¿Es el tamaño algo importante?

Is size important?

Depende, claro, del tamaño de lo que se trate.

It depends, of course, on the size in question.

Si yo digo “el Estado”, incluso para desarrollar una hipótesis que no es mía y otros, con más capacidad intelectual que yo la vienen exponiendo desde hace décadas, probablemente seré adjetivado con cierta benevolencia por unos y con intensa malevolencia por otros.

If I say «the State», even to develop a hypothesis that is not mine and others, with more intellectual capacity than I have been expounding it for decades, I will probably be called with a certain benevolence by some and with intense malevolence by others.

Ocurre que eso que llamamos “el Estado” es, a fin de cuentas, una entelequia. Por correcta definición, y compleja aplicación, todos lo somos. Digo, todos los ciudadanos que, entre otras bastante entreveradas participaciones, somos “contribuyentes” –o sea sostenemos económicamente a la entelequia, luego de elegir, ¡vaya responsabilidad!, a quienes tomarán, por formalidad legal, su representación- y permitimos que determinado gobierno se haga cargo de ese “Estado”, suponiendo, porque existen una Constitución de la Repúblicas, leyes y normas, que seremos sujetos de derechos y deberes y se cuidarán los conceptos de libertad, equidad y participación.

It happens that what we call «the State» is, after all, an entelechy. By correct definition, and complex application, we all are. I mean, all citizens who, among other rather intertwined participations, are «taxpayers» – that is, we financially support the entelechy, after choosing, what a responsibility !, who will take, by legal formality, their representation – and we allow that determined The government takes charge of that «State», assuming, because there is a Constitution of the Republic, laws and norms, that we will be subjects of rights and duties and that the concepts of freedom, equity and participation will be taken care of.

Cada gobierno que llega al poder gracias a los votos que emergen de los ciudadanos, demoran muy poco, aunque, según el color del traje, lo hagan de maneras diferentes, en pasarse por las entretelas todo el gran discurseo político con el que buscó ganar la elección crucial, y la primera y terrible consecuencia es que el tamaño de ese “Estado” que ahora representa crece y se convierte en un centro neurálgico de corrupción, en el mayor empleador del país e inventor de impuestos en cascada para financiar al “nuevo gordo” y, por tanto, desvía, desde el inicio de su mandato, la senda por dónde prometió caminar para que no hubiese desempleo, pobreza y hasta marginalidad, inequidades sociales ni sectores beneficiados y perjudicados.

Each government that comes to power thanks to the votes that emerge from the citizens, takes very little time, although, depending on the color of the suit, they do it in different ways, in passing through the interlinings all the great political discourse with which they sought to win the crucial choice, and the first and terrible consequence is that the size of that «state» that it now represents grows and becomes a nerve center of corruption, the largest employer in the country and inventor of taxes cascading to finance the «new fat man.» «And, therefore, he deviates, from the beginning of his mandate, the path where he promised to walk so that there would be no unemployment, poverty and even marginalization, social inequalities, or benefited and damaged sectors.

En realidad, no creo que haya alguien que no sepa esto. En todo caso, por razones de ideas dogmáticas o liberales, aparecen los matices. El dogma lleva a celebrar que el “Estado” tenga, a través del gobierno que se ha sentado al magno sillón, el mayor poder e incidencia posibles sobre la sociedad; el liberalismo, en cambio, tiende, aunque los hechos históricos demuestran que le cuesta una enormidad lograrlo, a reducir su tamaño, su peso y su incidencia.

Actually, I don’t think there is anyone who does not know this. In any case, for reasons of dogmatic or liberal ideas, nuances appear. The dogma leads us to celebrate that the «State» has, through the government that has seated itself in the great armchair, the greatest possible power and influence on society; Liberalism, on the other hand, tends, although historical facts show that it costs enormously to achieve this, to reduce its size, its weight and its incidence.

Aquí aparece un punto interesante a desarrollar con brevedad.

Here is an interesting point to develop briefly.

Un “Estado” chico, que no sea un peso monumental sobre la sociedad ni aumente la politiquería barata y la corruptela para conseguir un lugarcito allí, no necesariamente será incapaz de ejercer la tutela, con el control correcto y eficiente, de los derechos inherentes a la condición de ciudadanos de todos ni de los deberes que, como tales, hemos de cumplir. Simplemente, en ese caso, el gobierno de turno debe ser inteligente para crear, dentro de la Constitución y las leyes, el modo de achicar al monstruo –lo que se traducirá en menos costos para la sociedad, sinónimos de impuestos, y menos corrupción interna- delegando, sujetas a estrictas reglas, muchas actividades que puede, o debe, cumplir la actividad privada o, en otras circunstancias, motivando la unión entre lo público y la privado para asegurar determinados emprendimientos, de otra forma imposibles de lograr.

A small «State» that is not a monumental weight on society or increases cheap politicking and corruption to get a little place there, will not necessarily be incapable of exercising the protection, with correct and efficient control, of the rights inherent to the condition of citizens of all nor of the duties that, as such, we have to fulfill. Simply, in that case, the government of the day must be intelligent to create, within the Constitution and the laws, the way to shrink the monster – which will translate into less costs for society, synonymous with taxes, and less internal corruption. – delegating, subject to strict rules, many activities that the private activity can, or must, carry out or, in other circumstances, motivating the union between the public and the private to ensure certain undertakings, otherwise impossible to achieve.

Por cierto, tenemos un sistema político que, según desde dónde se lo mire, es bueno o malo. Es bueno, en tanto sostiene, aun con sudores intensos, a una democracia republicana representativa. Es malo, si quien asuma el máximo poder con toda la legitimidad de limpias elecciones, se dedique, a veces a la vista, a veces entre bambalinas, a convertir el Estado –ahora sin comillas- en un obeso decadente.

By the way, we have a political system that, depending on where you look at it from, is good or bad. It is good, insofar as it supports, even with intense sweats, a representative republican democracy. It is bad, if whoever assumes the maximum power with all the legitimacy of fair elections, dedicates himself, sometimes in sight, sometimes behind the scenes, to turn the State – now without quotes – into a decadent obese.

Y bueno, hay que decirlo: desde la restauración democrática, hace más de tres décadas, ningún gobierno, ni siquiera los del Frente Amplio que se sostuvieron con mayorías parlamentarias, pudieron dar en este sentido pasos serios, certeros, seguros.

Well, it must be said: since the democratic restoration, more than three decades ago, no government, not even those of the Broad Front, which were supported by parliamentary majorities, could take serious, accurate, safe steps in this regard.

Y el Estado sigue creciendo, sigue siendo la gran aspiración de la mayoría de desempleados entrar en él, sigue dificultando la actividad privada como generadora de puestos de trabajo y sigue ingeniándose para construir nuevas cargas impositivas, con una voracidad que sólo justifican los altos salarios que paga a la insoportable cantidad de empleados y gente de “confianza política” que alimenta.

And the State continues to grow, it continues to be the great aspiration of the majority of the unemployed to enter it, it continues to hinder private activity as a generator of jobs and continues to manage to build new tax burdens, with a voracity that only justifies the high salaries that it pays the unbearable number of employees and people of «political trust» that it feeds.

En otras palabras, es su costo –bancado con nuestro dinero- para mantenerse vivo en estas circunstancias, rodeado de inequidades en un país mayormente pobre.

In other words, it is its cost –banked with our money- to stay alive in these circumstances, surrounded by inequities in a mostly poor country.

Y, por supuesto, con el peligro siempre latente, de caer en un régimen totalitario.

And, of course, with the always latent danger of falling into a totalitarian regime.

Como digo siempre –y tal vez aburro-, puedo estar equivocado. Sólo me mueve el interés de incitar a la reflexión pública sobre esta cuestión y siempre estaré preparado para admitir el error en mis opiniones si, por la razón y a través del conocimiento, así se me demuestra.         

As I always say – and maybe I’m boring – I can be wrong. I am only motivated by the interest of inciting public reflection on this issue and I will always be prepared to admit the error in my opinions if, by reason and through knowledge, it is demonstrated to me.
