Día a día va creciendo la preocupación de los ciudadanos decentes, trabajadores responsables, frente al problema de la inseguridad.

Si bien es posible identificar las zonas más peligrosas, sobre todo en Montevideo, también se advierte si nadie se esconde en la hipocresía que no hay área de las antaño calificadas de “clase media” o “clase alta” que sus habitantes sientan la tranquilidad del resguardo. Iniciando con la explosiva expansión del narcotráfico, siguiendo por las bandas de “crimen organizado” a la criolla, que utilizan menores como “escudos” frente a eventuales fracasos, nadie está realmente seguro en ninguna parte.

La policía, que no ha escapado a denuncias de corrupción, pero mantiene un espíritu de servicio eficaz, carece de la infraestructura moderna hoy usada en muchos países de nuestras características. Por caso las flotas de motos y patrulleros esenciales para sostener la disuasión en calles y barrios, además de sistema de inteligencia diversos y coordinados para la respuesta inmediata.

La Justicia es otra cosa. Como no tiene independencia económica -lo he argumentado decenas de veces- su ritmo es el de una transpirada tortuga que trata ir a mayor velocidad pero cada día se entierra más en la arena que es su camino hasta quedar varada. No tengo a mano las cifras, pero cualquier proceso, básicamente en el área penal, es un suplicio para las víctimas y un manojo de recursos con abogados hábiles para los victimarios.

Justice is something else. Since it does not have economic independence – I have argued this dozens of times – its rhythm is that of a sweaty turtle that tries to go faster but every day it buries itself deeper into the sand that is its path until it becomes stranded. I don’t have the figures at hand, but any process, basically in the criminal area, is an ordeal for the victims and a bundle of resources with skilled lawyers for the perpetrators.

La respuesta frente a la indignación popular es siempre la misma: “No se da abasto. Falta jueces, fiscales, actuarios, funcionarios y, por supuesto, infraestructura”. El problema es ahora, igual que lo fue anteayer, cómo involucrarnos en un trabajo concentrador para deshacer esta maquinaria monstruosa que, si al menos no se la traba, no habrá futuro constructivo para esta sociedad.
