THE THINKER: Unusual Proposal

El abogado Robert Silva acaba de renunciar a la presidencia del Consejo Central de la Administración de la Educación Pública para dedicarse a la actividad política. Su confesada intención es la de ser el candidato del Partido Colorado en los comicios del año venidero.

Lawyer Robert Silva has just resigned from the presidency of the Central Council of Public Education Administration to dedicate himself to political activity. His confessed intention is to be the candidate of the Colorado Party in next year’s elections.

Hasta ahí, todo correcto: cumplió con el plazo que exige la Constitución a los funcionarios públicos de cierto nivel para cumplir ese deseo. Después, será cosa de que, entre sus pares, cuente con los votos suficientes.

Lo curioso –de algún modo conmovedor para mí, que desde esta modesta columna he escrito tanto acerca del por ahora frustrado proyecto de Reforma de la Educación- es que su primer acto ha sido desafiar públicamente al intendente de Canelones, Yamandú Orsi, de quien se sabe tiene idéntica aspiración pre electoral en el Frente Amplio, a un debate sobre lo que lo que Silva llama “proceso de transformación educativa” y que, en su opinión, ya está en marcha.

The curious thing – somewhat moving for me, since from this modest column I have written so much about the now frustrated Education Reform project – is that his first act has been to publicly challenge the mayor of Canelones, Yamandú Orsi, of whom he knows has the same pre-electoral aspiration in the Frente Amplio, to a debate on what Silva calls “educational transformation process” and which, in his opinion, is already underway.

Celebro los debates, creo que en el respetuoso intercambio de ideas, pero sobre cuestiones de las que la ciudadanía tenga suficiente información. Y quieren los “reyes de los enunciados sin desarrollo”, como parecer serlo Silva, que sea verdad que yo, como éste o aquél, estemos al tanto del contenido del ya famoso proyecto: un texto no divisible, lo necesariamente detallado y claro, que abarque el qué y el cómo: estructura general de un proceso educativo que vaya desde la pre escolaridad hasta el nivel terciario; nivel de intervención del Ministerio de Educación y Cultura; objetivos para alcanzar en cada nivel del recorrido, con detalle de los programas a aplicar y el modo de aplicarlos; y finalmente –esto es una síntesis, lector-, una imprescindible mejora en la formación docente y un sinceramiento de la relación que habrá con los sindicatos del sector.

I celebrate debates, I believe in the respectful exchange of ideas, but on issues about which citizens have sufficient information. And the “kings of statements without development”, as Silva seems to be, want it to be true that I, like this one or that one, are aware of the content of the already famous project: a non-divisible text, as necessarily detailed and clear, that covers what and how: general structure of an educational process that goes from pre-school to tertiary level; level of intervention of the Ministry of Education and Culture; objectives to achieve at each level of the journey, with details of the programs to apply and how to apply them; and finally –this is a summary, reader-, an essential improvement in teacher training and a sincerity of the relationship that will exist with the unions in the sector.

Ese todo, que el país requiere hoy tal vez como su principal tarea hacia el progreso, no existe, no está en ninguna parte. Lo que abunda, sea en las declaraciones de los Silva, de los Orsi y de tantos otros actores que, sincerémonos, nunca han dejado de ser intrínsecamente políticos, o sea en los medios de comunicación, en las redes sociales o en los comunicados sindicales, son enunciados generales de partes de tan complejo asunto. Lluvia de enunciados como para armar un rompe cabezas, casi nunca coincidentes y renovados cada vez que un periodista enfrenta con la pregunta clave al presidente de la ANEP, a dirigentes sindicales de relevancia o a cualquier legislador que se le ocurra.

That everything, which the country requires today perhaps as its main task towards progress, does not exist, it is nowhere. What abounds, be it in the statements of the Silvas, the Orsi and so many other actors who, let’s be honest, have never stopped being intrinsically political, or in the media, on social networks or in union statements, They are general statements of parts of such a complex matter. A barrage of statements that make a puzzle, almost never coincident and renewed every time a journalist confronts the president of the ANEP, relevant union leaders or any legislator who occurs to him with the key question.

Lo que existe es un texto, aún no definido y menos aprobado, en el seno parlamentario. Y muchas partes sueltas acerca de las que se parlotea sonoramente.

What exists is a text, not yet defined and even less approved, within parliament. And many loose parts that are chattered about loudly.

¿Y lo único se le ocurre a Silva, con su responsabilidad profesional a cuestas, es, al renunciar, desafiar a un debate a un intendente de la oposición porque éste se ha permitido críticas a las que tiene el derecho constitucional de expresar, aun en el error?

And the only thing that occurs to Silva, with his professional responsibility on his back, is, upon resigning, to challenge an opposition mayor to a debate because he has indulged in criticism that he has the constitutional right to express, even in the error?

Me siento confundido. Debe haber un error en alguna parte y hasta quizás yo sea el culpable de no advertir algo que con estas críticas estoy negando. Sin embargo, nadie puede impugnar algo: no hay, en ninguna parte y con acuerdo para debatir su conversión en ley, ningún texto que contenga los datos que he referido y que cualquier contribuyente debería leer, en la serena santidad de su hogar, comprender y decidir acerca de su contenido. Insisto: si estoy escribiendo alguna barbaridad que me lo prueben. Si lo hacen, acataré la adjetivación que me caiga encima.

I’m confused. There must be an error somewhere and perhaps I am even to blame for not noticing something that I am denying with these criticisms. However, no one can challenge anything: there is, nowhere and with agreement to debate its conversion into law, any text that contains the data that I have referred to and that any taxpayer should read, in the serene sanctity of their home, understand and decide about its content. I insist: if I am writing something outrageous, let them prove it to me. If they do, I will abide by whatever adjectives come my way.

¡Se trata del futuro de la niñez! ¡Se trata de intentar cambiar la educación, esfuerzo que llevará cuanto menos dos generaciones y con una marcha progresiva, como política de Estado!

It’s about the future of childhood! It is about trying to change education, an effort that will take at least two generations and with a progressive march, as a State policy!

¿O, como todos los días parece rodearnos un vientecillo incómodo que hasta produce rabietas, apareció el nunca desmentido humor grotesco de los uruguayos y algunos políticos relativamente jóvenes, como estrategia para tiempos que vienen, quieren adelantar el Carnaval?   

Or, as every day an uncomfortable wind seems to surround us that even produces tantrums, did the never-denied grotesque humor of the Uruguayans appear and some relatively young politicians, as a strategy for times to come, want to bring forward the Carnival?
