Hace diez años decíamos…

Ten years ago we said…

 Hay fotos para la historia. El drama de África –tragedia en ocasiones- está proporcionando unas cuantas, desde la valla de Ceuta y Melilla o desde las pateras, prácticamente a diario. Pero voy a señalar tres, divulgadas amplísimamente por TVE. Las del día de los quince muertos, pobres muertos que nunca serán una prioridad para nadie, solo un daño colateral. Unos días más tarde, unas fotos terribles, de africanos que han cruzado esa valla que ya forma parte de la historia de la infamia, ensangrentados por esas cuchillas disuasorias y sin embargo contentos de haberlo conseguido.

 There are photos for history. The drama of Africa – tragedy at times – is providing a few, from the fences of Ceuta and Melilla or from the boats, practically daily. But I am going to point out three, widely reported on TVE. Those of the day of the fifteen dead, poor dead that will never be a priority for anyone, only collateral damage. A few days later, some terrible photos of Africans who have crossed that fence that is now part of the history of infamy, bloodied by those deterrent blades and yet happy to have achieved it.

Pero la que me ha producido mayor repugnancia ha sido la de la reunión en Bruselas de los líderes de la UE y de 41 líderes africanos.

But the one that disgusted me the most was the meeting in Brussels of EU leaders and 41 African leaders.

Si poco se puede esperar de la Unión Europea (UE), representante en buena parte de los intereses de las potencias occidentales, responsables de la neo-colonización y neo-patrimonialización africanas, responsables de ese fenómeno sociológico al que dio nombre en el año 2000 el profesor Patrick Chabal,  ‘enriquecimiento sin desarrollo’ en la revista Pueblos. Enriquecimiento de empresas neocolonialistas y de gobernantes africanos corruptos, muy convenientes para las primeras. Expoliadores de los ingentes recursos minerales africanos, de los bosques tropical y ecuatorial, de recursos pesqueros, sin que nada de eso suponga jamás el menor desarrollo socioeconómico para tantos pueblos, que por el contrario cada vez se empobrecen más, hasta llegar a los extremos que la ciencia audiovisual pone cada día ante nuestros ojos aburguesados e insolidarios.

If little can be expected from the European Union (EU), representative in large part of the interests of the Western powers, responsible for African neo-colonization and neo-patrimonialization, responsible for that sociological phenomenon to which it gave its name in the year 2000 Professor Patrick Chabal, ‘enrichment without development’ in Pueblos magazine. Plunderers of the enormous African mineral resources, of the tropical and equatorial forests, of fishing resources, without any of this ever implying the slightest socioeconomic development for so many people, who on the contrary become increasingly impoverished, until reaching the extremes that Audiovisual science puts bourgeois and unsupportive before our eyes every day.

Hasta hoy, nadie ha salido a la calle en nombre de esa nueva forma de esclavitud, a reivindicar sus derechos a ser tratados como seres humanos, tomar partido por ellos, a gritar que muchos de ellos vienen de países muy ricos, con líderes políticos y militares multimillonarios y pueblos tan o más desesperados que aquellos que hace dos siglos eran encerrados en sentinas de buques para ser llevados encadenados al nuevo mundo. No está suprimida la trata de esclavos, por más que ésta desapareciera documentalmente hace casi dos siglos. Simplemente se ha transformado en lo que está sucediendo desde hace años, cada vez a mayor escala ante nuestros ojos.

Until today, no one has taken to the streets in the name of this new form of slavery, to demand their rights to be treated as human beings, to take their side, to shout that many of them come from very rich countries, with political leaders and billionaire military personnel and people as or more desperate than those who two centuries ago were locked up in ship bilges to be taken in chains to the new world. The slave trade has not been suppressed, even though it disappeared in documents almost two centuries ago. It has simply become what has been happening for years, on an increasingly larger scale before our eyes.

En esa reunión de Bruselas, Teodoro Obiang no ha sido el único tirano. 41 líderes de los 53 estados miembros de la Unión Africana (UA) han estado ahí, doce no han considerado necesaria o interesante su presencia, entre otros Zimbabue**. En la práctica, no hay un solo país africano que haya aplicado integral e igualitariamente el derecho a la educación, el primero en el que reside el desarrollo social de los pueblos. Eso sin hablar de género.

At that meeting in Brussels, Teodoro Obiang was not the only tyrant. 41 leaders of the 53 member states of the African Union (AU) have been there, twelve have not considered their presence necessary or interesting, among others Zimbabwe**. In practice, there is not a single African country that has comprehensively and equally applied the right to education, the first in which the social development of people resides. That’s without talking about gender.

Por muy buenas intenciones que ahora diga tener la UE – que aún no ha implementado ninguna de sus diez resoluciones para África de 2005-  al final en la práctica, se van a reducir a como impedir la entrada ilegal de africanos a Europa a través de sus dos países frontera, España e Italia.

No matter how good intentions the EU now claims to have – which has not yet implemented any of its ten resolutions for Africa from 2005 – in the end, in practice, they will boil down to how to prevent the illegal entry of Africans into Europe through its two border countries, Spain and Italy.

Hay que contar con que nada se puede esperar de esos líderes africanos para mejorar la situación de sus pueblos, para crear un auténtico desarrollo que haga innecesaria la trágica migración desesperada, de supervivencia en mínimos. Y hablamos de los que migran, lo mejor de cada casa, gente generalmente con estudios o profesión. La mayor tragedia, la de los que no pueden ni intentar migrar, es la que no vemos. Como tampoco vemos la migración horizontal, que es la mayoritaria. En realidad, en porcentajes, la migración a Europa sigue siendo mínima ***

We must assume that nothing can be expected from these African leaders to improve the situation of their people, to create authentic development that makes the tragic, desperate migration of survival at a minimum unnecessary. And we talk about those who migrate, the best of each house, people generally with studies or a profession. The greatest tragedy, that of those who cannot even try to migrate, is the one that we do not see. Nor do we see horizontal migration, which is the majority. In reality, in percentages, migration to Europe remains minimal ***

España reconoce que no se pueden poner puertas a la desesperación, que lo necesario es crear las condiciones básicas para que esta situación deje de producirse, y pretende que esto sea reconocido por el conjunto de los 28 países de la UE en esta reunión. Me creo la buena intención y el reconocimiento, pero no encuentro razones para  creer en su fiabilidad en esta ocasión, que se convertirá, me temo, en una de tantas. Aparte de pasadas resoluciones fallidas de la UE ha habido otros intentos. En 1994 alcanzó gran auge la Plataforma del 07, aquel movimiento que pedía un 0,07% del PIB para crear recursos en países migrantes africanos de entonces. Más que por ellos es por nosotros, era uno de los eslóganes. De esto hace ahora veinte años y aquello que fue una especie de profecía, cobra todo su sentido en este 2014.

Spain recognizes that we cannot open doors to despair, that what is necessary is to create the basic conditions so that this situation stops occurring, and intends for this to be recognized by all of the 28 EU countries at this meeting. I believe the good intention and recognition, but I find no reason to believe in its reliability on this occasion, which will become, I fear, one of many. Apart from past failed EU resolutions there have been other attempts. In 1994, the Platform of 07 reached great heights, that movement that asked for 0.07% of the GDP to create resources in African migrant countries at that time. More than for them, it’s for us, was one of the slogans. This was twenty years ago now and what was a kind of prophecy takes on its full meaning in 2014.

No va a ser fácil reconvertir a los líderes de la Unión Africana en auténticos demócratas,  comprometidos con el desarrollo socioeconómico de sus pueblos, empezando por el derecho a la EDUCACIÓN. No va a ser fácil renunciar, ni por esos líderes, ni por los beneficiarios europeos, a los pingües recursos económicos que les producen las riquísimas extracciones minerales –petróleo, gas, fosfatos, uranio, carbón, cobre, diamantes, esmeraldas, oro, platino, manganeso, cobalto, níquel, cromo, plomo, zinc, el fabuloso tantalio o coltán, así como a la degradación de los bosques tropicales y del bosque ecuatorial… y tantos otros****

It will not be easy to convert the leaders of the African Union into true democrats, committed to the socioeconomic development of their people, starting with the right to EDUCATION. It will not be easy to renounce, neither by these leaders, nor by the European beneficiaries, the enormous economic resources that the very rich mineral extractions produce – oil, gas, phosphates, uranium, coal, copper, diamonds, emeralds, gold, platinum. , manganese, cobalt, nickel, chromium, lead, zinc, the fabulous tantalum or coltan, as well as the degradation of tropical forests and the equatorial forest… and many others****

El mundo en que vivimos es el que es, y esto no tiene visos de cambiar a corto plazo, entre otras razones porque el empobrecimiento de los africanos tiene efectos positivos en las llamadas sociedades del bienestar del mundo occidental.

The world we live in is what it is, and this has no signs of changing in the short term, among other reasons because the impoverishment of Africans has positive effects on the so-called welfare societies of the Western world.

En realidad, nuestro mundo neocolonialista  tiene buenas razones para temer ese cambio de tendencia que dice querer propiciar en el continente africano. El cambio de tendencia llegará producido por la propia situación insostenible que ya estamos viviendo. Y si el mundo occidental no contribuye fehacientemente a ese cambio se arrepentirá de haber renunciado a esa responsabilidad.

In reality, our neocolonialist world has good reasons to fear this change in trend that it claims to want to bring about on the African continent. The change in trend will come due to the unsustainable situation that we are already experiencing. And if the Western world does not contribute reliably to that change, it will regret having renounced that responsibility.

Han pasado diez años desde que publiqué este informe.

Ten years have passed since I published this report.

Desde entonces, en la UE las cosas han ido a peor para la migración africana. Hoy en día se buscan métodos y barreras para que no vengan, o retornarlos cuando llegan. España e Italia por razones geográficas son los receptores directos de estos pobres migrantes. El resto de la UE se desentiende.  

Since then, things have gotten worse for African migration in the EU. Nowadays, methods and barriers are sought to prevent them from coming, or to return them when they arrive. Spain and Italy, for geographical reasons, are the direct recipients of these poor migrants. The rest of the EU ignores it.  

Pero no se ha hecho nada para mejorar su situación en sus países, y el Mar Mediterráneo, es la más inmensa tumba de víctimas de la mayor tragedia social de la historia.

But nothing has been done to improve their situation in their countries, and the Mediterranean Sea is the most immense grave of victims of the greatest social tragedy in history.

En pleno siglo XXI.
