THE THINKER: Deterrence, absence without warning

Quiero aclarar que esta columna, salvo algunas ligeras modificaciones, ya la publiqué el año pasado. Si la reitero es a pedido de algunos lectores fieles que me lo han pedido. Mis disculpas a quienes la recuerdan y esto les parece un error.

I want to clarify that this column, except for some slight modifications, I already published last year. If I repeat it, it is at the request of some faithful readers who have asked me. My apologies to those who remember her and think this is a mistake.

¿Qué pasa en el Ministerio del Interior. ¿Cansancio, anemia corrupción? No, no es tan lineal la cosa. En todo caso, lo contrario: preside una excitación constante y desordenada. Se han lanzado de cabeza al centro de un politizado debate sobre la seguridad, cada quien abrazado a sus supuestos intereses, que abarca cifras de disminución de delitos, cuestionamiento de la construcción de esas cifras, contradicciones, bruscas y hasta absurdas comparaciones con gestiones anteriores y una retahíla de planes para mejorar los servicios policiales y su eficacia, en medio de denuncias de corrupción interna en la Jefatura y proyectos –en algún caso delirantes- sobre la rehabilitación tanto de los presos como de los liberados tras cumplir sus condenas.

What happens in the Ministry of the Interior. Tiredness, anemia, corruption? No, things are not so linear. In any case, the opposite: it presides over a constant and disorderly excitement. They have thrown themselves headlong into the center of a politicized debate on security, each embracing their supposed interests, which encompasses crime reduction figures, questioning the construction of those figures, contradictions, abrupt and even absurd comparisons with previous administrations and a string of plans to improve police services and their effectiveness, amid complaints of internal corruption in the Headquarters and projects – in some cases delusional – on the rehabilitation of both prisoners and those released after completing their sentences.

Obviamente, si el nuevo ministro, asentado en el único pastizal apetecible, asume esta postura, aunque hay otros toros moviendo agresivamente sus patas, bufando prepotentes y rodeando al privilegiado.

Obviously, if the new minister, settled in the only desirable pasture, assumes this posture, although there are other bulls aggressively moving their legs, snorting arrogantly and surrounding the privileged one.

Es una metáfora, claro. Pobre, pero comprensible para cualquiera.

La inseguridad es, según todas las estadísticas conocidas en este país, una de las dos primeras preocupaciones de la sociedad. La otra, obvio, es la inflación.

Insecurity is, according to all known statistics in this country, one of the first two concerns of society. The other, obviously, is inflation.

Me cuesta recordar alguna situación anterior, no demasiado alejada en años, donde en torno a la inseguridad se esté diciendo tanta cosa insustentable, se esté tirando tanto dato flaco que se deshace en el aire y se esté, a conciencia o por un impulso emocional del momento, propalando tanta mentira. Todo este paquete, donde si algo sobra son los supuestos “entendidos”, logra confundir más a los ciudadanos.

It is difficult for me to remember any previous situation, not too distant in years, where so many unsustainable things are being said about insecurity, so much flimsy information is being thrown around that it dissolves into thin air and there is, consciously or due to an emotional impulse of the moment, spreading so many lies. This whole package, where if there is anything left over are the supposed “knowledgeable”, it manages to confuse citizens even more.

Para hablar de algunos de los planes que sobrevuelan me falta información. Por ejemplo, acerca del entretejido del narcotráfico, las denunciadas vinculaciones entre asesores políticos de segunda línea y los delincuentes, la lentitud judicial -a la que ayuna poco a disolver- en los procesos acerca de fugas, pasaportes falsos, lavados de dinero, connivencia hasta con legisladores,, etcétera.

To talk about some of the plans that fly over I lack information. For example, regarding the interweaving of drug trafficking, the reported links between second-line political advisors and criminals, the judicial slowness – which there is little fast to dissolve – in the processes regarding escapes, false passports, money laundering, collusion even with legislators, etc.

En cambio -aunque lo anterior quizás alcance en poco tiempo una dimensión explosiva-, puedo redundar a mis anchas acerca de una carencia lastimosa de las fuerzas policiales: su política de disuasión –a mi juicio primer paso fundamental para cualquier intento de resolver una cuestión que insumirá más de una generación-, la que no aplican o lo hacen mal.

On the other hand – although the above may soon reach an explosive dimension – I can comment at my leisure about a pitiful lack of the police forces: their deterrence policy – in my opinion the first fundamental step for any attempt to resolve an issue that It will take more than one generation – the one that they do not apply or do it poorly.

No hay patrullaje organizado. No, siquiera pareja de policías caminando, durante la semana en días y horas diferentes, cuatro o cinco cuadras a la redonda. ¿Cómo no van a robar “al paso”, a plena luz del día, rodeados de gente que va y viene, ante la primera distracción de un contribuyente? ¿Cómo los “muchachos” no se van a sentir impunes? ¿Y qué decir del tiempo que insume –cuando alguien se toma el inútil trabajo de hacerlo- entre una llamada al 911 y la llegada de algún patrullero?

There is no organized patrol. No, not even a couple of police officers walking, during the week on different days and times, four or five blocks around. How can they not steal “on the fly”, in broad daylight, surrounded by people coming and going, at the first distraction of a taxpayer? How can the “boys” not feel unpunished? And what about the time it takes – when someone takes the useless trouble to do so – between a call to 911 and the arrival of a patrol car?

El gran problema es que la ausencia sostenida y organizada con inteligencia de la policía abarca a toda la ciudad. Incluso, cuando se ha dispuesto algún operativo para desbaratar bocas de pasta base y recuperar casas que los narcos han usurpado a sus legítimos dueños, los beneficios –reubicación de los damnificados, detención de los delincuentes, alguna ligera mejora en el barrio de calles e iluminación y una guardia de sostén- duran lo que un lirio. En determinado momento, los recursos policiales se trasladan a otra zona y la anterior, a los pocos días, vuelve a ser cribada por los ataques de quienes fueron teóricamente “desplazados” del lugar.

Es como un juego infantil. Alguien denuncia, llegamos amenazantes, limpiamos el sitio, nos quedamos un rato por si acaso y luego salimos para otro barrio.

It’s like a child’s game. Someone complains, we arrive threateningly, we clean the place, we stay a while just in case and then we leave for another neighborhood.

Lo primero que desparece, ¡y no olvidemos que estamos hablando del primer paso, la disuasión!, es esa ráfaga de aire que los buenos vecinos sienten por un momento como seguridad.

The first thing that disappears, and let’s not forget that we are talking about the first step, deterrence!, is that gust of air that good neighbors feel for a moment as security.

¿Qué es lo que ocurre? ¿Falta personal? ¿Los planes de “presencia policial que dé confianza” es una suerte de alegre y breve desfile carnavalesco? ¿No se trabaja con los sistemas adecuados de inteligencia y en su coordinación? ¿Estamos inmersos en una gran ola de desorientación mientras unos y otros se tiran ladrillazos de politiquería barata?

What is happening? Lack of personnel? Are the plans for a “police presence that gives confidence” a kind of happy and brief carnival parade? Are we not working with the appropriate intelligence systems and their coordination? Are we immersed in a great wave of disorientation while each other throws bricks of cheap politicking at each other?

Pobres de nosotros si ni siquiera hemos sido capaces en treinta años de resolver ese primer paso, tan simple y tan importante, cambiándolo por enunciados disparatados, ideas locas y, sobre todo, un desconsolador desorden que, día a día, agrava el problema.

Woe to us if we have not even been able to resolve that first step, so simple and so important, in thirty years, exchanging it for crazy statements, crazy ideas and, above all, a disconsolating disorder that, day by day, aggravates the problem.

Señores del gobierno: reflexionen. Tiene experiencia y una -¿supuesta, real?- confianza popular. ¿Los pasó la ola por encima? Bueno, vayan honrándose a sí mismos renunciando.

Gentlemen of the government: reflect. He has experience and – supposed, real? – popular trust. Did the wave pass over them? Well, honor yourselves by giving up.

Y ustedes, muchachos de la oposición, antes de criticar todo dense un golpecito en la cabeza a ver si recuerdan los desaguisados que hicieron -¿recuerdan la liberación de presos del ministro Díaz, hoy fallecido?- en esta materia durante sus quince años de gobierno.

And you guys from the opposition, before criticizing everything, give yourself a tap on the head and see if you remember the messes you did – do you remember the release of prisoners by Minister Díaz, who died today? – in this matter during his fifteen years of government .
