La crisis ocurrida en Ceuta a finales de julio es un buen ejemplo.

The crisis that unfolded in Ceuta in late July is a prime example.

Hasta ahí tenemos una noticia: existe una resolución sobre Ceuta pendiente de votación en el Parlamento Europeo.

So far, we have a news item: there is a resolution regarding Ceuta awaiting a vote in the European Parliament.

El problema comienza cuando información e interpretación empiezan a caminar tomadas de la mano.

The problem arises when information and interpretation begin to go hand in hand.

El medio afirma que, si Europa exige a las autoridades marroquíes asumir sus responsabilidades en materia de gestión fronteriza, retorno y cooperación migratoria, Pedro Sánchez quedaría «desacreditado» por haber exculpado a Rabat.

The media outlet claims that if Europe demands that Moroccan authorities shoulder their responsibilities regarding border management, returns, and migration cooperation, Pedro Sánchez would be «discredited» for having absolved Rabat of blame.

Ahí ya abandonamos el terreno de contar lo sucedido y entramos en el de interpretarlo.

At that point, we leave the realm of reporting what happened and enter the realm of interpreting it.

Pedro Sánchez ha sostenido que, hasta el momento, no existen pruebas sólidas que demuestren que el Gobierno marroquí planificó o ejecutó aquella entrada masiva. Eso no significa que Marruecos quede libre de sus responsabilidades como Estado fronterizo, ni que Europa no pueda exigirle mayor vigilancia y cooperación.

Pedro Sánchez has maintained that, to date, there is no solid evidence proving the Moroccan government planned or carried out that mass influx. That does not mean Morocco is absolved of its responsibilities as a border state, nor does it mean Europe cannot demand greater vigilance and cooperation from it.

¿Puede criticarse la actuación del Gobierno español?

Por supuesto.

Certainly.

Se puede preguntar si existieron fallos de inteligencia, si las advertencias fueron suficientes, si la frontera estaba preparada, por qué permanecen personas en Ceuta o si España debió solicitar antes la intervención de los mecanismos europeos.

One might ask whether there were intelligence failures, whether warnings were sufficient, whether the border was prepared, why people remain in Ceuta, or whether Spain should have requested the intervention of European mechanisms sooner.

Todo Gobierno puede y debe ser fiscalizado.

Any government can and should be held to account.

Pero fiscalizar no significa dictar sentencia primero y buscar los argumentos después.

But holding a government to account does not mean passing judgment first and seeking arguments later.

Marruecos también tiene su responsabilidad. De su territorio partieron quienes cruzaron hacia Ceuta y, como socio de España y de la Unión Europea en materia migratoria, tiene obligaciones relacionadas con la vigilancia fronteriza, la cooperación y los retornos.

Morocco also bears responsibility. Those who crossed into Ceuta set out from its territory, and as a partner to Spain and the European Union on migration matters, it has obligations regarding border surveillance, cooperation, and returns.

Europa, por su parte, tiene derecho a intervenir porque Ceuta no representa únicamente una frontera española: estamos hablando también de una frontera exterior de la Unión Europea.

Europe, for its part, has the right to intervene because Ceuta represents not only a Spanish border but also an external border of the European Union.

Y entonces llegamos a la palabra «desacreditado».

Lo que no podemos hacer responsablemente es convertir el futuro en pasado porque resulte conveniente para construir un titular.

Si Europa finalmente exige responsabilidades a Marruecos, habrá que leer exactamente qué aprobó.

If Europe ultimately holds Morocco accountable, we will need to read exactly what was approved.

Si critica a España, habrá que decirlo.

If it criticizes Spain, that must be stated.

Si respalda alguna parte de la actuación española, también habrá que decirlo.

If it endorses any aspect of Spain’s actions, that too must be stated.

Y si establece nuevas medidas para impedir que semejante crisis vuelva a repetirse, habrá que explicarlas sin esconderlas porque no encajen en nuestra posición política.

And if it establishes new measures to prevent such a crisis from happening again, those measures must be explained—not hidden away just because they do not align with our political position.

Eso es informar.

Lo segundo interpreta anticipadamente sus consecuencias.

The latter anticipates and interprets its consequences.

No pretendo convertirme en defensor de Pedro Sánchez ni de Marruecos. Cada cual tendrá que responder por aquello que le corresponda.

I do not intend to champion either Pedro Sánchez or Morocco. Each party must answer for its own actions.

Pero tampoco puedo llamar irresponsable a un Gobierno por no devolver a quienes entraron y, al mismo tiempo, ignorar que más del 90 % regresó durante las primeras 72 horas.

But neither can I label a government irresponsible for failing to return those who entered, while simultaneously ignoring the fact that over 90% returned within the first 72 hours.

Los hechos también tienen derecho a defenderse.

Facts, too, have a right to defend themselves.

Porque, al final, podemos escribir que Sánchez ganó, que perdió, que Marruecos fue culpable, que fue inocente o que Europa resolvió todos los problemas.

Because, in the end, we can write that Sánchez won or lost, that Morocco was guilty or innocent, or that Europe solved every problem.

El papel aguanta todo lo que se escriba.

Paper can withstand anything written on it.

La verdad, en cambio, aguanta solamente aquello que podemos demostrar.

The truth, however, can only withstand what we can prove.
