No obstante, es también necesaria para sostener un sistema democrático y republicano de gobierno.

No. La viejísima política –antigua tanto como la humanidad misma- se las ha ingeniado, al paso del tiempo, a incorporar cambios para adaptarse a las características del progreso o el desaliento de las civilizaciones, así como a los avances de la ciencia y la técnica. Sin embargo, hay una faceta de su desarrollo que, en el presente y desde hace algunas décadas, deja la impresión de haberse acentuado: una bipolaridad obstaculizadora.

Hay un montón de proyectos de ley que requieren, precisamente, de políticas de Estado, acuerdos o al menos consensos sustentables. Nadie puede decir que no se hayan intentado acercamientos entre el gobierno y la oposición. Pero los resultados, que comenzaron siendo alimento de relativas esperanzas, son, en este momento, desalentadores.

There are a lot of bills that require, precisely, state policies, agreements or at least sustainable consensus. Nobody can say that rapprochement has not been attempted between the government and the opposition. But the results, which began as food for relative hope, are, at this moment, discouraging.

Como el tiempo va pasando y se advierte más próxima una nueva circunstancia electoral, si se tratara de ejemplificar lo positivo –y lo es, al margen de su incidencia real- habría que remitirse sólo a la actitud que han asumido dos veteranos políticos separados en el mundo de las ideas casi por un abismo, conscientes de que ya son octogenarios, y también respetados, quienes han aceptado el reto de desarrollar, sin un programa definido ni demasiado formal, charlas mano a mano acerca de la realidad social, el peso de la historia vivida y el futuro previsible: el doctor Julio María Sanguinetti, del Partido Colorado y dos veces Presidente de la República, y el senador José Mujica, ex guerrillero y todavía líder intelectual intocable del Movimiento de Liberación Nacional (Tupamaros). Es la demostración de que se puede lograr aquel soñado objetivo, poniendo sobre la mesa una ética plausible y valores morales elevados: ambos, que siguen activos pero ya no serán candidatos a nada y entienden las limitaciones de su edad, les están diciendo a los demás que se puede acordar sin renunciar a sus convicciones si delante está el destino de las futuras generaciones.

As time passes and a new electoral circumstance becomes closer, if it were a question of exemplifying the positive – and it is, regardless of its real impact – one would have to refer only to the attitude that two separate political veterans have assumed in the world of ideas almost by an abyss, aware that they are already octogenarians, and also respected, who have accepted the challenge of developing, without a defined or too formal program, hand-to-hand talks about social reality, the weight of lived history and the foreseeable future: Dr. Julio María Sanguinetti, of the Colorado Party and twice President of the Republic, and Senator José Mujica, former guerrilla and still untouchable intellectual leader of the National Liberation Movement (Tupamaros). It is the demonstration that that dreamed goal can be achieved, putting plausible ethics and high moral values ​​on the table: both of them, who are still active but will no longer be candidates for anything and understand the limitations of their age, are telling others that can be agreed upon without renouncing one’s convictions if the destiny of future generations lies ahead.

Tristemente, debo añadir que, por ahora, la generosidad y responsabilidad democrática de Sanguinetti y Mujica sólo ha cosechado positivos comentarios periodísticos e, incluso, de más jóvenes políticos en actividad, pero que –como suele decirse- “no han movido la aguja” de las relaciones entre gobierno y oposición.

Sadly, I must add that, for now, the generosity and democratic responsibility of Sanguinetti and Mujica has only garnered positive comments from journalists and even from more young active politicians, but that – as they say – “they have not moved the needle” of relations between government and opposition.

Mientras tanto, múltiples hojas de proyectos de ley imprescindibles siguen agitándose en manos diversas, generando más disputas que cortesías y un uso político partidario, en el peor de los sentidos, de quienes debieran seguir el ejemplo de los ancianos líderes.

No son cosas sin importancia las que figuran en esas hojas. A ver: reforma del Sistema de Previsión Social, reforma del Sistema Educativo, la determinación de actos que pueden tener fuerte repercusión en el Mercosur, la mejora de los sistemas de seguridad interior y medidas concretas para reactivar la construcción de viviendas de interés social, impedir el derrumbe del sistema de salud y planes para combatir el desempleo y mejorar el salario real.

Those things that appear on those sheets are not unimportant things. Let’s see: reform of the Social Security System, reform of the Educational System, the determination of acts that may have a strong impact on Mercosur, the improvement of internal security systems and concrete measures to reactivate the construction of social housing, prevent the collapse of the health system and plans to combat unemployment and improve real wages.

Está claro que se trata de aspectos de diferente importancia y que, en su mayoría, necesita de una progresión que llevará años para que puedan calificarse sin error los resultados.

También está claro que es una utopía creer que no habrá discusiones y, punto crucial, concesiones. Pasa que, encerrados en el dogma o el fanatismo, lo que se avizora en el horizonte asusta.

Me deprime cerrar con un sentimiento de pesimismo porque –me bastaría sacar la cabeza por la ventana que da a la calle- día a día los políticos se alejan de los sabios con espíritu constructivo y se entreveran en frases hechas insultantes, desacreditaciones gratuitas y un inocultable deseo de poder a un plazo que se acorta, se acorta…
