THE THINKER: OPPORTUNITY ON THE HORIZON

He sabido, por informaciones periodísticas cuya responsabilidad reconozco, que el Ministerio del Interior, a partir de su lucha contra el intrincado entramado del micro narcotráfico en Montevideo, ha comenzado a tapar el acceso a edificios o casas abandonados, para evitar que sean ocupados –como está ocurriendo- no sólo por personas sin hogar sino principalmente por delincuentes que establecen allí bocas de venta de drogas.

I have learned, from journalistic reports whose responsibility I acknowledge, that the Ministry of the Interior, starting from its fight against the intricate network of micro-drug trafficking in Montevideo, has begun to cover up access to abandoned buildings or houses, to prevent them from being occupied -as it is happening – not only by homeless people but mainly by criminals who establish drug outlets there.

Hay cierta curiosidad en este proceso, que, al menos esporádicamente, se inició en realidad en 2019. Las actuales autoridades ministeriales, por vía de un decreto, han decidido ahora darle continuidad apelando, como mano de obra dependiente según la ley, a funcionarios del Cuerpo de Bomberos.

There is a certain curiosity in this process, which, at least sporadically, actually began in 2019. The current ministerial authorities, by way of a decree, have now decided to continue it by appealing, as dependent labor according to the law, to officials of Fire brigade.

No tengo objeción alguna que hacer al procedimiento, aunque admita que tal vez sea por mi ignorancia de la legislación vigente.

I have no objection to the procedure, although I admit that it may be due to my ignorance of the current legislation.Sí debo añadir que hay otra curiosidad.

En ningún momento se ha hecho alusión, como ocurrió en tiempos un poco lejanos ya,  a la posibilidad de echar mano de esos edificios y casas en estado de abandono –y aquí confieso que ignoro si pudiere haber dificultades por razones de propiedad vigente de esos inmuebles, y que no esté en manos del Estado- para refaccionarlos en lo fundamental, recuperando una habitabilidad digna para ser entregados a familias y personas que necesitan salir de una indigna e injusta marginalidad y los riesgos potenciales que eso les implica.

At no time has any allusion been made, as happened in somewhat distant times already, to the possibility of taking hold of those buildings and houses in a state of abandonment – and here I confess that I do not know if there could be difficulties due to reasons of current ownership of those properties , and that it is not in the hands of the State – to repair them in the fundamentals, recovering a decent habitability to be delivered to families and people who need to get out of an unworthy and unjust marginalization and the potential risks that this implies.

En algún momento se afirmó que era posible.

At some point it was claimed that it was possible.

Si así fuese, me parece un tanto mezquino, de parte del gobierno, aunque sea también una necesidad, reducir toda actividad al desalojo de bandas, muchas veces integradas por familiares, de narcotraficantes. Eso implica que tales edificios y casas permanecerán en su estado actual aunque tapiadas todas sus aberturas, a fin de impedir el ingreso de intrusos indeseables.

If that were the case, it seems to me a bit petty, on the part of the government, although it is also a necessity, to reduce all activity to the eviction of gangs, often made up of relatives, of drug traffickers. This implies that such buildings and houses will remain in their current state although all their openings will be bricked up, in order to prevent the entry of undesirable intruders.

Hay otro objetivo que podría añadirse a este proceso y es el que acabo de describir líneas arriba.

There is another objective that could be added to this process and it is the one I have just described above.

¿Quién ignora la necesidad creciente en la sociedad uruguaya de viviendas decentes para los más pobres, que cada día son más?

Who ignores the growing need in Uruguayan society for decent housing for the poorest, who are more every day?

Sé que muchos lectores pensarán en dos inconvenientes básicos.

I know that many readers will think of two basic drawbacks.

El primero: -Bueno, pero ¿quién correría con la financiación de todos los trabajos de construcción a realizar?

The first: -Well, but who would finance all the construction work to be carried out?

Se me ocurren un par de hipótesis, partiendo de que sería el Estado el que habría de enfrentar los costos. Podría ser de modo directo, con un monto especial si hubiera recursos para ello; o creando un fondo fiduciario con intervención del capital privado, como ha ocurrido para otros menesteres. ¿Se regalarían esas casas o esos apartamentos o, como parece más realista, se cobraría por ellos una cuota mínima, variable según la situación económica de cada beneficiario? La entrega gratuita, aunque tal vez deseable, no parece posible en la situación actual de las arcas estatales.

I can think of a couple of hypotheses, assuming that it would be the State that would have to face the costs. It could be directly, with a special amount if there were resources for it; or creating a trust fund with the intervention of private capital, as has happened for other purposes. Would these houses or apartments be given away or, as seems more realistic, would a minimum fee be charged for them, variable according to the economic situation of each beneficiary? Free delivery, while perhaps desirable, does not seem possible in the current state of state coffers.

Sin embargo, si cada edificio o grupo de casas fueran convertidos en cooperativas de vivienda por ayuda mutua, la contribución de quienes se beneficien sería el trabajo, que, al sustituir mano de obra paga, reduciría la inversión oficial o de cualquier fondo público-privado.

However, if each building or group of houses were converted into housing cooperatives by mutual aid, the contribution of those who benefit would be work, which, by substituting paid labor, would reduce the official investment or any public-private fund. .

Obviamente, todo esto no sólo son hipótesis, sino que requiere pensamiento y decisión política, ideas apropiadas, convenientes, posibles. Y una planificación que no podrá huir del largo plazo.

Obviously, all this is not only hypothesis, but requires thought and political decision, appropriate, convenient, possible ideas. And a planning that will not be able to escape the long term.

Entonces aparece a la vista el segundo inconveniente básico de las familias o personas eventualmente beneficiadas: –¿Quién les asegura que, aun siendo posible su instalación en esas viviendas, no corren el riesgo del ataque, otra vez, como tanto antes, de los malvivientes que, con violencia desmadrada, nuevamente los expulsen y las ocupen y el círculo vicioso se repita?

Then the second basic inconvenience of the families or people eventually benefited comes into view: -Who assures them that, even though their installation in those homes is possible, they do not run the risk of attack, again, as so much before, by the criminals that, with unbridled violence, they are once again expelled and occupied and the vicious circle repeats itself?

Digo con claridad: no hay soluciones mágicas. No obstante, un Ministerio del Interior tan activo como parece estarlo el actual, debería hallar las medidas de preservación de los derechos adquiridos por los nuevos ocupantes.

I say clearly: there are no magic solutions. However, a Ministry of the Interior as active as the current one seems to be, should find measures to preserve the rights acquired by the new occupants.

No creo que esto pueda ser viable en todos los casos. Los habrá que hagan necesario el tapiado anunciado y hasta la mera destrucción de algún inmueble. Ahora bien: si se toma en cuenta la cantidad de edificios y casas abandonadas en Montevideo, lo poco que pueda incorporarse a una acción como la que he sugerido será mucho para el sector más empobrecido y marginalizado de la sociedad uruguaya de hoy.    

I don’t think this can be feasible in all cases. There will be those that make necessary the announced walling and even the mere destruction of some property. Now, if the number of abandoned buildings and houses in Montevideo is taken into account, the little that can be incorporated into an action like the one I have suggested will be a lot for the most impoverished and marginalized sector of Uruguayan society today.
