THE THINKER: HOUSES.. WHAT HOUSES?

Todos sabemos que en Montevideo –aunque también en el interior del país se padece el problema- hay miles y miles de ciudadanos, sobre todo aquellos que tienen los ingresos más menguados, y qué decir de los que sufren debajo de la línea de pobreza, que están viviendo en condiciones indignas.

We all know that in Montevideo -although the problem is also in the interior of the country- there are thousands and thousands of citizens, especially those who have the lowest income, and what to say about those who suffer below the poverty line, who They are living in undignified conditions.

Sin embargo, toda la industria de la construcción revitalizada, con el apoyo caluroso de las principales inmobiliarias, están levantando torres habitacionales a buen ritmo, pero concentradas en barrios ya superpoblados, incluso contribuyendo a que muchos de ellos pierdan su perfil original. En esa área, que obviamente no describo con radical precisión, están Villa Biarritz, Carrasco, Punta Carretas y, de modo más reciente, zonas del Cordón, Tres Cruces, Centro y Ciudad Vieja.

However, the entire revitalized construction industry, with the warm support of the main real estate companies, is raising housing towers at a good pace, but concentrated in already overcrowded neighborhoods, even contributing to many of them losing their original profile. In this area, which I obviously do not describe with radical precision, are Villa Biarritz, Carrasco, Punta Carretas and, more recently, the Cordón, Tres Cruces, Centro and Ciudad Vieja areas.

Son viviendas lanzadas al mercado con una publicidad engañosa acerca de las formas de financiarlas pero que, al final, cada operación, sean los préstamos al plazo que fueren, terminan costando cifras solo asequibles por una clase –en realidad más de una, media, media alta y alta- que yo sintetizo en “pudiente”. Está claro que toda esa oferta queda por fuera de las necesidades de la mayoría de la población, la más indefensa, la que tiene ingresos de mendicante o, incluso, está en la línea de la pobreza.

They are homes launched on the market with misleading advertising about the ways to finance them but, in the end, each operation, whatever the term loans, end up costing figures that are only affordable for one class – actually more than one, half, half tall and tall- that I synthesize in «wealthy». It is clear that all this offer is outside the needs of the majority of the population, the most defenseless, those who have a beggar income or are even on the poverty line.

Pero hay algo más a considerar. Mientras que en las zonas elegidas por las empresas privadas para construir y las inmobiliarias para promover planes de compra desfiguran su rostro histórico por la suma, metafóricamente a los empellones, de esos edificios caros, recorriendo la capital se advierten áreas enormes que están o absolutamente despobladas o, en todo caso, habitadas aquí y allá por gente en condiciones poco estimulantes o, lisa y llanamente, en asentamientos o en una mayor precariedad.

But there is something else to consider. While in the areas chosen by private companies to build and real estate companies to promote purchase plans, their historical face is disfigured by the addition, metaphorically to the jostling, of these expensive buildings, touring the capital one notices huge areas that are or completely unpopulated or, in any case, inhabited here and there by people in less than stimulating conditions or, quite simply, in settlements or in greater precariousness.

Nadie puede engañarse. La construcción privada elige dónde y es claro el por qué y el mercado que busca, aunque a veces, sólo a veces, ese lugar termine también siendo engañoso: un “donde” haya acceso fácil a servicios educativos, de salud, de transporte y una mayor seguridad.

Nobody can be fooled. Private construction chooses where and it is clear why and the market it seeks, although sometimes, only sometimes, that place also ends up being deceptive: a «where» there is easy access to educational, health, transportation and greater security.

No tengo prurito alguno en admitir que sobre los otros lugares que he mencionado en una generalización, pesa en el aire la espada de Damocles de los malos o simplemente ausentes servicios esenciales y, en particular, una sensación de que los hechos cotidianos renuevan sobre la presencia contagiosa y de rápida extensión del delito y la inseguridad.

I have no itch to admit that over the other places that I have mentioned in a generalization, the sword of Damocles weighs in the air of the bad or simply absent essential services and, in particular, a feeling that daily events renew on the presence contagious and rapidly spreading crime and insecurity.

Descrito el panorama, a mi juicio dos cosas quedan probadas: todas las viviendas que cientos de miles de montevideanos necesitan no serán levantadas por las empresas de construcción de cierto porte; en segundo término, y por lógica conclusión, la cuestión  de financiarlas no será resuelta sin intervención del Estado con una participación adecuada a sus posibilidades de los aspirantes a adquirirlas.

Having described the panorama, in my opinion two things are proven: all the houses that hundreds of thousands of Montevideans need will not be built by construction companies of a certain size; secondly, and by logical conclusion, the question of financing them will not be resolved without intervention of the State with an adequate participation to its possibilities of the applicants to acquire them.

Durante los últimos años se ha hablado, y todavía quedan por ahí hilachas de planes “sociales” aprobados supuestamente en esta dirección, que no han resuelto en absoluto ni lo harán el problema ni sus consecuencias.

Esto coincide con el desprecio que desde la política ha caído sobre el cooperativismo, única forma razonable, ya probada sin discusiones, de aportar la solución.

Primero por su filosofía, que no creo necesario repetir, sean de ayuda mutua o de ahorro previo. Segundo porque constituyen un sistema que, en cualquiera de sus formas, acerca económicamente la posibilidad de viviendas dignas y que –éste es un punto de importancia esencial-, en potencia convierte a las cooperativas en “pequeños”, o no tanto, barrios en sí mismas, capaces entonces de facilitar la instalación de servicios esenciales y de superar la indefensión que afecta a tantas zonas más alejadas de las privilegiadas.

First of all, because of its philosophy, which I don’t think it is necessary to repeat, whether it is about mutual aid or previous savings. Con sinceridad, digo que no alcanzo a entender el por qué la política, TODA la política, ha decidido despreciar esta posibilidad que, por ejemplo, en la década de 1960, e incluso durante la dictadura, aunque con menores expectativas, ayudó a resolver el problema acerca del cual estamos reflexionando.

Honestly, I say that I cannot understand why politics, ALL politics, has decided to ignore this possibility that, for example, in the 1960s, and even during the dictatorship, although with lower expectations, helped to resolve the problem. problem we are thinking about.

Me gustaría escuchar, no sólo del gobierno sino también de la oposición, qué se tiene que decir al respecto.
