THE THINKER: THE MORE TRANSPARENCY, THE BETTER

Días pasados, durante un programa de debates de una televisora uruguaya, se discutió acerca del proyecto de ley de dar libre acceso a información hasta ahora reservada o confidencial, en poder del Estado, particularmente del Ministerio de Defensa. Está claro que ese acceso a la ciudadanía tendrá una adecuada organización: sitio donde estará disponible el material, exigencias básicas para la autorización de los interesados y una responsabilidad de toda la operación que estará en manos de los ministerios de Cultura e Interior y la Comisión Nacional por los Derechos Humanos.

Last few days, during a debate program on a Uruguayan television station, there was discussion about the bill to give free access to information that until now was reserved or confidential, held by the State, particularly the Ministry of Defense. It is clear that this access to citizens will have an adequate organization: a place where the material will be available, basic requirements for the authorization of interested parties and responsibility for the entire operation that will be in the hands of the Ministries of Culture and the Interior and the National Commission. for Human Rights.

A nadie escapa que el tema del llamado “pasado reciente” ha sido, desde la restauración de la democracia en 1985, una suerte de bacteria que agita e inflama los ánimos de la política vernácula y separa todavía, con matices de un lado y otro, a los dos grandes conglomerados ideológicos que la integran: a la izquierda la coalición del Frente Amplio, al centro otra coalición que hoy sostiene al gobierno y a la derecha, grupos minoritarios cuya identificación en ocasiones cambia, supongo que por razones estratégicas.

No one escapes the fact that the issue of the so-called “recent past” has been, since the restoration of democracy in 1985, a kind of bacteria that agitates and inflames the spirits of vernacular politics and still separates, with nuances on one side and the other, to the two large ideological conglomerates that make it up: on the left the Frente Amplio coalition, in the center another coalition that today supports the government and on the right, minority groups whose identification sometimes changes, I suppose for strategic reasons.

No voy a pasar revista a todas las idas y vueltas que esto ha tenido a través de cuarenta años y con diferentes ocupantes del sillón presidencial. Sería agotador y no conduciría a entender lo que está ocurriendo ahora. Sólo hay un detalle que, a mi juicio al interpretar los hechos, es imperioso destacar: si ha habido dos puntos por los cuales la grieta política –perdón, pero está de moda el término- ha estado hasta hoy permanentemente abierta, son, uno, el reproche airado del Frente Amplio a los gobiernos de los Partidos Nacional y Colorado de retener información vital para descubrir todo lo ocurrido durante la dictadura y años previos y, en especial, hallar los cuerpos de las personas que durante esos oscuros tiempos desaparecieron, incluyendo niños recién nacidos; y dos, la acusación de la izquierda al resto de pactos secretos con los militares para obstaculizar la obtención de información vital en torno a tales acusaciones.

I am not going to review all the twists and turns that this has had over forty years and with different occupants of the presidential chair. It would be exhausting and would not lead to understanding what is happening now. There is only one detail that, in my opinion when interpreting the facts, is imperative to highlight: if there have been two points for which the political rift – sorry, but the term is fashionable – has been permanently open until today, they are, one, the angry reproach of the Frente Amplio to the governments of the National and Colorado Parties for withholding vital information to discover everything that happened during the dictatorship and previous years and, especially, finding the bodies of the people who disappeared during those dark times, including children newly born; and two, the left’s accusation of the rest of secret pacts with the military to hinder the obtaining of vital information regarding such accusations.

De pronto, en estos meses recientes, el Poder Ejecutivo dio a conocer al Parlamento un proyecto de ley para, precisamente, dar ese libre acceso a documentos de la época oscura al que me referí antes. Supuse, y me atraganté con la realidad, lamento decirlo, que se estaría muy cerca de la unanimidad tanto en Diputados como en Senadores. Desde mi modesto punto de vista, tal vez ingenuo, tal vez mal informado, imaginé una rápida resolución favorable.

Suddenly, in recent months, the Executive Branch presented to Parliament a bill to, precisely, give that free access to documents from the dark ages to which I referred before. I assumed, and I choked on reality, I am sorry to say, that it would be very close to unanimity in both Deputies and Senators. From my modest point of view, perhaps naive, perhaps misinformed, I imagined a quick favorable resolution.

El proyecto será aprobado, sí. Ya pasó la etapa de la Cámara Baja y está a punto de alcanzar el objetivo en la Cámara Alta.

Pero, !vaya sorpresa!, con la concentrada y consistente oposición de los legisladores del Frente Amplio. Al pedido de respuesta de los periodistas a esta actitud, sólo se han obtenido frases repetidas del viejo combate de ideas, acusaciones de maniobras improbables pero presentadas como peligrosas sin demasiadas explicaciones y, como argumento central, su oposición a lo que definen “una re victimización de las familias que todavía luchan por hallar a sus seres queridos desaparecidos y castigar a responsables que han quedado liberados pese a las pruebas acumuladas en su contra.

But, what a surprise!, with the concentrated and consistent opposition of the legislators of the Frente Amplio. When journalists asked for a response to this attitude, they have only obtained repeated phrases from the old combat of ideas, accusations of improbable maneuvers but presented as dangerous without too many explanations and, as a central argument, their opposition to what they define «a re-victimization.» of the families who still fight to find their missing loved ones and punish those responsible who have been released despite the evidence accumulated against them.

Sinceramente, nadie quiere poner a personas que han sufrido tanto en semejante situación; y, además, suena absurdo sólo pensar que acercarse más a la verdad, a través del acceso de documentos hasta ahora jamás sometidos a la población, concluiría siendo algo negativo, cual renovado dolor emocional para ellas.

Honestly, no one wants to put people who have suffered so much in such a situation; And, furthermore, it sounds absurd to just think that getting closer to the truth, through access to documents never previously submitted to the population, would end up being something negative, like renewed emotional pain for them.

Menos mal que entre el periodismo nacional vive todavía la cordura.

Thank goodness that sanity still lives among national journalism.

En ese programa televisivo que aludí al inicio, un periodista conocido, de limpia trayectoria y equilibrio profesional, sintetizó en una frase, luego de participar poco y escuchar mucho de tantísimos disparates que se dijeron entonces, su postura ética y profesional, alejándose de la riña politiquera: “Siempre defenderé la transparencia. Aun reconociendo ciertos argumentos de los que se oponen a la ley, volveré a decir ‘cuanta más transparencia, mejor’. Es un imperativo de mi profesión y un camino hacia el deber de informar todo lo que pueda acerca de lo que sea, porque es mi obligación frente a la ciudadanía”.

In that television program that I alluded to at the beginning, a well-known journalist, with a clean career and professional balance, summarized in one sentence, after participating little and listening to a lot of the many nonsense that was said then, his ethical and professional position, distancing himself from the fight. politician: “I will always defend transparency. Even recognizing certain arguments of those who oppose the law, I will say again ‘the more transparency, the better’. It is an imperative of my profession and a path towards the duty to report everything I can about anything, because it is my obligation to the citizens.”
