of the core of Venezuelan power. Delcy Rodríguez publicly supports him.

Pero afuera hay tres frentes observándolo:

But there are three fronts watching him from the outside:

Chile, Argentina y Estados Unidos.

Chile, Argentina, and the United States.

Por ahora, nadie puede afirmar seriamente que existe un acuerdo entre esos países para esperar a que Delcy Rodríguez lo saque del Gobierno y entonces detenerlo.

For now, no one can seriously claim there is an agreement among those countries to wait for Delcy Rodríguez to oust him from the government and then arrest him.

Eso sigue siendo rumor.

That remains a rumor.

Lo que ya no es rumor es que, si algún día Diosdado Cabello queda fuera de la estructura que actualmente lo protege, habrá más de una justicia preguntando quién llega primero.

What is no longer a rumor is that, if Diosdado Cabello ever finds himself outside the structure that currently protects him, there will be more than one justice system asking who gets to him first.
