THE THINKER: FORESIGHT, FORGOTTEN WORD

Hay problemas que aparecen inesperadamente, causando graves problemas a la economía del país, los que podrían llamarse accidentales. Al menos aquí son imprevisibles, como la devastadora sequía que tanto daño sigue causando, ya que, entre otras cosas, carecemos de la moderna tecnología de pronóstico sobre el clima del que otras naciones gozan.

There are problems that appear unexpectedly, causing serious problems for the country’s economy, which could be called accidental. At least here they are unpredictable, like the devastating drought that continues to cause so much damage, since, among other things, we lack the modern weather forecasting technology that other nations enjoy.

Pero hay otros problemas que, después de dar múltiples señales de preocupación antes de explotar, nos ponen entre la espada y la pared por la única y estúpida razón de no recodar los beneficios de la previsión. Es el caso que aún sufrimos con la potabilidad en riesgo sostenido del agua distribuida por OSE.

But there are other problems that, after giving multiple signs of concern before exploding, put us between a rock and a hard place for the sole and stupid reason of not remembering the benefits of foresight. It is the case that we still suffer with the potability at sustained risk of the water distributed by OSE.

Mis muchos años y la inesperada frescura de mi memoria me permiten afirmar que este servicio esencial, centrado en las instalaciones de un organismo público que hace décadas viene corriendo de atrás a problemas a los que apenas –y después oramos al Señor para que la naturaleza nos bendiga- logra zurcir con desprolijidad, tirando para adelante las inversiones y obras consiguientes que cualquier advertido nota y denuncia sin lograr la atención requerida.

My many years and the unexpected freshness of my memory allow me to affirm that this essential service, centered on the facilities of a public body that for decades has been running from behind problems that it barely -and then we pray to the Lord so that nature will help us bless- manages to mend untidily, pulling forward the investments and consequent works that any warned note and denounce without achieving the required attention.

Todo el sistema de OSE es de una vejez apabullante y su inestabilidad es cosa vieja a la que la burocracia olvida con frecuencia. Es curioso ver ahora cómo corren técnicos y obreros como loquitos sueltos, saltando por aquí y por allá, moviendo maquinaria pesada, agujereando calles y veredas y empujando a la lucha a viejos camiones cisterna, imaginando soluciones rápidas que siempre demorarán más de lo necesario para la población. Obvio, también aumentarán los costos: será más imperativo contar con inversiones considerables y habrá que lograr, si se consiguen, serenar los ánimos de los responsables directos para optimizar un plan general e inmediato que pague el sacrificio de la gente con una estructura futura que aleje –¡siempre recordando la previsión, por favor!- definitivamente riesgos que, sin llegar al extremo de hoy, han asomado su careta durante años y años sin que directorios que pasaron al cabo de elecciones y elecciones, despertasen de su acogedora siesta y lo advirtieran.

It is curious now to see how technicians and workers run around like crazy people on the loose, jumping here and there, moving heavy machinery, drilling holes in streets and sidewalks and pushing old tanker trucks into the fight, imagining quick solutions that will always take longer than necessary for the population. Obviously, costs will also increase: it will be more imperative to have considerable investments and, if they are achieved, it will be necessary to calm the spirits of those directly responsible to optimize a general and immediate plan that pays for the sacrifice of people with a future structure that distances –Always remembering the foresight, please!- Definitely risks that, without reaching the extreme of today, have shown their mask for years and years without boards that passed after elections and elections, waking up from their cozy nap and noticing it .

Hay que multiplicar los pozos de extracción, claro – sin convertir el territorio nacional en una suerte de saco atacado por hambrientas polilla-. Por supuesto, hay que diseñar nuevas obras, requeridas desde hace años, que solucionen los problemas de contaminación y desviaciones en arroyos y pequeños ríos menores de la corriente de agua principal –el Santa Lucía. Y también hay que diseñar una obra definitiva del sistema de cañerías de Montevideo y las capitales principales del interior, sin olvidar, claro, las precarias conexiones que derivan hasta los más lejanos puntos del Uruguay profundo. Y todo esto sin olvidar, ¡por las barbas del profeta!, recursos de emergencias a los que apelar cuando, para ponernos a prueba, aparece una prolongada sequía que saludó a la metereología nacional y siguió como si tal cosa.

Of course, it is necessary to design new works, required for years, that solve the problems of contamination and diversions in streams and small rivers smaller than the main water current – ​​the Santa Lucía. And it is also necessary to design a definitive work of the pipeline system of Montevideo and the main capitals of the interior, without forgetting, of course, the precarious connections that derive to the most distant points of deep Uruguay. And all this without forgetting, by the beard of the prophet!, emergency resources to appeal to when, to test us, a prolonged drought appears that greeted the national meteorology and continued as if nothing had happened.

Sólo espero, a esta altura de las circunstancias en que se trabaja a destajo ante la crisis, no haya centros de salud, policlínicas, escuelas ni asentamientos que carezcan de una protección de emergencia si las circunstancias lo exigen, porque todavía beber el agua que sale de las canillas y proviene de la distribución de OSE es similar a dar un paso hacia la oscuridad, hacia la ignorancia de qué puede ocurrir.

I just hope, at this point in the circumstances in which we are working piecemeal in the face of the crisis, there are no health centers, polyclinics, schools or settlements that lack emergency protection if circumstances require it, because we still drink the water that comes out from the taps and comes from the distribution of OSE is similar to taking a step into the dark, into the ignorance of what can happen.

Un último detalle: no es demasiado clara ni ordenada la información oficial que se brinda a través de los medios, situación agravada por la cantidad de inventos y barbaridades que se hacen circular por las redes sociales.
