THE THINKER: THE ROTTEN POT

Hay una comida, originada en la campaña y cuya popularidad se ha extendido con los años, a la que se bautizó, con cierta ironía, “la olla podrida”.

There is a food, originating in the campaign and whose popularity has spread over the years, which was baptized, with some irony, “the rotten pot.”

Se trata, precisamente, de cocer en una gran olla, cuyo tamaño va en relación con la cantidad de comensales, alimentos de todo tipo: trozos de carnes variadas –vacas, corderos, lechones, pollos y demás- junto a verduras como choclos, zanahorias, lechugas, remolachas, perejil, brócoli, ajo, remolacha y lo que venga a la imaginación del cocinero a cargo. Obviamente, todo esto va, mientras hierve, en un caldo al que se añaden saborizantes a gusto.

Esta comida se ha convertido, con el paso del tiempo, en una metáfora de origen gastronómico para aplicar a toda acción política que carezca de claridad y que se vaya anunciando de a pedazos –los para mí ya famosos enunciados en estado de divorcio- dejando fuera de la comprensión del ciudadano común la globalidad y objetivo central del supuesto proyecto sometido a responsabilidad legislativa como un todo inteligible.

This food has become, with the passage of time, a metaphor of gastronomic origin to be applied to any political action that lacks clarity and that is announced piecemeal – the already famous statements in a state of divorce for me – leaving out of the common citizen’s understanding of the global nature and central objective of the supposed project subject to legislative responsibility as an intelligible whole.

Hoy ya no tengo dudas. El tristemente baqueteado proyecto de la Reforma Educativa –que insumió extensas y numerosas reuniones entre especialistas en un intento de consenso llamado Eduy 21- se convirtió en una olla podrida.

Today I no longer have doubts. The sadly battered Educational Reform project – which required extensive and numerous meetings between specialists in an attempt at consensus called Eduy 21 – became a rotten pot.

Hasta ahora, la preocupación era conocer en detalle y completo el proyecto: nunca se consiguió. Preocupaba la insistencia en enunciar partes del mismo, suponiendo uno que, de todos modos, al menos al Parlamento, con aspiración de acuerdo para convertirlo en ley, habría ingresado un texto central, con los matices que se quiera imaginar.

Until now, the concern was to know the project in detail and completeness: this was never achieved. The insistence on stating parts of it was worrying, assuming that, in any case, at least Parliament, with the aspiration of agreement to turn it into law, would have entered a central text, with the nuances that one wants to imagine.

Sin embargo, los hechos tiran por la borda esa convicción que duró poco. Los especialistas del Eduy 21 siguieron hablando a diestra y siniestra tanto de la necesidad de esa ley como de aspectos considerados centrales de ella –nunca circuló entre los contribuyentes un texto completo-, más allá de los debates que hubiera imaginado. Pero, qué curioso, tanto la Anep, como los concejos desconcentrados, en especial Secundaria, ya han comenzado a incorporar en diferentes áreas de la actividad pedagógica modificaciones cuyo resultado inmediato ha sido que los sindicatos de docentes montaran en cólera e iniciaran la previsible campaña de paros, sintiéndose afectados tanto económica como profesionalmente. Al pensar en este punto, no hay que olvidar que esos sindicatos tuvieron participación, con sus aportes, en la gran olla podrida. Parece advertirse que no se les prestó la atención esperada, o que no estaba coordinada ninguna acción previa a la aprobación del proyecto de Reforma Educativa en ley.

However, the facts throw that short-lived conviction overboard. The Eduy 21 specialists continued speaking left and right both about the need for this law and about aspects considered central to it – a complete text was never circulated among contributors – beyond the debates that I had imagined. But, how curious, both the Anep and the deconcentrated councils, especially Secondary, have already begun to incorporate modifications in different areas of pedagogical activity, the immediate result of which has been that the teachers’ unions became angry and began the foreseeable campaign of strikes, feeling affected both economically and professionally. When thinking about this point, we must not forget that these unions had a participation, with their contributions, in the big rotten pot. It seems to be noted that the expected attention was not paid to them, or that no action was coordinated prior to the approval of the Educational Reform project into law.

O sea que –en criollo básico- estamos como antes: políticos en desacuerdo, especialistas con visiones diferentes, declaraciones rimbombantes de quienes están a favor (¿de qué?) o en contra (¿de qué?), con detención de las clases, amenazas de las autoridades y un Poder Legislativo que, a esta altura no se sabe bien, más allá de la inevitable confrontación gobierno-oposición, qué papel está jugando.

In other words, – in basic Creole – we are as before: politicians in disagreement, specialists with different visions, bombastic statements from those who are for (of what?) or against (of what?), with class arrest, threats from the authorities and a Legislative Branch that, at this point, does not know well, beyond the inevitable government-opposition confrontation, what role it is playing.

Todo lo que he escrito más arriba –que sobre abunda lo ya escrito antes- lo siento más peligroso para el futuro de la sociedad nacional, porque, como también ya he dicho, ahora me he dedicado a conversar con maestros, profesores, legisladores y padres responsables, con la esperanza, frustrada a los golpazos cotidianos, de estar equivocado.

Everything I have written above – which is much more than what I have already written before – I feel is more dangerous for the future of national society, because, as I have also already said, now I have dedicated myself to talking with teachers, professors, legislators and parents. responsible, with the hope, frustrated by daily beatings, of being wrong.

Uruguay enfrenta, como todo país pequeño y dependiente, más allá de su prolijidad o no para mantenerse sin un déficit fiscal abrumador, ni una deuda externa impagable, una cuestión central a largo plazo pero urgente de enfrentar: la educación. La que tenemos hasta hoy no funciona, no alcanza los objetivos que las nuevas generaciones exigen y es aterrador ver cómo discurre el tiempo y una cantidad de ilustrados señores (gobernantes, políticos, sindicalistas, etcétera) prometen soluciones, se ponen a trabajar, generan expectativas entre la población y terminan su labor siendo trozos aislados, aparentemente unidos por un caldo espeso, de una gran olla podrida.

Uruguay faces, like any small and dependent country, regardless of whether it is prolix or not to maintain itself without an overwhelming fiscal deficit, nor an unpayable external debt, a central long-term but urgent issue to face: education. The one we have until today does not work, it does not achieve the objectives that the new generations demand and it is terrifying to see how time passes and a number of enlightened gentlemen (governors, politicians, union members, etc.) promise solutions, get to work, generate expectations among the population and end their work as isolated pieces, apparently united by a thick broth, of a large rotten pot.

Y la contradicción final: esta comida de campaña, bien hecha, es realmente deliciosa. Transformada, como he dicho, en una simple metáfora de esencia gastronómica para calificar un gran problema social, se convierte en un asco.

And the final contradiction: this field food, done right, is really delicious. Transformed, as I have said, into a simple metaphor of gastronomic essence to describe a great social problem, it becomes disgusting.
