The EU’s path towards a price cap for Russian hydrocarbons seems difficult. A unified reading for 27 countries, with 27 different energy realities, solely on the basis of a political motion, seems hardly credible. The Italian proposal to extend the price cap to all suppliers, regardless of their nationality, is followed by four other countries, while three believe that it should only apply to Russian gas (but this would be a new sanction on Russia, not a political energy saving). As the necessary unanimity did not exist, it was postponed to the mid-October meeting. If it was supposed to be a show of determination and unity, for now it is a sign of weakness and fragmentation.
