THE THINKER: ON THE EDGE OF A SKID

Denuncias cruzadas entre policías y oficiales de una misma comisaría, casi siempre resueltas con el encajonamiento de los sumarios por imperio de quien ostenta el mayor cargo; denuncias de diferentes características e importancia de legisladores contra funcionarios, ya retirados o aún en actividad, incluso de corrupción, que navegan en un mar viscoso de discusiones políticas generalmente inocuas; y denuncias de diverso origen, incluidas las del Comisionado Parlamentario para esta área, que llegan a la Justicia, al reino de las fiscalías, y son devoradas por el tiempo, mientras la sombra de la desconfianza se cierne, ominosa, sobre la institución policial y sobre el propio Poder Judicial. Finalmente, la terca realidad de fracaso general, de gestión demasiado perjudicada por los agujeros de la sospecha y los resultados magros de diversos programas anunciados a todo tambor, que hasta ahora, y dejemos a un lado las a veces risibles y muy manipuladas estadísticas sobre los delitos cometidos año a año.

Cross denunciations between police officers and officials of the same police station, often resolved by shelving the inquiries under the authority of the highest-ranking officer; complaints of various nature and importance from lawmakers against officials, whether retired or still in active duty, including corruption, floating in a viscous sea of generally innocuous political discussions; and complaints of different origins, including those from the Parliamentary Commissioner for this area, reaching the realm of justice, the kingdom of prosecutors, and being consumed by time, while the shadow of mistrust looms ominously over the police institution and the judiciary itself. Ultimately, the stubborn reality of overall failure, of management too damaged by holes of suspicion and meager results from various loudly announced programs, which, until now, and let’s set aside the sometimes laughable and highly manipulated statistics on crimes committed year after year.

Me permito decir que todo este panorama se ha acentuado en dos etapas para mi muy claras. Primero, el fallecimiento del entonces Ministro del Interior Jorge Larrañaga; en una resolución del gobierno se lo sustituyó por Luis Alberto Heber, de quien, me parece, se sobrevaloró su innegable capacidad de maniobra política, negociación y amplia experiencia parlamentaria, sin advertir que le tiraban encima otra cosa: y nunca fue lo mismo Larrañaga que Heber. Y punto y aparte. Y luego, la otra lamentada muerte, la del Inspector General Julio Guarteche –un hombre honorable, un funcionario de intachable carrera- quien, al asumir ese cargo, luego de dejar la Brigada de Drogas, se tomó muy en serio el complejo trabajo de limpiar la imagen del Ministerio, armando algunos planes apropiados y logrando ciertos resultados visibles y plausibles.

I must say that this whole scenario has been accentuated in two very clear stages for me. Firstly, the death of the then Minister of the Interior, Jorge Larrañaga; in a government resolution, he was replaced by Luis Alberto Heber, whose undeniable political maneuverability, negotiation skills, and extensive parliamentary experience were overestimated in my opinion, without realizing that they were throwing something else at him: and it was never the same Larrañaga as Heber. That’s a completely different story. And then, the other lamented death, that of the Inspector General Julio Guarteche – an honorable man, a public servant with an impeccable career – who, upon assuming that position after leaving the Drug Brigade, took the complex task of cleaning up the image of the Ministry very seriously, developing appropriate plans and achieving some visible and commendable results.

No se puede manejar esto como hasta ahora.

This cannot be handled as before.

Las evidencias más claras son no tener cárceles suficientes ni en estado adecuado, permeadas por la corrupción y por el hacinamiento, y convertidas en “escuelas privilegiadas del crimen”. No hay sitios suficientes y debidamente equipados con personal preparado, para, primero, dividir los condenados según el delito cometido y su personalidad  y entorno, y luego trabajar para disponer de suficientes sitios a fin de intentar que el único resultado no sea la reincidencia sino la rehabilitación.

The clearest evidence is not having enough prisons or in proper condition, permeated by corruption and overcrowding, and turned into «privileged schools of crime.» There are not enough adequately equipped facilities with trained personnel to, first, separate convicts according to the crime committed and their personality and environment, and then work to have enough spaces to strive for rehabilitation rather than just recidivism.

The reactivation of neighborhood sections according to old customs has not been successful.

No se advierte que existan logros de la llamada “policía de cercanía”.

There does not appear to be any achievements from the so-called «community policing».

Los patrullajes siguen siendo escasos, sea en automóviles, motos o simplemente a pie.

Patrols continue to be scarce, whether in cars, motorcycles, or simply on foot.

Y al fin, claro está, vuelven a aparecer las fiscalías, las que, desde cierto punto de vista, no contribuyen a cambiar la situación: dice la policía, “entregamos las pruebas a la fiscalía”; contestan desde ésta, “la policía no ha reunido pruebas suficientes para que podamos continuar el proceso”. De nunca acabar y sin saberse, a ciencia cierta, quienes tienen razón en cada caso.

And finally, of course, the prosecutors reappear, which, from a certain point of view, do not contribute to changing the situation: the police say, «we hand over the evidence to the prosecutor’s office»; they respond from there, «the police have not gathered enough evidence for us to proceed with the case.» It never ends and it is uncertain, who is right in each case.

Sólo estoy usando mi irrestricta libertad de expresión crítica. No me corresponde señalar, haciendo resonar los clarines, quién debe ser el Ministro del Interior ni cómo debe armar un amplio equipo estratégico, sobre todo en inteligencia, de apoyo y absoluta confianza.

I am just using my unrestricted freedom of critical speech. It is not for me to point out, sounding the trumpets, who should be the Minister of the Interior or how they should assemble a broad strategic team, especially in intelligence, of support and absolute trust.

Pasa que no puedo inadvertir la realidad y creo ser sólo un ciudadano responsable que ve cómo crece, entre la población más marginada y reproducida, la delincuencia infantil (¡) y adolescente, el narcomenudeo, el arrebato callejero a pura prepotencia y a cualquier hora del día, ni la falta de esclarecimiento de tantos y tantos casos graves que hoy la sociedad nacional está cargando sobre sus espaldas.

It’s just that I can’t ignore the reality and I believe I am just a responsible citizen who sees how child and adolescent delinquency, drug dealing, and street robbery with sheer arrogance and at any time of the day are growing among the most marginalized and reproduced population. Nor can I overlook the lack of clarification of so many serious cases that today the national society is burdened with.

Algo hay que hacer, señor presidente. Lo digo, reconociendo al mismo tiempo, que la oposición política no colabora en absoluto. Peor: usa estas dificultades del trayecto gubernamental con fines estrictamente electorales. Situación que no deja de ser curiosa, luego de observar cómo marcharon las cosas por el Ministerio del Interior los tres períodos de gobierno del Frente Amplio.

Something must be done, Mr. President. I say this while acknowledging that the political opposition does not cooperate at all. Worse yet, they use these difficulties in the government’s journey for strictly electoral purposes. It is an interesting situation, especially after observing how things went in the Ministry of the Interior during the three periods of the Frente Amplio government.
