THE THINKER: NECESSARY INFORMATION

A veces, en su itinerario de abordaje de cuestiones esenciales para el país, un gobierno no debe ignorar ciertas oportunidades que se le presentan.

Sometimes, in its itinerary to address essential issues for the country, a government should not ignore certain opportunities that are presented to it.

Por ejemplo, explicar mejor –que en este caso es sinónimo de informar a los ciudadanos con la mayor cantidad de detalles posibles y toda la sencillez necesaria- anunciadas reformas que tendrán, en el futuro inmediato y para las generaciones futuras, un fuerte impacto social.

For example, better explaining – which in this case is synonymous with informing citizens with as many details as possible and with all the necessary simplicity – announced reforms that will have, in the immediate future and for future generations, a strong social impact.

A la vista hay dos ejemplos inmejorables: las reformas de la educación y de la seguridad social.

In sight there are two unbeatable examples: the reforms of education and social security.

Quizás, a algún lector inadvertido, esto pueda parecerle poco comprensible, ya que es evidente que durante las últimas semanas, sea a través de representantes del Poder Ejecutivo, sea a través de unos cuantos legisladores, sea a través de especialistas en ambos temas, se han vertido variados comentarios y opiniones.

Perhaps, to some inadvertent reader, this may seem incomprehensible, since it is evident that in recent weeks, whether through representatives of the Executive Power, or through a few legislators, or through specialists in both areas, have poured varied comments and opinions.

Es simple y preocupante, al menos para mí. Quienes han comentado los proyectos de ambas reformas, sin distinción alguna, más que su estilo de comunicación verbal, han incurrido en la reiteración de enunciados que dejan en aquellos que les prestamos atención muchos interrogantes que alejan toda comprensión más o menos abarcadora de qué se está planeando edificar.

Those who have commented on the projects of both reforms, without any distinction, more than their verbal communication style, have incurred in the reiteration of statements that leave many questions in those of us who pay attention to them that distance any more or less comprehensive understanding of what is being planning to build.

Yo podría exponer ahora, aunque en realidad lo he venido haciendo en diversas notas anteriores, un montón de preguntas sobre estas reformas que no han sido respondidas. I could present now, although in fact I have been doing so in various previous notes, a lot of questions about these reforms that have not been answered. I will not commit the sin of redundancy, even because I do not think it will help readers, as citizens who are attentive and concerned about what is to come, who, nuance more, nuance less, feel the same discomfort in front of other citizens who have positions or responsibilities with access to the information needed to form an informed and sensible opinion.

Ya es una cultura en el país –pues prueba un hábito de políticos y personas con representatividades variadas practicado durante décadas- darle a los contribuyentes, como quien tira migajas de pan a las palomas desde el banco de una plaza arbolada, apenas pequeños indicios de cada cuestión mientras éstas se mantienen, por ejemplo, en el ámbito parlamentario desde donde saldrán convertidas en ley.

It is already a culture in the country – since it proves a habit of politicians and people with varied representations practiced for decades – to give taxpayers, like someone who throws breadcrumbs to the pigeons from the bench of a tree-lined square, just small signs of each issue while they remain, for example, in the parliamentary sphere from where they will be converted into law.

La gente interesada en algo que le va a afectar de un modo u otro necesita saber. Yo diría, por un lado, para estar preparada y, por otro, para hacer escuchar, previo al paso definitorio, vía la prensa formal o las redes sociales, su opinión con la esperanza de que sea atendida.

People interested in something that is going to affect them one way or another need to know. I would say, on the one hand, to be prepared and, on the other, to make your opinion heard, prior to the defining step, via the formal press or social networks, in the hope that it will be heeded.

Eso es esencial para una democracia republicana, porque, entre otras cosas, todos nos sentiremos parte de lo ocurrido, aunque el resultado no nos conforme –después podremos expresarlo por el voto cuando corresponda-, y no meros espectadores sacudidos por prolijos o desprolijos discursos repletos de palabras y vacíos de contenido.

This is essential for a republican democracy, because, among other things, we will all feel part of what happened, even if the result does not satisfy us -later we will be able to express it through the vote when appropriate-, and not mere spectators shaken by long or messy speeches packed of words and gaps in content.

Antes de cerrar, debo expresar otra singularidad molesta.

Before closing, I must express another annoying oddity.

El periodismo uruguayo –y al plantearlo como una generalización estoy admitiendo que hay excepciones- no ha estado a la altura de esta circunstancia.

He leído y escuchado lo suficiente, en términos de preguntas y repreguntas adecuadas a quienes pueden ofrecer las respuestas que por su voluntad, en actos públicos, no dan, como para decir que son muchos, demasiados, los periodistas que no cumplen, desde mi punto de vista, que siempre puede estar errado, con su responsabilidad de hurgar en los temas y, con respeto, insistir hasta obtener esa información que en sus casas, los ciudadanos están exigiendo.

I have read and listened enough, in terms of appropriate questions and cross-examinations to those who can offer the answers that by choice, in public events, they do not give, to say that there are many, too many, journalists who do not comply, from my point of view of view, that he can always be wrong, with his responsibility to delve into the issues and, with respect, insist until he obtains that information that citizens are demanding at home.

El de siempre, porque esto no es nuevo: que los integrantes del Ejecutivo, los legisladores y hasta los asesores convocados para que las reformas salgan a la luz, muestren al final, en gran parte por no haber prestado atención al ciudadano común, unos mamotretos desenfocados, desactualizados o, lo que sería terrible, perjudiciales para la mayoría de la sociedad.

The usual, because this is not new: that the members of the Executive, the legislators and even the advisers summoned so that the reforms come to light, show in the end, largely for not having paid attention to the common citizen, some tomes unfocused, out of date or, what would be terrible, detrimental to the majority of society.
