THE THINKER: I ONLY KNOW THAT I KNOW NOTHING

Estoy persuadido de que una enorme mayoría de ciudadanos adultos de nuestro país no tienen la más remota idea acerca del proyecto de ley de reforma jubilatoria; es decir, no saben –salvo que se repitan consignas que escuchan aquí y allá, según donde está el sol que les calienta- cómo afectará sus vidas y las de sus descendientes ni por qué y, mucho menos, las implicancias que tendrá en la economía de la que todos seguiremos dependiendo después.

I am convinced that a vast majority of adult citizens in our country do not have the remotest idea about the pension reform bill; that is to say, they do not know -unless slogans are repeated here and there, depending on where the sun is that warms them- how it will affect their lives and those of their descendants or why and, much less, the implications it will have on the economy on which we will all continue to depend afterwards.

Si esto es verdad, o sea un hecho pasible de comprobación y por tanto objetivo, indiscutible, estamos ante una penosa realidad y ante una salida que, una vez más, quedará en unas pocas manos: será otra muestra de que son escasas las mentes realmente preparadas que buscan y digieren la información necesaria, y de que la decisión se tomará entre pocos. Es cierto: ha de ser así pues, por imperio de la Constitución, es una cuestión a resolver en el Parlamento; pero también lo es que esas decenas de personas, que obtuvieron con ajuste a derecho su condición de representarnos, estarán sujetas a presiones variopintas y, en este caso particular, a inesperadas contradicciones internas, ya en el oficialismo, ya en la oposición.

If this is true, that is, a fact that can be verified and therefore objective, indisputable, we are facing a painful reality and before a solution that, once again, will remain in a few hands: it will be another sign that there are few minds really that they seek and digest the necessary information, and that the decision will be made among a few. It is true: it must be so, because, by virtue of the Constitution, it is a matter to be resolved in Parliament; but it is also true that those dozens of people, who legally obtained their condition of representing us, will be subject to varied pressures and, in this particular case, to unexpected internal contradictions, either in the ruling party or in the opposition.

Parado frente a este escenario sólo se me ocurre exclamar ¡la que nos espera!

Standing in front of this scenario, the only thing that occurs to me is to exclaim what awaits us!

En la oposición, con la celeridad del fanatismo, ya se han declarado sus diferencias, pero de un modo, al menos para mí, sorprendente: mientras el Frente Amplio ha optado por marcarlas dejando abierta la posibilidad del diálogo y los cambios en el proyecto, la central obrera –verdadero motor cabezota al frente de los más dogmáticos e ignorantes- ya rechazó el proyecto y anda armando paros y marchas para sacudir la eventual modorra de sus militantes, mientras ciertos sindicatos poderosos recién están por armar sus asambleas para tratar la cuestión. Insólito. Lo del PIT CNT es algo así como aquella vieja frase de un senador que llegó tarde a una sesión y dijo: “¿Qué están tratando, que yo me opongo?”.

In the opposition, with the speed of fanaticism, their differences have already been declared, but in a surprising way, at least for me: while the Broad Front has chosen to mark them, leaving open the possibility of dialogue and changes in the project, the workers’ central –true stubborn engine at the head of the most dogmatic and ignorant- has already rejected the project and is organizing strikes and marches to shake the eventual drowsiness of its militants, while certain powerful unions are just about to set up their assemblies to deal with the issue. Unusual. The PIT CNT thing is something like that old phrase of a senator who arrived late for a session and said: «What are they trying to do, that I am opposed to?»

Pero han sido también conmovedoras las opiniones oscilantes tanto dentro de la coalición de gobierno como entre las asociaciones de empresarios. En el ámbito político es un poco más comprensible, porque ya todos saben que esta coalición sólo tuvo razón de ser para sumar votos y ganar a la llamada “izquierda” la pulseada por el poder; entre las empresas, en cambio, podría ser divertido si no fuese dramático, escuchar el irrestricto apoyo a la reforma de, por ejemplo, la Cámara de Comercio, mientras el representante de los empresarios en el mismísimo BPS se desgañita voceando sus objeciones y múltiples rechazos.

But the oscillating opinions both within the government coalition and among business associations have also been moving. In the political sphere, it is a little more understandable, because everyone already knows that this coalition only had a reason to be to add votes and beat the so-called “left” in the fight for power; among the companies, on the other hand, it could be funny if it were not dramatic, listening to the unrestricted support for the reform of, for example, the Chamber of Commerce, while the representative of the businessmen in the very BPS is hoarse shouting his objections and multiple rejections .

A ver: es evidente que se trata de un texto muy extenso y complejo, sobre el que una comisión de expertos trabajó durante largo tiempo, con notorios encontronazos resueltos al final nadie sabe bien de qué manera.

Let’s see: it is evident that it is a very extensive and complex text, on which a commission of experts worked for a long time, with notorious clashes resolved in the end, nobody knows exactly how.

Si las cosas están como uno las ha descrito, parecen claros unos puntos: tendremos discusiones para rato en el Poder Legislativo y después quedarán tres opciones; una, se rechaza el proyecto y veremos qué parte de la economía del país, quizás toda, se cae a pedazos; otra, se aprueba el proyecto con cambios -¡vaya a saberse ahora cuáles!-; finalmente, y aun consagrada la reforma, los cabezotas de siempre juntan firmas para alcanzar las suficientes y salir al ruedo con otro plebiscito para derribarla.

If things are as one has described them, a few points seem clear: we will have discussions for a while in the Legislative Branch and then there will be three options left; one, the project is rejected and we will see what part of the country’s economy, perhaps all of it, falls apart; another, the project is approved with changes -it will be known now which ones!-; finally, and even consecrated the reform, the usual stubborn gather signatures to reach enough and go out into the ring with another plebiscite to bring it down.

Para cerrar, diré que tengo una sospecha: si bien la información del proyecto, al detalle, está disponible para cualquiera, además de quienes no entienden un pito, que ya dije son la mayoría, hay unos cuantos indecisos. En todas partes: gobierno, oposición, ignorantes y cabezotas.

To close, I will say that I have a suspicion: although the information on the project, in detail, is available to anyone, apart from those who do not understand a whistle, which I already said are the majority, there are a few who are undecided. Everywhere: government, opposition, ignorant and stubborn.

Un peligro verdadero, pues hay lecciones de la historia acerca de proyectos trascendentes cuya suerte termina en manos de los indecisos.

A real danger, because there are lessons from history about important projects whose fate ends up in the hands of the undecided.
