COLOMBIA: INSTALLATION OF THE NEW CONGRESS OF THE REPUBLIC 22/26

El 20 de julio, hace tan solo 48 horas en diferentes puntos de Colombia celebraban indistintas actividades con motivo del Día de la Independencia, entre ellas el tradicional desfile militar así mismo en la capital de este hermoso país de América del Sur Colombia en Bogotá se llevó a cabo la instalación del nuevo Congreso de la Republica 2022 – 2026, con quienes fueron elegidos en la jornada democrática del pasado 13 de marzo, en donde se pudo apreciar que habrán 16 representantes a la Cámara más que lo que se ha visto en años anteriores, posesionándose por primera vez, los pertenecientes a las Circunscripciones Transitorias Especiales de Paz, definidas en el Acuerdo de Paz.

La instalación del Congreso se realizó en cumplimento de la Ley 5 de 1992 que expide el Reglamento del Congreso en donde a partir de las 3 p.m. los senadores (108) y representantes (181) elegidos, hicieron acto de presencia harán presencia en la Casa de Nariño, iniciando la ceremonia solemne cruzando la Plaza Rafael Núñez y la Plaza de Armas.

A las 5:38 p. m. de este 20 de julio empezó oficialmente este nuevo ciclo que fué inaugurado por el presidente saliente Iván Duque, quien decretó el nuevo periodo legislativo, que por ley se extiende un año, es decir hasta 2023. Previo a la instalación, Duque pronunció su último discurso ante el capitolio nacional, en donde el mandatario exaltó los resultados de su administración, entre los que mencionó el manejo de la pandemia del covid-19, el funcionamiento de Paz con Legalidad, los avances en materia de transición energética e innovación. también destacó lo que calificó como hitos para impulsar el sector salud y educativo.

He also highlighted what he described as milestones to promote the health and education sector.

El Presidente Duque fue aplaudido por su bancada, la del Centro Democrático, pero pasado solo 6 minutos de haber iniciado su discurso, fue abucheado por quienes le hicieron oposición durante los últimos cuatro años. A pesar de este impase, el presidente saliente insistió en que superó “estos desafíos con fe y coraje”. Señalando que su propósito siempre fue transformar a Colombia asegurando que lo logró.

President Duque was applauded by his bench, the Democratic Center, but only 6 minutes after starting his speech, he was booed by those who had opposed him for the last four years. Despite this impasse, the outgoing president insisted that he overcame «these challenges with faith and courage.» Pointing out that his purpose was always to transform Colombia, ensuring that he achieved it.

Al finalizar, el presidente saliente le deseó éxitos a don Gustavo Petro en su presidencia, la que asumirá el próximo 7 de agosto. Duque aseguró que su prioridad es Colombia y por eso, aunque no comparta ideales con la administración entrante, dijo que está presto para seguir construyendo el país.

At the end, the outgoing president wished Don Gustavo Petro success in his presidency, which he will assume on August 7. Duque assured that his priority is Colombia and for this reason, although he does not share ideals with the incoming administration, he said that he is ready to continue building the country.

Posteriormente, tomo la palabra el presidente del Congreso de la República, y a pesar de la aseveración anterior que hiciera el Presidente saliente Iván Duque no se quedó a escuchar la replica que hizo la oposición, en cabeza del senador del Partido Comunes, Julián Gallo, también conocido como Carlos Antonio Lozada. El Presidente Iván Duque se retiró del hemiciclo en compañía de la Primera Dama Maria Juliana Ruíz y su hija menor. También lo acompañan congresistas de diferentes partidos políticos y algunas personas de su gabinete de gobierno. Hecho que fue cuestionado por ciudadanos que se quejaron en redes sociales y por algunos de los congresistas que asumieron el cargo ayer miércoles.

Subsequently, the President of the Congress of the Republic took the floor, and despite the previous assertion made by the outgoing President Iván Duque, he did not stay to listen to the reply made by the opposition, headed by the senator of the Comunes Party, Julián Gallo, also known as Carlos Antonio Lozada. He is also accompanied by congressmen from different political parties and some people from his government cabinet. Fact that was questioned by citizens who complained on social networks and by some of the congressmen who took office on Wednesday.

A minutos de iniciar la Instalación del Congreso se llamó a lista, con el fin de .corroborar la presencia de los senadores y representantes a la cámara, electos antes de iniciar la ceremonia.
