THE THINKER: SOMETHING IS FAILING

Si uno se guía por el discurso periodístico predominante, al que inevitablemente hay que agregar la muy fuerte corriente de politización –que, en lenguaje criollo, es decir “los de allá, la oposición, contra los de acá, el gobierno de turno”- saltan a la vista una contradicción y la sensación de que algún mecanismo del Estado está fallando en relación a un asunto relevante.

If one is guided by the predominant journalistic discourse, to which inevitably we must add the very strong trend of politicization – which, in Creole language, that is «those from there, the opposition, against those from here, the government of the day» – A contradiction and the feeling that some mechanism of the State is failing in relation to a relevant issue is obvious.

Veamos: existe un consenso sobre la extensión del narcotráfico en nuestro país. No me interesa ahora penetrar con más detalles en este problema mayor. Sí me preocupan las consecuencias que este proceso genera entre jóvenes, y hasta niños, provenientes de familias disfuncionales que están en la marginalidad o acribilladas por la pobreza o rodeadas de aquellos, que, con el poder del dinero, los inducen a un delito que hoy se denomina “el narcomenudeo”: comercializar droga en pequeñas cantidades en cuanto lugar de la ciudad puedan hallar clientes. Es que los “barones” del narcotráfico, si es que andan cerca, como creo, con poder económico considerable y ejército de sicarios baratos a disposición, dando vistazos al escenario que han creado, vigilantes, agregando un día sí y otro también soldados que emergen de la miseria, son, claro, el problema superior. Pero la estrategia contra ellos es diferente, prolongada, compleja, y será tema de otro día.

It is that the «barons» of drug trafficking, if they are close, as I believe, with considerable economic power and an army of cheap hitmen at their disposal, taking a look at the scenario they have created, vigilant, adding every other day also emerging soldiers Of misery, they are, of course, the highest problem. But the strategy against them is different, long, complex, and will be the subject of another day.

Mencioné una contradicción: si son pocos aquellos “jefecitos” de cierto encumbramiento que caen en manos de la policía y luego de la justicia, increíblemente son muchos menos, en sus correspondientes escalas –el que sólo distribuye y cobra, el que compra para su propio consumo y para vender al paso, por ejemplo-, los que sufren, igualmente insuficientes, esos reveses.

La mayoría de esos artículos les han sido regalados por nobles e ingenuos ciudadanos que habitan las inmediaciones, o provienen, lisa y llanamente, de hurtos perpetrados en otros lugares por los propios “vendedores”.

A ello añaden, de inmediato, su propio consumo o venta directa a una clientela que saben buscar.

Acá no es aceptable el pretexto de que se requiere un complicado “trabajo de inteligencia”; no ya la represión, necesaria también según las circunstancias, obvio, sino la simple prevención con vigilancia móvil sería suficiente para mitigar la situación. Es terrible que los ciudadanos honestos estén, por el peso de la realidad, naturalizando todo esto. Cada vez hay menos llamadas al 911, cada vez hay más “narcomenudeo” y violencia callejera en toda la ciudad a la vista general. Y va creciendo el sentimiento ése que puede resumirse en frases populares: “que se arreglen ellos”, “yo me cuido, no me meto” o “¿para qué carajo voy a denunciar nada si después el que queda ‘pegado’ soy yo”?

The pretext that a complicated «intelligence work» is required is not acceptable here; not just repression, which is also necessary according to the circumstances, of course, but simple prevention with mobile surveillance would be enough to mitigate the situation. It is terrible that honest citizens are, by the weight of reality, naturalizing all this. There are fewer and fewer calls to 911, more and more “drug dealing” and street violence across the city in plain view. And the feeling that can be summed up in popular phrases is growing: «let them fix themselves», «I take care of myself, I don’t get involved» or «why the hell am I going to report anything if later the one who is ‘stuck’ is me» ?

Que nadie diga que lo narrado no pasa hoy en Montevideo y hunde a la ciudad, TODA la ciudad, en una inmunda impunidad. Sólo pretendo que aquellos que sientan que no pierden el tiempo leyendo esto, hagan su propia reflexión y la extiendan todo lo posible.

Let no one say that the narrative does not happen today in Montevideo and plunges the city, the WHOLE city, into filthy impunity. I only intend that those who feel that they are not wasting time reading this, make their own reflection and extend it as much as possible.

El silencio, el mirar hacia otro lado, el esconderse como el avestruz no lleva a ningún buen puerto.

La respuesta está en el Estado, eso es transparente. Sí, esa entelequia representada por el gobierno de turno y su Ministerio del Interior, y, en casos como éstos, por un Poder Judicial cargando el mamarracho ineficiente del Nuevo Código del Proceso Penal.
