THE THINKER; UNKEPT PROMISES

Hay una promesa que el gobierno hizo en campaña electoral y luego ha repetido con insistencia, aun cuando las circunstancias parecían poco propicias: los desequilibrios económicos, la pandemia, el crecimiento de la pobreza, el desempleo y varias reformas relevantes en fila: la educación, la previsión social, la salud, etcétera.

There is a promise that the government made in the electoral campaign and then insisted on repeating, even when the circumstances seemed unfavorable: economic imbalances, the pandemic, the growth of poverty, unemployment and several relevant reforms in a row: education, social security, health, etc.

Esa promesa que, el final, quedó sepultada entre las circunstancias aludidas y algunas nuevas –el caso Astesiano, el delito y las cárceles, lee lentitud del sistema judicial y todo lo demás- es la aplicación del programa de erradicación progresiva de los asentamientos.

That promise that, in the end, was buried between the aforementioned circumstances and some new ones – the Astesiano case, the crime and the prisons, the slowness of the judicial system and everything else – is the application of the program of progressive eradication of the settlements.

Puedo estar equivocado, pero he llegado al agotamiento buscando alguna información oficial, o periodística, que tranquilice mi ánimo respecto de esta cuestión, sin éxito alguno. De cierto modo es como si, al menos temporariamente, ese importante y por supuesto necesario programa no aparece por ninguna parte. Quiero decir: no advierto alusiones de tipo alguno, lo que me inclina más a pensar en una desaparición en el horizonte cercano de actividades del Estado en beneficio de amplios sectores sumidos en la marginalidad. Insisto: si estoy errado o me he distraído, que alguien me ponga en mi lugar y lo agradeceré. Nunca creí tener la verdad absoluta en nada y sí la posibilidad de equivocarme.

I could be wrong, but I have reached exhaustion looking for some official or journalistic information to calm my spirits regarding this issue, without any success. In a way it is as if, at least temporarily, that important and of course necessary program does not appear anywhere. I mean: I don’t notice any allusions of any kind, which makes me more inclined to think of a disappearance in the near future of State activities for the benefit of large sectors mired in marginality. I insist: if I am wrong or I have been distracted, someone put me in my place and I will appreciate it. I never believed I had the absolute truth in anything and I did believe I had the possibility of being wrong.

No soy tan tonto como para ignorar que hay otros asuntos trascendentes que están insumiendo más tiempo y recursos, contribuyendo a la postergación del tema de los asentamientos.

I am not stupid enough to ignore that there are other important issues that are taking up more time and resources, contributing to the postponement of the settlement issue.

Sin embargo, intuyo que no es buena cosa para nadie –ni para el gobierno y mucho menos para la sociedad- que este tema se diluya definitivamente en medio de la confusión reinante  y cuanto más se acerque la disputa prelectoral.

However, I sense that it is not a good thing for anyone – not even for the government and much less for society – that this issue is definitively diluted in the midst of the prevailing confusion and the closer the pre-election dispute gets.

Estoy confundido.

I’m confused.

Primero por ese silencio espeso alrededor del prometido programa.

First, because of that thick silence around the promised program.

Luego porque, pensándolo con simple sentido común, me queda la impresión de que ya pudo haber arrancado, cuanto menos haciendo conocer las líneas generales que uno piensa han sido trazadas y dado primeros pasos que pongan en evidencia que, tarde o temprano, la promesa se cumplirá. O, quizás, comenzará a cumplirse antes de que este gobierno se vaya.

Then because, thinking about it with simple common sense, I have the impression that it could have already started, at least by making known the general lines that one thinks have been drawn and taking first steps that show that, sooner or later, the promise will be fulfilled. will comply. Or, perhaps, it will begin to be fulfilled before this government leaves.

Expresada la inquietud, sólo me queda insitir en un argumento que ya he manejado aquí en reiteración real: un vínculo de las líneas generales del programa con el sistema cooperativo por ayuda mutua.

Having expressed the concern, I can only insist on an argument that I have already handled here in real reiteration: a link between the general lines of the program and the cooperative system for mutual aid.

Es más: igualmente me llama la atención cómo el silencio también campea, cada día más pesado, sobre el cooperativismo de vivienda, sus variantes y sus posibilidades probables de aportar soluciones.

What’s more: I am also struck by how silence also prevails, every day heavier, on housing cooperatives, their variants and their probable possibilities of providing solutions.

Alguien podrá decirme… ¡pero, caramba, con todo lo otro tan pesado encima, de dónde se sacarán recursos humanos y económicos!

Someone can tell me… but, wow, with everything else so heavy on top of it, where will human and economic resources be found!

Los humanos, tratándose del poblado Estado uruguayo, abundan. Los recursos, cuya cantidad no recuerdo ahora, figuraron en el comienzo de la historia, cuando se hizo, con sonidos de fanfarrias, el anuncio inicial.

Humans, in the case of the populated Uruguayan State, abound. The resources, the amount of which I do not remember now, figured at the beginning of the story, when the initial announcement was made, with sounds of fanfare.

Ciertamente, es posible que lo económico, por las cambiantes peripecias de nuestra economía, hayan enflaquecido o sencillamente hayan sido aplicadas a problemas más urgentes que fueron surgiendo.

Certainly, it is possible that the economic aspects, due to the changing vicissitudes of our economy, have weakened or have simply been applied to more urgent problems that arose.

Todo puede ser, menos el silencio.

Everything can be, except silence.

Alguien tiene que decir algo sobre esto. Y le conviene ser convincente, porque de otro modo cargará sobre sus espaldas más críticas, justificadas o gratuitas, de una oposición con las garras extendidas y actitud beligerante.

Someone has to say something about this. And it is in your best interest to be convincing, because otherwise you will carry more criticism, justified or gratuitous, from an opposition with extended claws and a belligerent attitude.

No olviden, señores políticos, que ustedes están muy, pero muy apurados en encarar, amenazantes, la campaña pre electoral.

Do not forget, politicians, that you are very, very in a hurry to face, threateningly, the pre-election campaign.
