The EU’s path towards a price cap for Russian hydrocarbons seems difficult. The Italian proposal to extend the price cap to all suppliers, regardless of their nationality, is followed by four other countries, while three believe that it should only apply to Russian gas (but this would be a new sanction on Russia, not a political energy saving).
