THE THINKER: CITIZEN IGNORANCE

Hace alrededor de una semana se supo, a través de una encuesta, que el cincuenta por ciento de los ciudadanos uruguayos “no oyó ni sabe nada sobre el proyecto de reforma previsional” presentado por el Poder Ejecutivo al Parlamento.

About a week ago it became known, through a survey, that fifty percent of Uruguayan citizens «did not hear or know anything about the pension reform project» presented by the Executive Branch to Parliament.

Si esta ignorancia de la mitad de los adultos del país es de por sí inquietante, lector, dibuje usted un panorama aunque sea aproximado de la realidad incorporando a los que están en contra y no saben bien por qué –quizás arcaicos dogmatismos ideológicos, por ejemplo-, más aquellos que, sea cual fuere su situación social y económica, prefieren que todo siga como está.

If this ignorance of half of the adults in the country is disturbing in itself, reader, draw a picture, even if it is approximate, of reality incorporating those who are against it and do not know why –perhaps archaic ideological dogmatisms, for example -, plus those who, whatever their social and economic situation, prefer that everything remains as it is.

Quedará impresionado, como me ha pasado a mí.

Por supuesto, habrá quien diga que el significativo proyecto será finalmente dirimido a nivel legislativo por los representantes que los ciudadanos hemos elegido. ¿Ah, sí? Pues viendo cómo circulan los vientos de opinión en ese ámbito nadie, con un par de dedos de frente, descartaría una traba difícil de quitar que envejezca el proyecto o la necesidad de recurrir a un plebiscito o referéndum.

Of course, there will be those who say that the significant project will finally be resolved at the legislative level by the representatives that we citizens have elected. Oh yeah? Well, seeing how the winds of opinion circulate in this area, no one, with a couple of fingers in front, would rule out a difficult obstacle to remove that ages the project or the need to resort to a plebiscite or referendum.

Si las circunstancias así lo impusieran, aparece frente a nosotros, en toda su amenazadora dimensión, el problema de la información correcta a los contribuyentes que tomarán la decisión. O, si prefiere, aparecerán ciertos aspectos de la desinformación reinante.

If circumstances so dictate, the problem of correct information for the taxpayers who will make the decision appears before us, in all its threatening dimension. Or, if you prefer, certain aspects of the prevailing disinformation will appear.

Desde hace décadas, hay una presunción generalizada y errónea.

For decades, there has been a widespread and erroneous assumption.

El Poder Ejecutivo cree que con las escuetas y muchas veces inextricables explicaciones de algunos de sus representantes basta para el conocimiento popular.

The Executive Power believes that the brief and often inextricable explanations of some of its representatives is enough for popular knowledge.

Los legisladores, desde sus cómodos asientos y siempre anteponiendo prejuicios políticos, consideran lo mismo.

The legislators, from their comfortable seats and always putting political prejudices first, consider the same thing.

Y los medios tradicionales de comunicación –y no uso la palabra profesionales porque creo que sería un excesivo y mentiroso elogio-, entre los que incluyo, claro está, a la prensa escrita, a la radio y a la televisión, confunden más que orientan a quienes suponen está en ellos la mejor manera de acceder a la información que sustente una actitud racional, intelectualmente honesta.

And the traditional means of communication -and I don’t use the word professional because I think it would be an excessive and deceitful compliment-, among which I include, of course, the written press, radio and television, confuse rather than guide those who They assume that they are the best way to access information that supports a rational, intellectually honest attitude.

Pero, ¡cuidado, lector!, como ciudadanos metidos en este entuerto debemos ser francos y admitir que hoy, la mayoría de la sociedad, lee menos prensa escrita de información y análisis y escucha menos informativos y programas periodísticos de radio y televisión. ¿Da mucho trabajo? ¿No son claros los mensajes? ¿Hay una falta de credibilidad latente que viene de antes, con fuerte viento a favor? ¿O son tan adictivas las redes sociales asociadas a las múltiples formas informáticas que renueva a gran velocidad hoy la tecnología moderna?

But, be careful, reader! As citizens involved in this mess, we must be frank and admit that today, the majority of society reads less information and analysis written press and listens to less news and journalistic programs on radio and television. Does it give a lot of work? Are the messages not clear? Is there a latent lack of credibility that comes from before, with a strong tailwind? Or are the social networks associated with the multiple forms of computing that modern technology is renewing at great speed today so addictive?

Me siento tentado, aun admitiendo que hay varias causas cruzadas, que el daño mayor lo está haciendo este hábito creciente de buscar en un celular o en una computadora las verdades reveladas.

I am tempted, even admitting that there are several interrelated causes, that the greatest damage is being done by this growing habit of searching a cell phone or a computer for revealed truths.

Y me adelanto a decir que no quiero generalizar: en esas redes también se incluyen textos e información decentes que buscan orientar al resto de ciudadanos. Pero son esfuerzos escasos y hay otro hábito social que estremece: la preferencia por lo breve y picante. Así es que abundan los disparates, los insultos, las afirmaciones sin cimiento alguno, las provocaciones y –lo peor- las desviaciones hacia el interés en una especie de juego perverso, muy sutil y astutamente alimentado por grupos y personas anónimas que se enriquecen de este modo, que conduce a oscuridades como la pornografía, las ofertas de todo tipo de desviaciones sexuales y los juegos agresivos, brutales, burdos pero muy peligrosos que acechan, sobre todo a la niñez avanzada, la adolescencia y la juventud, aunque no sólo a ellas.

And I will say in advance that I do not want to generalize: these networks also include decent texts and information that seek to guide the rest of the citizens. But they are scarce efforts and there is another social habit that shakes: the preference for the brief and spicy. Thus, there is an abundance of nonsense, insults, statements without any foundation, provocations and -the worst- deviations towards interest in a kind of perverse game, very subtle and cunningly fed by groups and anonymous people who get rich from this way, which leads to darkness such as pornography, offers of all kinds of sexual deviations and aggressive, brutal, coarse but very dangerous games that lie in wait, especially for advanced childhood, adolescence and youth, although not only for them .

Entienda usted, lector, que todas estas parrafadas surgieron por una única cuestión: la mitad de los ciudadanos no sabe un medio rábano sobre la reforma de la seguridad social.

You understand, reader, that all these ramblings arose for a single question: half of the citizens do not know a half radish about the social security reform.

Vale preguntarse, entonces, ¿qué porcentaje nos daría hoy una encuesta similar sobre el proyecto de reforma de la educación? ¿Y sobre la vivienda popular para resolver de una vez por todas el insulto de los asentamientos? ¿Y los supuestos –al menos han sido anunciados con bombos y platillos- planes para mejorar la seguridad y, en especial, la lucha contra el narcotráfico?

It is worth asking, then, what percentage would a similar survey on the education reform project give us today? And about popular housing to resolve once and for all the insult of the settlements? And the supposed plans to improve security and, especially, the fight against drug trafficking, at least they have been announced with great fanfare?

Ya sé. He descripto un escenario y me he hartado de hacer preguntas. ¿Cuáles son mis propuestas, mis ideas?

Créame que trabajo en ello pero hasta hoy –y veré si aparece un mañana- no tengo más para decir. Me quedo, por ahora intentando salir, en mi modesto pero necesario sitio de advertencias.
