Hoy cabe plantearse otra pregunta: ¿qué está ocurriendo para que París y otras ciudades francesas afronten episodios de violencia e inestabilidad? ¿Hasta qué punto las decisiones políticas pueden contribuir a agravar estos problemas?

Today, a different question arises: what is happening that has led Paris and other French cities to face episodes of violence and instability? To what extent might political decisions be contributing to the exacerbation of these issues?

No sería riguroso atribuir toda la responsabilidad al presidente Emmanuel Macron. Sin embargo, cabe cuestionar sus políticas migratorias y preguntarse si los mecanismos de control, integración y seguridad han sido suficientes para afrontar los desafíos existentes.

Todo comienza, en ocasiones, con una protesta que se presenta como pacífica, como sucede también en Colombia. A las movilizaciones de estudiantes, agricultores y los llamados chalecos amarillos pueden sumarse grupos violentos que desvirtúan las reivindicaciones iniciales y convierten la protesta en un escenario de enfrentamiento.

Sometimes, it all begins with a protest that presents itself as peaceful—as has also been the case in Colombia. Mobilizations by students, farmers, or groups like the «Yellow Vests» can be joined by violent elements that distort the original demands and transform the protest into a scene of confrontation.

Desde esta perspectiva, resulta necesario examinar la participación de distintos sectores en las movilizaciones, sin confundir a quienes ejercen legítimamente su derecho a protestar con quienes recurren a la violencia. Vale la pena hacer un pequeño paréntesis en torno a este tema. Colombia, dada su posición geográfica y estratégica, así como su condición de destino y punto de tránsito para ciudadanos extranjeros, debe aplicar rigurosamente los requisitos legales de ingreso y los controles de seguridad correspondientes, tanto a quienes llegan por turismo como a quienes lo hacen por otros motivos.

National security, responsible border management, and peaceful coexistence within society are not incompatible with international cooperation. The true challenge lies in reconciling them through firm, proportionate, and effective policies.
