EL RIESGO DE LA DECLINACIÓN/THE RISK OF DECLINATION

Son tiempos muy complejos para la humanidad.

These are very complex times for humanity.

Si dicho esto surgiera de inmediato en nuestro pensamiento la pandemia que estamos soportando, habría coincidencia general. Es todavía una gran incertidumbre y cunden por ella el miedo, la desconfianza y la confusión, emociones que ayudan a que las sociedades se vayan degradando.

If, having said this, the pandemic we are enduring immediately arises in our thoughts, there would be a general coincidence. It is still a great uncertainty and fear, mistrust and confusion spread through it, emotions that help societies to degrade.

Es bueno recordar que en diversos puntos del planeta se han llevado a cabo, y en el futuro habrá más, actos eleccionarios. Plantados en la convicción de que deseamos la supervivencia del modelo democrático republicano para cualquier gobierno, asentado en los tres poderes sustantivos e independientes –Ejecutivo, Legislativo y Judicial-, es deseable que quienes asuman las diversas responsabilidades emergentes sean personas no sólo honestas sino también capaces para pensar y actuar en bien de la sociedad.

It is good to remember that electoral events have been carried out in various parts of the planet, and in the future there will be more. Planted in the conviction that we want the survival of the republican democratic model for any government, based on the three substantive and independent powers -Executive, Legislative and Judicial-, it is desirable that those who assume the various emerging responsibilities are not only honest but also capable people. to think and act for the good of society.

Hoy quiero hablar de uno de esos poderes, el Legislativo, tomando como ejemplo lo que exhibe el instalado aquí, en Uruguay.

Today I want to talk about one of those powers, the Legislative, taking as an example what the one installed here in Uruguay exhibits.

Esto me lleva a una precisión: ese proceso degradante al que me he  referido, aunque el Covid lo haya contribuido a potenciar en los últimos tiempos, es mi opinión que, si lo centro en el descenso de la calidad parlamentaria, se inició antes de que la pandemia apareciera.

This leads me to a precision: that degrading process to which I have referred, although the Covid has contributed to promoting it in recent times, it is my opinion that, if I focus on the decline in parliamentary quality, it began before the pandemic appeared.

El Poder Legislativo, en nuestro caso compuesto por las Cámaras de Senadores y Diputados, muestra, agravándose con velocidad aterradora, una pobreza general que abarca lo intelectual, lo cultural y, en ciertos casos, lo moral.

The Legislative Power, in our case made up of the Chambers of Senators and Deputies, shows, aggravating with terrifying speed, a general poverty that encompasses the intellectual, the cultural and, in certain cases, the moral.

La muestra principal la exhibe la mayoría de legisladores a través de su lenguaje.

The main sample is exhibited by the majority of legislators through their language.

Apelemos entonces a nuestra memoria.

El lenguaje es lo que nos hace humanos, ha dicho Aldous Huxley: “Nos ayuda y nos destruye; hace que la civilización sea posible y también produce terribles conflictos que la destruyen”.

Cuando las personas que se sientan en los mullidos sillones de la magna sala del Parlamento y se expresan como alumnos de tercero diferencial escolar, conjugando mal los verbos, empleando palabras groseras del habla vulgar, impidiendo que otros, seres normales, los entiendan, están causando más problemas de los que imaginan. Por el camino dejan el respeto a los otros, la tolerancia, una actitud benevolente constructiva e instructiva y provocan que la sociedad los rechace. Y ese rechazo adquiere mayor significación cuando nace de las leyes que redactan –supuestamente para mejorar algún aspecto importante de la vida de la comunidad- y tales textos concluyen en la inutilidad porque la incultura que denotan se transforma en inaplicabilidad, lisa y llana, o en la necesidad de infinitas correcciones que, a veces, terminan en el más desesperante mar de la nada por su aberrante inconstitucionalidad.

When the people who sit in the soft armchairs of the great hall of Parliament and express themselves as students of the third school differential, misconducting verbs, using rude words of vulgar speech, preventing others, normal beings, from understanding them, they are causing more trouble than you imagine. Along the way they leave respect for others, tolerance, a constructive and instructive benevolent attitude and cause society to reject them. And that rejection acquires greater significance when it arises from the laws that they draft – supposedly to improve some important aspect of the life of the community – and such texts conclude in uselessness because the lack of culture they denote becomes inapplicable, plain and simple, or in the need for infinite corrections that, at times, end up in the most desperate sea of ​​nothingness due to their aberrational unconstitutionality.

Tengo edad suficiente para haber visto en acción a parlamentarios de un excelso nivel: claro, eso fue hace unas cuantas décadas atrás. La diferencia entre aquellos legisladores y los llegados por las elecciones una vez derrumbada la dictadura militar en 1985, se fue haciendo cada vez más grande, hasta llegar a la actualidad, cuando prestar atención a los debates legislativos es un descenso a las oscuridades.

I am old enough to have seen parliamentarians of a high level in action: of course, that was a few decades ago. The difference between those legislators and those arrived by the elections after the collapse of the military dictatorship in 1985, was getting bigger and bigger, until today, when paying attention to legislative debates is a descent into obscurity.

Una cuestión, a mi juicio, ha sido decisiva para esto: antes de la chatarra que es hoy el lenguaje de estas personas –no diferente del de la mayoría de la sociedad, hay que admitirlo- hubo, y se agravó precisamente a partir de la restauración democrática, vaya contradicción, un descaecimiento notorio de la educación en todos los niveles y más acentuado entre el alumnado de menor edad.

One issue, in my opinion, has been decisive for this: before the junk that is today the language of these people – not different from that of the majority of society, it must be admitted – there was, and it worsened precisely from the democratic restoration, what a contradiction, a notorious decline in education at all levels and more pronounced among younger students.

Esto, sumado a todo lo malo –entre cosas buenas, es verdad- que trajeron los nuevos y aluvionales avances de la tecnología, nos hizo perder el rumbo.

This, added to all the bad things – among good things, it is true – that the new and alluvial advances in technology brought, made us lose our way.

Ya no se aprende a leer en la escuela lo que se debe, de acuerdo a la edad de los estudiantes, para desarrollar, a través del significado de las palabras, una comprensión amplia, camino directo a potenciar el pensamiento, el análisis lógico y las ideas que nacen del pensamiento libre y crítico. Y –solo lo ignora un necio- alcanzar todas las etapas de ese proceso lleva de la mano, además, a hablar y escribir con una corrección que disminuya los errores, ponga trabas a las manipulaciones baratas y nos empuje en una dirección que lleve al postulado en sustitución de la idea de dogma o doctrina, alentando la posibilidad de consensos sociales imprescindibles.

You no longer learn to read at school what you must, according to the age of the students, to develop, through the meaning of words, a broad understanding, a direct path to enhance thinking, logical analysis and skills. ideas that are born of free and critical thinking. And – only a fool ignores it – reaching all the stages of that process also leads hand in hand with speaking and writing with a correction that reduces errors, hinders cheap manipulations and pushes us in a direction that leads to the postulate. replacing the idea of ​​dogma or doctrine, encouraging the possibility of essential social consensus.

En otras palabras: por ahora, al menos entre los uruguayos, no hay esperanzas fundadas en cambiar esta espantosa situación con simples elecciones porque quienes se presenten no escaparán a esta horrible realidad generalizada.

In other words: for now, at least among Uruguayans, there is no founded hope of changing this dire situation with simple elections because those who come forward will not escape this horrible general reality.

La esperanza está en la educación, verdad tan sólida como que aun usando un lenguaje respetable se puede también hacer el mal, aunque las probabilidades son notoriamente menores. Pero en el proceso de llegar a él por las vías que he descrito, los programas educativos pueden y deben imponer el aprendizaje, fortaleciendo, e insisto, aunque resulte agotador, el libre pensamiento crítico, el postulado, el respeto, la tolerancia y ese sentimiento de benevolencia en los actos que es absolutamente necesario.

The hope is in education, a truth as solid as that even using a respectable language one can also do evil, although the probabilities are notoriously less. But in the process of reaching it through the ways I have described, educational programs can and should impose learning, strengthening, and I insist, even if it is exhausting, free critical thinking, the postulate, respect, tolerance and that feeling. of benevolence in actions that is absolutely necessary.

Ah, eso sí: un esfuerzo colectivo de tal porte insumirá, cuanto menos, entre dos o tres generaciones, siempre que sobrevivan a la pandemia y a los espejos de colores que seguirán regalando el poder económico mal usado para aumentar su reinado imponiendo la imbecilidad en la mayoría, y una tecnología que cada día se enamora más de la robótica.   

Ah, yes: a collective effort of such size will take, at least, between two or three generations, as long as they survive the pandemic and the colored mirrors that will continue to give away misused economic power to increase their reign by imposing imbecility on the majority, and a technology that every day falls more in love with robotics.
