THE THINKER: THE ABORETABLE OMISSION

Uruguay parece andar en zancos, tambaleante, justo al aproximarse a nuevas instancias electorales.

Uruguay seems to be walking on stilts, staggering, just as it approaches new electoral stages.

Hay una característica poco estimulante que se ha ido convirtiendo en una patología común a los gobiernos de los últimos treinta años, más allá de obvias diferencias ideológicas y políticas, y de la influencia de hechos negativos generados en el resto del mundo. Me refiero al desarrollado, el  más poderoso, cuyas acciones afectan sobre todo a las naciones dependientes.

There is an uninspiring characteristic that has become a common pathology of the governments of the last thirty years, beyond obvious ideological and political differences, and the influence of negative events generated in the rest of the world. I am referring to the developed one, the most powerful, whose actions mainly affect dependent nations.

La característica aludida estalla cuando el parecido de ideas sobre problemas trascendentes, con promesas de solución, publicitadas durante las campañas previas a los comicios, y su parcial -a distintos niveles- concluye en su incumplimiento posterior, sin pudor alguno.

The aforementioned characteristic explodes when the similarity of ideas about transcendent problems, with promises of solutions, publicized during the campaigns prior to the elections, and their partial – at different levels – concludes in their subsequent non-compliance, without any shame.

Hoy insistiré en una cuestión acerca de la que he reflexionado varias veces, sin otro objetivo que impulsar a los ciudadanos responsables a la reflexión. Se trata dos problemas ya endémicos, como el crecimiento del desempleo y la pobreza y la impericia -siempre espero, ingenuo, que no sea falta de voluntad- frente a una dicotomía: carencia de viviendas dignas para las familias más necesitadas y aumento de los asentamientos miserables que enferman sobre todo a la niñez en crecimiento.

Today I will insist on an issue that I have reflected on several times, with no other objective than to encourage responsible citizens to reflect. It deals with two already endemic problems, such as the growth of unemployment and poverty and incompetence – I always hope, naively, that it is not a lack of will – in the face of a dichotomy: lack of decent housing for the most needy families and increase in settlements miserable things that make growing children sick, especially.

Se ha hablado hasta la inundación verbal de la economía, del equilibrio fiscal, de los recursos disponibles y siempre con la idea de un Estado que decida todo.

There has been talk to the point of verbal flooding about the economy, fiscal balance, available resources and always with the idea of ​​a State that decides everything.

Y digo, sólo como ejemplo entre otras opciones, ¿qué prueba que el cooperativismo, respetado en su esencia, y sólo ayudado a soltarse con los controles legales que ya existen, no sea capaz de transformarse en una herramienta indispensable?

And I say, just as an example among other options, what proves that cooperativism, respected in its essence, and only helped to loosen itself with the legal controls that already exist, is not capable of becoming an indispensable tool?

En su época de esplendor, lamentablemente corta y algo lejana, dio una mano espléndida en la agricultura, la producción industrial menor, el ahorro y el crédito, la artesanía y -¡oh, recuerdo¡- la vivienda.

In its time of splendor, unfortunately short and somewhat distant, it gave a splendid hand in agriculture, minor industrial production, savings and credit, crafts and – oh, I remember – housing.

Posterior a la dictadura -ante la que el cooperativismo supo pararse con dignidad y sacrificio- el movimiento entró en una suerte de deterioro que no se ha detenido. Mucho ha tenido que ver en esta retracción, de la que a duras penas se han salvado las cooperativas de vivienda, las de consumo y las de ahorro y crédito, la inacción, el desinterés de los gobiernos que actuaron desde 1985 hasta hoy.

After the dictatorship – against which the cooperativism knew how to stand with dignity and sacrifice – the movement entered a kind of deterioration that has not stopped. A lot has had to do with this retraction, from which housing, consumer and savings and credit cooperatives have barely been saved, the inaction, the disinterest of the governments that acted from 1985 to today.

Cabría preguntarse por qué.

One might wonder why.

Frente a ese mínimo desafío quizás el temor de muchos sea descubrir intereses aborrecibles, sin que esta hipótesis borre también destartaladas sospechas de culpas internas de las propias cooperativas.

Faced with this minimal challenge, perhaps the fear of many is to discover abhorrent interests, without this hypothesis also erasing dilapidated suspicions of internal faults of the cooperatives themselves.

Pero entre un extremo y otro -el desinterés por un actor social y económico sustantivo y probar que en su interior ha anidado algún mínimo signo de corrupción- media un abismo.

But between one extreme and the other – the lack of interest in a substantive social and economic actor and proving that some minimal sign of corruption has nested within it – there is an abyss.
