THE THINKER: THE OPPORTUNITY IS THERE

La Cámara Nacional de la Construcción ha celebrado, sin demasiada euforia, el impulso que en su ámbito ha logrado para contribuir tanto al beneficio del Estado como a sus propias empresas, la dinamización de ciertas obras públicas: en general, la mayor actividad y extensión en el tiempo se vinculan a nuevas carreteras y caminos, rotondas de circulación, puentes, etcétera, que, sólo en algunos casos implican el aporte de capitales privados.

Los trabajadores del sector, por su parte, han coincidido en que estas obras ayudan al mantenimiento del trabajo e, incluso, mejoran sus perspectivas de acuerdos salariales futuros, pero también han puesto el dedo en la llaga con una advertencia compartible: siguen sin advertirse señales de que el Estado ponga el foco en obras para la construcción de viviendas sociales; no me refiero, obviamente, a esas torres de apartamentos destinadas a clases sociales altas, que, con el empuje de la economía en escombros de nuestro más cercano vecino, ha hecho que muchos dólares argentinos caigan aquí para inversiones diversas -especulativas, incluso sospechosas de ser simple lavado de dinero- sino a las acciones para hacer verdad aquella promesa pre electoral de eliminación progresiva de cientos de asentamientos y casas sencillas pero dignas para cantidad de familias en la pobreza, a lo largo y ancho del país.

Workers in the sector, for their part, have agreed that these works help maintain work and even improve their prospects for future salary agreements, but they have also put their finger on the sore spot with a shareable warning: there are still no signs that the State focuses on works for the construction of social housing; I am not referring, obviously, to those apartment towers intended for the upper social classes, which, with the push of the economy in rubble of our closest neighbor, has caused many Argentine dollars to fall here for various investments – speculative, even suspicious of be simple money laundering – but to the actions to make true that pre-election promise of progressive elimination of hundreds of settlements and simple but decent houses for many families in poverty, throughout the country.

Sobre esta cuestión, no hay dudas en que el Estado –mejor digámoslo con realismo: el Poder Ejecutivo- tiene una deuda considerable con la sociedad y va terminando un nuevo período de gobierno sin que se pague.

Me voy a permitir una redundancia porque sigo sin entender qué pasa con una herramienta vital para semejante responsabilidad: el cooperativismo y, en particular, dado el sector social más necesitado y al que me estoy refiriendo, el cooperativismo de ayuda mutua.

Queda la impresión de que, por razones que ignoro, este gobierno no ha tenido un interés claro en apoyarse en ese sector, el más apropiado para contribuir a la disminución de costos de edificación, porque el aporte de los eventuales beneficiarios será el trabajo y no el dinero, y porque el dinero que sí necesitará el Estado para el arranque de la construcción de cualquier complejo habitacional, podrá correr en parte por su inversión con el añadido de cuotas mensuales razonables en valor e intereses para los cooperativistas, una vez habilitada la obra planeada.

The impression remains that, for reasons unknown to me, this government has not had a clear interest in relying on that sector, the most appropriate to contribute to the reduction of building costs, because the contribution of the eventual beneficiaries will be work and not the money, and because the money that the State will need to start the construction of any housing complex, may be partly covered by its investment with the addition of monthly installments that are reasonable in value and interest for the cooperative members, once the work is enabled. planned.

Pero, vaya curiosidad, no es el único elemento perturbador. La mismísima Federación de Cooperativas por Ayuda Mutua (FUCVAM) hace tiempo que guarda silencio, no golpea la puerta del gobierno con iniciativas plausibles y parece estar descansando, agobiado, luego de años de disputas con el Banco Hipotecario –organización estatal que debería estar destinada a desaparecer- por el cobro de intereses de préstamos que han adquirido una estatura que los ubica a centímetros del adjetivo de impagables.

But, curious, it is not the only disturbing element. The Federation of Cooperatives for Mutual Aid (FUCVAM) itself has been silent for a long time, has not knocked on the government’s door with plausible initiatives and seems to be resting, overwhelmed, after years of disputes with the Banco Hipotecario – a state organization that should be destined to disappear – due to the collection of interest on loans that have acquired a stature that places them centimeters away from the adjective of unpayable.

Me parece –sólo eso, me parece- que si al Poder Ejecutivo lo animara una iniciativa de enfrentar este asunto antes de hacer mutis por el foro, y a los dirigentes de FUCVAM los inspirara un anhelo superior de pensar en los marginados y no encerrarse en fanatismos políticos, las posiciones se acercarían y, en un par de años tendríamos decenas, quizás cientos de esas viviendas sencillas pero dignificantes que hoy hacen falta en casi todo el territorio nacional.

It seems to me – only that, it seems to me – that if the Executive Branch were encouraged by an initiative to confront this issue before leaving the forum, and the leaders of FUCVAM were inspired by a higher desire to think about the marginalized and not to enclose themselves in fanaticism politicians, the positions would become closer and, in a couple of years we would have dozens, perhaps hundreds of those simple but dignified homes that are needed today in almost the entire national territory.

Yo tengo suficientes años encima, tuve relación laboral con el instituto que ayudó a desarrollar el cooperativismo en Uruguay, antes, claro, de que nos cayera encima la dictadura militar, y no hallo argumentos contundentes, que me hagan desistir de las ideas que acabo de desarrollar.

Lo peligroso para mi propuesta es el correr del tiempo y que quienes tienen responsabilidad en el tema, fijen su mirada donde, al menos para hacer cálculos y algún plan piloto para este problemita, no es necesario posarla.
