La sociedad uruguaya sigue cargándose de problemas complejos, aparentemente sin tomar conciencia de su magnitud.

Ya hemos reflexionado, lector –lo que no quiere decir que no volvamos a hacerlo- sobre los proyectos de reforma educativa y de reforma previsional, la inseguridad, las dificultades económicas del país y de cada uno de nosotros, en fin, de casi todas las cuestiones decisivas para el futuro.

Hagamos un ejercicio escolar, pasando revista a las irregularidades más notorias que impiden que ejerza su poder constitucional de equilibrio y equidad en el sistema democrático republicano de gobierno: faltan jueces y sobre todo fiscales para cumplir las tareas inherentes a ese poder; sigue la turbia discusión política acerca de si la Fiscalía General, hoy muy importante en su rol de orientación y control, debe ser ejercida por un único profesional o por un triunvirato (en este caso con un objetivo único e indesmentible de montar más política en el lomo del sistema judicial); faltan estructuras edilicias suficientes para albergar con una mínima decencia las sedes judiciales; sigue enhiestas, sólidas, las críticas que vienen lloviendo –ya que no llueve otra cosa- acerca de la insuficiente formación de los magistrados puestos en funciones; cada día adquieren más notoriedad las diferencias, por presiones políticas, entre los propios integrantes del Poder Judicial, más lo que al lío aportan los abogados, ya sea privados o del servicio público; finalmente, vamos hacia algún nuevo record de mecanismos enlentecedores de los procedimientos, lo que deriva en infinidad de problemas laterales pero importantes en la comunidad de contribuyentes, incluyendo a demandantes y demandados.

Va siendo tiempo de que las autoridades, comenzando por el Poder Ejecutivo pero centrando la responsabilidad esencial en el Legislativo, adviertan la magnitud de este asunto y sus probables implicancias de decadencia y desorden social mirando hacia el futuro.
