THE THINKER: THE DELAYING COUNTRY

Este es un país donde si hay algo que se pierde cotidianamente, y en reiteración real, es el tiempo de las personas.

This is a country where if there is something that is lost on a daily basis, and in real reiteration, it is people’s time.

Claro, no es lo mismo el tiempo del atleta que hace un esfuerzo constante por llegar a una marca que le permitirá una victoria deportiva, que el que invierte un ciudadano común admitiendo a regañadientes que transcurran los meses que su centro de salud le ha impuesto para que lo atienda un especialista.

Of course, the time of the athlete who makes a constant effort to reach a mark that will allow him a sports victory is not the same as the time spent by a common citizen reluctantly admitting that the months that his health center has imposed on him to elapse be treated by a specialist.

Y no lo es, básicamente, porque la comparación que he hecho, a conciencia casi absurda, establece la esencial diferencia entre el tiempo que depende sólo de la persona y aquel otro que –por disparatado que sea- la persona es obligada a aceptar sin que su voluntad, y a veces sus necesidades objetivas, sean respetadas de forma alguna.

And it is not, basically, because the comparison I have made, consciously almost absurd, establishes the essential difference between the time that depends only on the person and that other time that – however crazy it may be – the person is forced to accept without their will, and sometimes their objective needs, are respected in any way.

Y, ahora simplificando, hay que repetir el título: éste es un país que cultiva con fruición, desde el punto de vista de las diversas organizaciones entre las que debe moverse el contribuyente, la demora casi como una cultura.

And, now simplifying, we must repeat the title: this is a country that cultivates with relish, from the point of view of the various organizations among which the taxpayer must move, delay almost as a culture.

No creo que sea necesario abundar en descripciones, porque bastará para el entendimiento del lector sus propias experiencias ante trámites de diverso orden y, lamentablemente, necesarios con una frecuencia aterradora.

I do not think it is necessary to go into descriptions, because the reader’s own experiences with procedures of various kinds and, unfortunately, necessary with a terrifying frequency will suffice for the reader’s understanding.

Lo inquietante de este asunto, es advertir cómo esa cultura de la demora puede afectar los derechos de la ciudadanía consagrados en la mismísima Constitución.

The disturbing thing about this matter is to notice how this culture of delay can affect the rights of citizenship enshrined in the very Constitution.

Ocurre en el régimen bancario, en la atención de la salud, en el sistema judicial –y aquí pondría un acento especial-, en el Parlamento, en las tramitaciones municipales y en otra monumental cantidad de servicios a los que se debe recurrir por una razón u otra.

It occurs in the banking system, in health care, in the judicial system -and here I would put a special emphasis-, in Parliament, in municipal procedures and in another monumental number of services that must be resorted to for a reason or other.

Sin pretender originalidad alguna, sólo en el intento de demostrar que esto es así, recordaré, y en su parte intrínseca declaro que no implica juicio en ningún sentido, un caso particular.

Without claiming any originality, only in the attempt to show that this is so, I will remember, and in its intrinsic part I declare that it does not imply judgment in any sense, a particular case.

Hace tres años –para ser preciso en agosto de 2019- una ex alumna de la Facultad de Ciencias de la Universidad de la República denunció por acoso sexual al matemático grado 5 Martín Sambarino y, a continuación, otras mujeres ya recibidas, ampliaron la denuncia a otros académicos. Según el prestigioso semanario Búsqueda, “tras una investigación que duró dos años, en setiembre de 2021 la Sección Jurídica de la Udelar concluyó que hubo una falta administrativa grave al adjudicarle credibilidad objetiva y verosimilitud al testimonio de la denunciante. El asunto pasó a estudio del Consejo de Facultad de Ciencias, que, tras intenso debate, resolvió aplicar la máxima sanción y solicitó por unanimidad a la Universidad la expulsión de Sambarino”.

Three years ago – to be precise in August 2019 – a former student of the Faculty of Sciences of the University of the Republic denounced grade 5 mathematician Martín Sambarino for sexual harassment and, later, other women already received, extended the complaint to other academics. According to the prestigious weekly Search, “after an investigation that lasted two years, in September 2021 the Legal Section of Udelar concluded that there was a serious administrative fault in awarding objective credibility and plausibility to the complainant’s testimony. The matter was studied by the Council of the Faculty of Sciences, which, after intense debate, decided to apply the maximum sanction and unanimously requested the expulsion of Sambarino from the University”.

Dos años ya parecen sugerir dificultades o complicaciones que no estoy capacitado para discernir, aunque no ayudan a quitarme esa idea. Pero la denuncia todavía enfrentaría más sacudones que enlentecen su final, que se suponía resuelto.

Two years already seem to suggest difficulties or complications that I am not able to discern, although they do not help to remove that idea. But the complaint would still face more shocks that slow down its end, which was supposed to be resolved.

Por razones que tal vez la burocracia universitaria imponga –mientras Sambarino y su denunciante siguen hamacándose pendiendo de un hilo, obviamente por motivos diferentes- el caso pasó  a la Oficina Nacional del Servicio Civil, cuyo dedo se introdujo en el ventilador sin entenderse por qué y opinó que el acoso sexual no había sido probado.

For reasons that may be imposed by the university bureaucracy – while Sambarino and his accuser continue swinging, hanging by a thread, obviously for different reasons – the case went to the National Civil Service Office, whose finger was inserted into the fan without understanding why and he opined that sexual harassment had not been proven.

Es curioso todo: primero, las resoluciones del Servicio Civil no son preceptivas para la Udelar; segundo, y no obstante,  recién entonces el Consejo Directivo de la universidad estatal comenzó reuniones para decidir y cerrar la cuestión, claro que ya en medio de un concierto de debates, opiniones variopintas e intervención de las redes sociales hasta generar un lío fenomenal.

Everything is curious: first, the resolutions of the Civil Service are not mandatory for Udelar; second, and notwithstanding, only then did the Board of Directors of the state university begin meetings to decide and close the issue, of course already in the middle of a concert of debates, varied opinions and the intervention of social networks to the point of generating a phenomenal mess.

Hoy el máximo órgano de decisión de la Udelar está dividido, y en apariencia esto no parece tener salida, pues en lo único en que las autoridades han logrado un consenso –Búsqueda dixit- es en que “son conscientes que la decisión enviará un mensaje al ámbito universitario”.

Today the highest decision-making body of Udelar is divided, and apparently this does not seem to have a way out, because the only thing on which the authorities have reached a consensus -Búsqueda dixit- is that «they are aware that the decision will send a message to the university field”.

Sólo presumo una razón para esto, aun aceptado estar errado: la Universidad se está protegiendo de posibles o imaginarias consecuencias. Mal, pero se está protegiendo.

I only presume one reason for this, even if it is accepted to be wrong: the University is protecting itself from possible or imagined consequences. Bad, but he’s protecting himself.

Más allá de lo que finalmente ocurra con él y cuándo, ya hay un enorme daño causado a las personas involucradas.

Haga usted un simple cálculo: piense en cuántos ciudadanos responsables como usted se estresan y se enferman, más de lo que quizás ya están, sólo por soportar estas escandalosas, cuasi esquizofrénicas burocracias y maniobras oscilantes y hasta inesperadas que lo perjudican de modo cotidiano.

Make a simple calculation: think of how many responsible citizens like you get stressed and sick, more than perhaps they already are, just by enduring these scandalous, almost schizophrenic bureaucracies and oscillating and even unexpected maneuvers that harm you on a daily basis.

Ya sé. Uno piensa hoy, a primera pregunta, en otras cosas: la inseguridad, en la situación económica, en la salud, en el trabajo, en la seguridad social y, ojalá, en la educación.

Already. One thinks today, at the first question, about other things: insecurity, the economic situation, health, work, social security and, hopefully, education.

Y está bien. Sólo pretendo argumentar en el sentido de cuánto bien nos haría como sociedad si también reflexionásemos en este país demoroso desde otro punto de vista, el político. Porque la situación actual, además de inducirle a esos pensamientos primarios suyos que he conjeturado, está haciendo que la sociedad se consuma por las demoras, muchas al borde de la estupidez o de la corrupción. Y mucho hay que reclamarle al sistema político, y aquí entran todos los colores sin excepción, incapaz de resolver una patología que nos carcome día a día.

And it’s OK. I only intend to argue in the sense of how much good it would do us as a society if we also reflected on this slow country from another point of view, the political one. Because the current situation, in addition to inducing you to those primary thoughts of yours that I have conjectured, is causing society to be consumed by delays, many on the verge of stupidity or corruption. And there is much to be claimed from the political system, and here all colors enter without exception, incapable of solving a pathology that eats away at us every day.
