THE THINKER: EXPLOSION OF STATEMENTS

No es ésta, por cierto, la primera vez que hago referencia al proyecto de ley de Reforma Educativa, que, según el desbordante optimismo de las autoridades, “ya está en marcha y nos hallará el año próximo con su aplicación a pleno”.

This is not, by the way, the first time that I refer to the Educational Reform bill, which, according to the overflowing optimism of the authorities, «is already underway and will find us next year with its full application.»

Hasta ahora, para construir algunas de mis hipótesis y tratar de desentrañar dudas que me produce ese discurso oficial lleno de enunciados y carente de detalles esenciales, me he limitado a las cada vez más frecuentes apariciones de esas autoridades. Sincero, esforzado pero vano esfuerzo de mi parte, pues al cabo de un tiempo prudencial me sentí atado y confundido por una correntada de palabras, criterios pedagógicos extraordinariamente extensos y difusos y una sensación incómoda de que algo no está discurriendo bien.

Until now, to build some of my hypotheses and try to unravel doubts that this official discourse full of statements and lacking in essential details produces in me, I have limited myself to the increasingly frequent appearances of these authorities. Sincere, effortful but in vain effort on my part, because after a reasonable time I felt tied up and confused by a torrent of words, extraordinarily extensive and diffuse pedagogical criteria and an uncomfortable feeling that something is not going well.

Fue entonces cuando decidí invertir tiempo en las innumerables páginas acerca de la cuestión que figuran en el espacio de la Administración Nacional de la Educación Pública en su página oficial en la web.

It was then that I decided to invest time in the innumerable pages about the issue that appear in the space of the National Administration of Public Education on its official web page.

Tras horas de revisión, de ir y venir por unos larguísimos textos –eso sí, preciosamente presentados- y repetir el intento hasta el agotamiento, me detuvo una sensación que he sentido pocas veces en mi vida: ¿qué he estado haciendo? ¿Dónde estuvo mi error que no acabo de advertir? ¿Por qué me siento más desorientado que antes? Sólo puedo responder recomendando al lector que haga el mismo intento, a ver si su impresión final se aproxima a la mía o desnuda la equivocación en que he caído.

After hours of reviewing, going back and forth through some very long texts –yes, beautifully presented- and repeating the attempt until exhaustion, I was stopped by a feeling that I have felt rarely in my life: what have I been doing? Where was my mistake that I didn’t just notice? Why do I feel more disoriented than before? I can only respond by recommending that the reader make the same attempt, to see if his final impression is close to mine or exposes the mistake I have fallen into.

Siendo sintético y honesto intelectualmente, y admitiendo mis limitaciones en la materia y que es posible que haya errado en el enfoque, mi conclusión es que lo que el ciudadano común, a fin de cuentas sujeto de todas las preocupaciones, al cabo de escuchar y leer la explosión de enunciados sin detalles precisos y fundamentales, corre el riesgo, siendo que estamos hablando de la educación de sus hijos, de sufrir un colapso y, de recuperarse, recurrir a un psicoterapeuta que, quizás, lo ayude.

Being synthetic and intellectually honest, and admitting my limitations in the matter and that it is possible that I have erred in the approach, my conclusion is that what the common citizen, ultimately subject to all concerns, after listening and reading the explosion of statements without precise and fundamental details, runs the risk, since we are talking about the education of his children, of suffering a collapse and, if he recovers, resorting to a psychotherapist who, perhaps, will help him.

Tratando de ser constructivo, y ver algo positivo en toda esta maraña, sólo puedo decir que es evidente que tanto las autoridades como los docentes –y hablo sobre todo de los sindicalizados, que combaten esta reforma- sólo hablan entre ellos y usan una suerte de idioma específico, propio, lleno de términos técnicos que NO son lo que la ciudadanía necesita comprender, además de pasarse por las entretelas a la síntesis y rendir culto a la suma aluvial de vocablos y frases que desestimulan a cualquier ser humano normal.

Trying to be constructive, and to see something positive in all this tangle, I can only say that it is evident that both the authorities and the teachers -and I am speaking above all of the union members, who are fighting this reform- only talk to each other and use a kind of specific, own language, full of technical terms that are NOT what citizens need to understand, in addition to going through the interlinings of synthesis and worshiping the alluvial sum of words and phrases that discourage any normal human being.

No castigaré a quien lea esto con detalles y argumentaciones acerca de lo que he criticado. No es necesario. Sí insistiré en que todos los sufridos contribuyentes de esta noble nación –a grandes rasgos- sólo sabrían, si yo he leído bien, que habrá un primer ciclo (prescolar) entre los 4 y 6 años, aunque podría comenzar a los 3 (¿); un segundo ciclo (aún escolar) entre los 7 y los 10 años y finalmente un tercero, asimilable a el aporte de Enseñanza Secundaria y la Universidad del Trabajo, hasta los 17, ya de cara al nivel terciario.

I will not punish whoever reads this with details and arguments about what I have criticized. There’s no need. Yes, I will insist that all the long-suffering taxpayers of this noble nation -broadly speaking- would only know, if I have read correctly, that there will be a first cycle (preschool) between 4 and 6 years of age, although it could begin at 3 (?) ; a second cycle (still school) between 7 and 10 years and finally a third, assimilable to the contribution of Secondary Education and the University of Work, up to 17, now facing the tertiary level.

En fin, puede ser bueno, puede responder a una realidad que necesita este esquema. Lástima grande que lo principal sigue sin verse: ¿cuáles son los programas específicos para cada una de estas etapas?; ¿de qué modo se enseñarán?; ¿se buscará desmotivar el aislamiento y alentar la colaboración estimulando grupos y no sujetos aislados?; ¿habrá repeticiones, serán suficientes las aludidas “ayudas de personal especial desde el comienzo del proceso”?; ¿de qué manera accionará la educación pública con la multitud de familias disfuncionales que perjudican, sobre todo, a los niños de más corta edad para acceder –y no un día sí y dos no- a una enseñanza eficiente?; ¿cómo será la coordinación inexorable con otras organizaciones del Estado para que sea viable esa relación de los educadores con las familias?; ¿se ha pensado, no ya resuelto, en que puede haber situaciones graves que lleven a una disputa por la patria potestad?

In short, it can be good, it can respond to a reality that needs this scheme. It is a great pity that the main thing is still not seen: what are the specific programs for each of these stages?; how will they be taught?; Will it seek to discourage isolation and encourage collaboration by stimulating groups and not isolated subjects? Will there be repetitions, will the aforementioned «help from special personnel from the beginning of the process» be enough? How will public education act with the multitude of dysfunctional families that harm, above all, the youngest children to access -and not one day yes and two no- to an efficient education?; How will the inexorable coordination with other State organizations be so that this relationship between educators and families is viable?; Has it been considered, not already resolved, that there may be serious situations that lead to a dispute over parental authority?

Y digo yo, cerrando: ¿es tan complicado que estas interrogantes sean respondidas –gusten o no las respuestas- a los ciudadanos y, especialmente, a aquellos padres en situación de riesgo por pobreza o marginalidad?

And I say, closing: is it so complicated that these questions are answered –whether they like the answers or not- to the citizens and, especially, to those parents in a situation of risk due to poverty or marginality?
