THE THINKER: WHERE ARE THEY, WHERE ARE THEY?

Como si nos faltara alguno, ha aparecido para perturbar la vida cotidiana de los uruguayos un problema, al que no sé si llamar inesperado, pero del que desconozco sus causas – no sus visibles consecuencias- que requiere inmediata atención de las autoridades competentes.

As if we were missing one, a problem has appeared to disrupt the daily lives of Uruguayans, which I don’t know whether to call unexpected, but whose causes – not its visible consequences – I don’t know, which requires immediate attention from the competent authorities.

Atención, describí enunciados vacíos y contradictorios que sólo logran encender más el fuego de la indignación de los contribuyentes.

Attention, I described empty and contradictory statements that only manage to further ignite the fire of taxpayers’ indignation.

Por hoy no pienso referirme al sistema público de salud, porque allí es menos grave la situación, y porque lo que ocurre en las instituciones privadas, o sea el mutualismo, es inadmisible y, peor aún, crece día a día como si quienes tienen responsabilidad en esa área, estuvieran, al menos mentalmente, de vacaciones de Hawai.

For today I do not plan to refer to the public health system, because the situation there is less serious, and because what happens in private institutions, that is, mutualism, is inadmissible and, even worse, it grows day by day as if those who have responsibility in that area, they were, at least mentally, on vacation from Hawaii.

Me refiero a la constante y creciente falta de medicamentos de todo tipo en las farmacias correspondientes.

I am referring to the constant and growing lack of medications of all kinds in the corresponding pharmacies.

No hay información previa. Se advierte en las diferentes farmacias largas y sufridas colas de pacientes a la espera de saber si contarán o no con lo indicado en las recetas que llevan en mano. Colas de gente joven, poca, y mucha gente añosa, con bastones y hasta caminadores, esperando un tiempo insoportable para que, al final de la tortura, les digan que de esto y de aquello y de aquello otro no hay. Sencillamente falta. Y nadie contesta a la pregunta sencilla de ¿por qué? O ¿qué pasa?, a cambio de lo cual se les indica a esos pacientes que vean la posibilidad en alguna otra farmacia de la mutualista, sin garantía alguna de obtener lo que necesita y, cuando dicen “mire, puede encontrar en la farmacia de tal dirección o en esta otra”, ignoran olímpicamente que la mayoría de los sufrientes no están en condiciones de hacer un raid por medio Montevideo.

There is no prior information. In the different pharmacies there are long and long queues of patients waiting to know whether or not they will have what is indicated in the prescriptions they carry in their hand. Queues of young people, few, and many elderly people, with canes and even walkers, waiting an unbearable time so that, at the end of the torture, they will be told that there is no such thing and no such thing and no such thing. It’s simply missing. And no one answers the simple question of why? Or what happens?, in exchange for which these patients are told to look at the possibility in some other pharmacy of the mutual company, without any guarantee of getting what they need and, when they say «look, you can find it in the pharmacy of in this direction or in this other”, they completely ignore that the majority of the sufferers are not in a position to make a raid through Montevideo.

Curiosamente, al tiempo que esto ocurre en las mutualistas, en las farmacias que no pertenecen al sistema, absolutamente privadas, se encuentran muchos de esos medicamentos faltantes, sí, pero no todos, y los faltantes están aumentando a velocidad inquietante. ¿Acaso el problema son los laboratorios? Si así fuese, la causa es otra interrogaci{on que crece frente a la población necesitada.

Curiously, at the same time that this is happening in the mutual societies, in the pharmacies that do not belong to the system, absolutely private, there are many of these missing medications, yes, but not all, and the shortages are increasing at a disturbing speed. Are the laboratories the problem? If so, the cause is another question that grows before the needy population.

Volviendo a las mutualistas. Soy socio de una de ella, otrora prestigiosa. Pocos días atrás seguí una rutina de años: voy mensualmente a cumplir ese requisito pues estoy inscripto, por seis meses cada vez, como crónico y durante ese tiempo puedo llevar la medicación con solo presentar la cédula, y pagar, claro. De una lista de ocho medicamentos, cuatro faltaban. Rompí tanto la paciencia alrededor –y me disculpo por las molestias causadas- que logré que se fijaran en los stocks de todas las farmacias de la mutualista: no los había en ninguna de ellas.

Returning to the mutualists. I am a partner in one of them, once prestigious. A few days ago I followed a years-long routine: I go to meet that requirement monthly because I am registered, for six months at a time, as chronic and during that time I can take the medication just by presenting the ID, and paying, of course. Of a list of eight medications, four were missing. I broke the patience around so much – and I apologize for the inconvenience caused – that I managed to get them to look at the stocks of all the mutualist pharmacies: there were none of them.

¿Habrían huido furtivamente en un plan robotizado por algún mecanismo informático?

Had they escaped stealthily in a plan automated by some computer mechanism?

Pregunté ¿y entonces qué hago? La respuesta me dejó patitieso: “Ubique a su médico, o a otro que esté disponible y que le dé recetas, si son necesarias, para retirar en alguna farmacia del mercado a nombre de la mutualista” (eso supuestamente asegura que el costo será el mismo que si me los hubiese entregado allí).

I asked, what do I do then? The answer left me stunned: “Locate your doctor, or another who is available and who can give you prescriptions, if necessary, to pick up at a pharmacy on the market in the name of the mutual insurance company” (that supposedly ensures that the cost will be the same that if he had given them to me there).

Ja. Ni médicos había: unos certificados, otros de licencia, otros con horarios y lugares imposibles para mí, en fin, a qué seguir…

Ha. There weren’t even any doctors: some certified, others licensed, others with schedules and places impossible for me, in short, what to follow…

Me iluminó la fortuna de que ninguno de los cuatro medicamentos faltantes exigía la presentación de una receta médica oficial, pues no la tenía. Resignado, concurrí entonces a la farmacia del barrio, donde me los vendieron –pero, claro, a precio de cliente- y finalmente los pude llevar pagando una pesadita suma de pesos.

I was fortunate that none of the four missing medications required the presentation of an official medical prescription, since I did not have one. Resigned, I then went to the neighborhood pharmacy, where they sold them to me – but, of course, at a customer price – and I was finally able to take them for a hefty sum of pesos.

¿Y quiénes no pueden gastar ese dinero?

And who can’t spend that money?

¿Cuál es la idea? ¿Ir disminuyendo la población más frágil –generalmente nosotros, los viejos- de una forma perversa y al mismo tiempo sutil?

What is the idea? Reduce the most fragile population – generally us, the elderly – in a perverse and at the same time subtle way?

Insisto: todas las autoridades que hasta ahora han hablado de este problema terminaron envueltas en una repulsiva multiplicación de argumentos cuasi poética, vacía de palabras significantes. Así no se soluciona este problema. Sólo se aumentan las dudas, las suspicacias, las sospechas de una población que ya no aguanta semejante manoseo.

I insist: all the authorities who have so far spoken about this problem ended up involved in a repulsive quasi-poetic multiplication of arguments, devoid of meaningful words. This does not solve this problem. It only increases the doubts, the suspicions, the suspicions of a population that can no longer tolerate such manipulation.
