The Thinker: When the Street is a Jungle

El paro de actividades laborales y las movilizaciones callejeras han reabastecido combustible durante los pasados días. Todo indica que continuarán.

The work stoppage and street demonstrations have refueled fuel in recent days. Everything indicates that they will continue.

Cuando la detención de tareas y la recorrida por las calles responden a decisiones de sindicatos, están, por cierto, amparadas por el derecho de huelga y sus extensiones normativas. Ciertamente, esto no quiere decir que uno las comparta como las mejores medidas racionales a la búsqueda de objetivos que –al menos en sus enunciados- no merecen contradicción.

When the stoppage of tasks and the walk through the streets respond to union decisions, they are, by the way, protected by the right to strike and its normative extensions. Certainly, this does not mean that one shares them as the best rational measures in the pursuit of objectives that – at least in their statements – do not deserve contradiction.

Otra cosa son sus consecuencias, probadas o probables. No para debatirlo ahora, pero repaso un par de ejemplos paradigmáticos: el daño ocasionado a quienes se ha jurado proteger –sólo a título de ejemplo recuerdo que el paro de maestros volvió a dejar a miles de niños sin la alimentación que reciben en sus escuelas-, o los perjuicios provocados a la economía del país, o sea a toda la comunidad, con una detención de actividades en áreas que dependen del Estado y que acarreará pérdidas económicas irrecuperables.

Another thing is its consequences, proven or probable. Not to debate it now, but I review a couple of paradigmatic examples: the damage caused to those who have been sworn to protect – just as an example I remember that the teacher strike once again left thousands of children without the food they receive in their schools- , or the damage caused to the economy of the country, that is, to the entire community, with a stoppage of activities in areas that depend on the State and which will lead to irrecoverable economic losses.

Ahora bien: cuando hay expresiones populares que se derraman sobre cualquier lugar de la ciudad, sin que se sepa a ciencia cierta quién las ha organizado o siquiera el motivo –un motivo claro, comprensible, no difuso- por el cual ocurren, y se añaden durante su transcurso hechos censurables y hasta delitos, entonces no hay derecho intangible ni ley precisa que las ampare. Todo lo contrario.

Now, when there are popular expressions that spill over any part of the city, without knowing for sure who has organized them or even the reason – a clear, understandable, not diffuse reason – for which they occur, and they are added during their course, objectionable acts and even crimes, then there is no intangible right or precise law that protects them. Quite the opposite.

Alrededor de una semana atrás fui testigo involuntario de uno de estos casos y tuve ante mí una muestra, por fortuna relativamente breve, de cómo las veredas y las calles de Montevideo pueden convertirse en una selva.

About a week ago I was an involuntary witness to one of these cases and I had before me a sample, fortunately relatively brief, of how the sidewalks and streets of Montevideo can become a jungle.

Vivo en la calle Río Branco, entre Colonia y Mercedes. El día en cuestión, desde el único ventanal de mi pequeño apartamento, movido por confusos pero estridentes ruidos que provenían del exterior, pude ver una suerte de correntada en perfecto desorden –disculpe, lector, la licencia irónica- de jóvenes que venían en el sentido de la flecha de circulación vehicular, ignoro desde dónde, descendiendo, y esto es apenas una suposición, hacia la terminal de autobuses interdepartamentales.

I live on Río Branco street, between Colonia and Mercedes. On the day in question, from the only window of my small apartment, moved by confused but strident noises that came from outside, I could see a kind of current in perfect disorder – excuse me, reader, the ironic license – of young people who came in the sense of the vehicular traffic arrow, I do not know from where, descending, and this is just an assumption, towards the interdepartmental bus terminal.

Las personas caminaban o saltaban, gritaban o lanzaban cohetes y, sobre todo, se dedicaban a pintarrajear paredes y vidrios de edificios, comercios y empresas.

People walked or jumped, shouted or launched rockets and, above all, they dedicated themselves to defacing the walls and glass of buildings, shops and companies.

¡Si eso hubiese sido lo único!

If that had been the only thing!

Advertí con claridad que la mayoría transitaban en estado notorio de drogadicción o de alcoholismo y se dedicaban, además de portar pancartas cuasi ininteligibles o banderas que no pude identificar por rotas y sucias, a comercializar -¿quién no aprendió aún a no tener dudas cuando eso ocurre?- con otros jóvenes con quienes se cruzaban, o cuida coches que añaden esta actividad para echarse una fumada o tragarse en un santiamén un litro de vino, paquetitos de pasta base que iban y venían, igual a arrugados billetes de recaudación, a plena luz del día. Eran, aproximadamente, las seis y media de la tarde.

I clearly noticed that most of them were in a notorious state of drug addiction or alcoholism and were dedicated, in addition to carrying almost unintelligible banners or flags that I could not identify due to broken and dirty, to commercialize – who has not yet learned not to have doubts when that What happens? – with other young people with whom they passed, or take care of cars who add this activity to take a smoke or swallow a liter of wine in a jiffy, packets of base pasta that came and went, equal to crumpled collection bills, in full day light. It was approximately six thirty in the afternoon.

¡Caramba!, dirán algunos, pero es libertad de expresión y de movilización.

Wow, some will say, but it is freedom of expression and mobilization.

No, no. Confundir chicha con limonada ya no sirve como argumento. Estaban cometiendo por lo menos un delito y dañando, en reiteración real, los bienes muebles de honestos ciudadanos sorprendidos por esa salvaje expresión que parecía dispuesta a arrasarlo todo.

No.. Confusing chicha with lemonade no longer serves as an argument. They were committing at least one crime and damaging, in real reiteration, the personal property of honest citizens surprised by that wild expression that seemed ready to destroy everything.

Ah, pero algo curioso…

Ah, but something funny …

No pasó a mayores, aunque no supe de detenciones y los vecinos debieron al otro día reparar los diversos deterioros sufridos en sus propiedades, porque en la esquina de Río Branco y Mercedes, en dirección a la calle Herrera y Obes, la Guardia Republicana había montado una barrera y amontonado efectivos. Claro, lo único que preocupaba a las autoridades era que la horda no se dirigiese hacia la sede del Ministerio del Interior, a pocos metros de allí; todo lo demás, como prevenir lo que iba pasando a lo largo de Río Branco, parecía asunto ajeno a cualquier acción preventiva o represiva.

It did not happen to adults, although I did not know of arrests and the neighbors had to repair the various damage suffered in their properties the next day, because at the corner of Río Branco and Mercedes, in the direction of Herrera and Obes streets, the Republican Guard had mounted an effective barrier and stacked. Of course, the only thing that worried the authorities was that the horde was not heading towards the headquarters of the Ministry of the Interior, a few meters away; everything else, such as preventing what was happening along Rio Branco, seemed a foreign matter for any preventive or repressive action.

No logré ver dónde, exactamente, se disolvió la salvajada, ni qué otras circunstancias ocurrieron en perjuicio de la gente ajena a ella.

I could not see where, exactly, the savagery dissolved, or what other circumstances occurred to the detriment of people outside of it.

No voy a abundar en la descripción de esta peripecia. Cualquier lector la debe haber padecido antes, sin distinción de zonas o vías de tránsito de la capital.

I am not going to elaborate on the description of this incident. Any reader must have suffered it before, regardless of areas or transit routes in the capital.

Me preguntaré una vez más, eso sí, hasta cuándo el Estado se atará las manos por razones de estrategia política, ya que acá no hablamos de vulnerar derechos de huelga o movilización sino de derechos de otros pasados por encima con omisión, supongo que ordenada “de arriba”, de la fuerza pública y hasta del delito de, al menos, un micro tráfico de drogas a la vista de todo aquel que quisiera mirar.

I will ask myself once again, yes, until when the State will tie its hands for reasons of political strategy, since here we are not talking about violating the rights to strike or mobilization but about the rights of others passed over with omission, I suppose that ordered » from above ”, of the public force and even of the crime of, at least, a micro drug trafficking in the sight of anyone who wanted to look.

Y en algo insisto: son manifestaciones de una degradación social creciente, en apariencia incontrolable, que nada tiene que ver con la pandemia que soportamos ni con los manejos económicos del gobierno, ni con la pobreza contra la que todos queremos luchar, aunque sea transparente que hay quienes, en su interior profundo, les importa un quinto carajo porque ya no son recuperables para la construcción de un país mejor.

And I insist on something: they are manifestations of a growing social degradation, apparently uncontrollable, that has nothing to do with the pandemic that we are enduring or with the economic management of the government, or with the poverty that we all want to fight, although it is transparent that there are those who, deep inside, don’t give a fifth damn because they are no longer recoverable for the construction of a better country.

Sus objetivos, conscientes o como autómatas manejados por vaya a saberse qué intereses, son las adicciones, el dinero fácil y el desprecio por los demás.    

His goals, conscious or as automatons managed by who knows what interests, are addictions, easy money and contempt for others.
