El pasado viernes 27 de agosto, tuve el honor de asistir como invitada por el Consulado General de la República Dominicana en Sevilla, a la Conferencia que dictaba la Dra. Yadira Henríquez, Directora del Plan de Asistencia Social de la Presidencia de la República Dominicana (PASP) acompañada por D. Marcial Gómez Balsera, Director General de Personas con Discapacidad e Inclusión y la Cónsul de la República Dominicana en Sevilla, Doña Katherine Peña.

Last Friday, August 27, I had the honor of attending as a guest of the Consulate General of the Dominican Republic in Seville, the Conference dictated by Dr. Yadira Henríquez, Director of the Social Assistance Plan of the Presidency of the Dominican Republic ( PASP) accompanied by Mr. Marcial Gómez Balsera, General Director of People with Disabilities and Inclusion and the Consul of the Dominican Republic in Seville, Mrs. Katherine Peña.

El acto se llevó a cabo en el salón de actos de la Consejería de Igualdad, Políticas Sociales y Conciliación de la Junta de Andalucía en la capital hispalense, respetando en todo momento el protocolo Covid.

The event was held in the assembly hall of the Council of Equality, Social Policies and Conciliation of the Junta de Andalucía in the capital of Seville, respecting the Covid protocol at all times.

Posteriormente, se dio paso a la conferencista, la Dr Yadira Henriquez, quien inició su discurso con unas palabras de cariño para con la Madre Patria y remontándose a los inicios de la humanidad, hizo una analogía del fenómeno migratorio.

Later, the lecturer, Dr Yadira Henriquez, began her speech with a few words of affection for the Motherland and going back to the beginnings of humanity, made an analogy of the migratory phenomenon.

El mismo que dio inicio con las palabras de bienvenida de D. Marcial Gómez se mostró agradecido y orgulloso de acoger en su casa esta conferencia y tendiendo la mano en todo cuanto se pueda hacer en conjunto sobre políticas sociales, igualdad e inclusión. Luego, tomó la palabra la señora Cónsul, Doña, Katherine Peña quien dio afectuosamente la bienvenida a los asistentes y aseveró “ustedes son los actores principales de todas y cada una de nuestras acciones. Por ello, les exhorto a conocer y aprovechar todas las informaciones que nos trae la Dra. Yadira”.

The same person who began with the welcoming words of Mr. Marcial Gómez was grateful and proud to host this conference at his home and reaching out in everything that can be done together on social policies, equality and inclusion. Then, Mrs. Consul, Doña, Katherine Peña took the floor, who warmly welcomed the attendees and stated “you are the main actors in each and every one of our actions. For this reason, I urge you to know and take advantage of all the information that Dr. Yadira brings us ”.

En dicha conferencia nos habló sobre el fenómeno migratorio y cómo afecta especialmente a las mujeres. “Las ocupaciones en las que consiguen empleos suelen estar marcadas por prejuicios de genero, cuido, trabajo doméstico, por ejemplo. Este tipo de trabajo por lo general pertenece al sector informal por lo que las mujeres que se dedican a estas labores y a las que han migrado de manera irregular tienen acceso ilimitado o nulo a la producción social y a los servicios de salud. La inserción laboral de las mujeres que emigran para llevar a cabo trabajo doméstico y de cuidado, es mayor que la de las trabajadoras locales, por cuanto además de ser mujeres, se añade su condición de migrantes”.

In this conference, she spoke to us about the migratory phenomenon and how it especially affects women. “The occupations in which they get jobs are usually marked by gender biases, care, domestic work, for example. This type of work generally belongs to the informal sector, so women who dedicate themselves to these tasks and those who have migrated irregularly have unlimited or no access to social production and health services. The labor insertion of women who emigrate to carry out domestic and care work is greater than that of local workers, because in addition to being women, their status as migrants is added ”.

Todas estas situaciones nos plantea la necesidad de la implantación de un sistema social que se les vincule a las ayudas en el país donde residen nuestras mujeres hasta asegurar un retorno digno a su país, cuando ésta lo considere conveniente, puntualizó.

All these situations raise the need for the implementation of a social system that is linked to aid in the country where our women reside until they ensure a dignified return to their country, when it deems it appropriate, she pointed out.

Así mismo, hizo un breve resumen de las reformas que ha puesto en marcha su gobierno en el primer año de legislatura en materia laboral, educación, igualdad, turismo, mujer y salud, haciendo especial mención a la campaña realizada con la población dominicana frente a la pandemia del Covid 19, quien dijo que “la República Dominicana no ha escatimado ni un peso, ni un solo esfuerzo en que lleguen las vacunas. Tenemos la mitad de la población con la vacuna puesta. Sino hay vida, sino hay salud, entonces ¿Para qué la política?” puntualizó.

Likewise, he made a brief summary of the reforms that his government has implemented in the first year of the legislature in labor, education, equality, tourism, women and health, making special mention of the campaign carried out with the Dominican population against the Covid 19 pandemic, who said that “the Dominican Republic has spared not a single peso, not a single effort in getting the vaccines. Aún así, gracias la gentileza de la Cónsul, Doña Katherine, tuve la oportunidad de hacerle algunas preguntas para nuestra sección MUJER de La Agencia Mundial de Prensa, a continuación. The time available to Dr. Yadira was limited, especially due to the schedule commitments previously acquired. Still, thanks to the kindness of the Consul, Doña Katherine, I had the opportunity to ask her some questions for our WOMEN section of The World Press Agency, below.

MP: Escuché atentamente todas las reformas que ha llevado a cabo su gobierno en este primer año, y mi pregunta es: ¿Cuál es el plan que desde su despacho tiene trazado para aquellas mujeres víctimas de violencia de género o violencia intrafamiliar especialmente en este tiempo de pandemia, ya que las estadísticas afirman que en el primer trimestre de este 2021 han muerto por feminicidios en República Dominicana 29 mujeres ?

MP: I listened carefully to all the reforms that your government has carried out in this first year, and my question is: What is the plan that your office has drawn up for those women who are victims of gender violence or domestic violence, especially at this time? of pandemic, since the statistics affirm that in the first quarter of this 2021 29 women have died from femicides in the Dominican Republic?

YH: Yo quiero remontarme un poquito más hacia adelante y quiero compartir contigo que tengo el orgullo de haber sido una de las integrantes del congreso de la República que dio a luz el texto legal que hoy ampara a las mujeres; la Ley 24/97 que sanciona los delitos físicos, psíquicos, morales y sexuales contra las personas o sea, es un tema que nos ha estado ocupando durante décadas y hemos trabajado primero en la creación de la ley y luego, me correspondió hacer las primeras adaptaciones de esa ley o sea, educar a cada uno de los puntos que toca el tema de la violencia desde el Ministerio de la Mujer que me correspondió ser la primera que lo integrara como ministerio y como bien escuchaste, también ocupé la presidencia de la Comisión Interamericana de Mujeres de la OEA, desde donde logramos hacer que nuestro país firmara el protocolo facultativo de la CEDAW (Convención sobre la Eliminación de Todas las Formas de Discriminación contra la Mujer) que también sanciona todo tipo de delitos contra las mujeres. Desde el espacio donde estoy, apoyamos todo, absolutamente todo lo que concierne a la mujer en sentido general, pero es al Ministerio de la mujer que le corresponde tratar el tema de forma especifica. Mas sin embargo, el compromiso con el tema del género va más allá de las funciones a donde esté y donde quiera que me encuentre, siempre seré una pieza de apoyo a cada quien, para respaldarlo.

YH: I want to go back a little further and I want to share with you that I am proud to have been one of the members of the Congress of the Republic that gave birth to the legal text that today protects women; Law 24/97 that sanctions physical, mental, moral and sexual crimes against people, that is, it is an issue that has been occupying us for decades and we have worked first in the creation of the law and then, it was my responsibility to do the first adaptations of that law, that is, educate each of the points that touches on the issue of violence from the Ministry of Women, which corresponded to me to be the first to integrate it as a ministry and as you well heard, I also held the presidency of the Commission Inter-American Women of the OAS, from where we managed to get our country to sign the optional protocol to CEDAW (Convention on the Elimination of All Forms of Discrimination against Women), which also punishes all types of crimes against women. From where I am, we support everything, absolutely everything that concerns women in a general sense, but it is up to the Ministry of Women to deal with the issue specifically. However, the commitment to the issue of gender goes beyond the functions wherever I am and wherever I am, I will always be a piece of support to each one, to support it.

MP: El pasado 8 de marzo día Internacional de la Mujer, usted fue reconocida con la medalla honor al mérito por el Presidente Luis Abinader. ¿Qué significó para usted, sobre todo, siendo la cara visible de la mujer dominicana a nivel nacional e internacional? Es decir, ¿Lo ve como un cargo o una responsabilidad?

MP: On March 8, International Women’s Day, you were recognized with the honor of merit medal by President Luis Abinader. What did it mean to you, above all, being the visible face of Dominican women at the national and international level? I mean, do you see it as a position or a responsibility?

YH: Bueno, mira para mí es un compromiso a lo que ha sido una trayectoria de vida nuestra y un compromiso también a otras mujeres que antes que yo iniciaron esa lucha titánica de hacer que nuestras mujeres conozcan sus derechos y también construir derechos para ellas.

YH: Well, look for me it is a commitment to what has been a trajectory of our life and a commitment also to other women who before me started this titanic struggle to make our women know their rights and also build rights for them.

MP: Dentro de las reformas de las que ha hablado en materia de educación y apoyo para los estudiantes dominicanos en e exterior. ¿Su gobierno contempla retomar el programa premio Honor al mérito?

MP: Within the reforms that you have spoken about in terms of education and support for Dominican students abroad. Does your government contemplate resuming the Honor of Merit award program?

YH: No te puedo especificar con relación a ese tema. Lo que sí te puedo decir es que el compromiso de nuestro presidente no está solamente en los cuatro puntos cardinales de la República Dominicana, sino donde quiera que existan dominicanos y que harán todo lo que sea posible para llegar a todos los rincones donde existen dominicanos.

YH: I cannot specify you in relation to that issue. What I can tell you is that our president’s commitment is not only in the four cardinal points of the Dominican Republic, but wherever there are Dominicans and that they will do everything possible to reach every corner where Dominicans exist.

MP: Para finalizar, unas palabras para la mujer dominicana residente en España.

MP: Finally, a few words for the Dominican woman residing in Spain.

YH: Pues para esa mujer valiosa, trabajadora, soñadora, conquistadora, mis respetos y mi reconocimiento y mis mejores deseos de que el Señor nuestro Dios, le acompañe y que echen hacia adelante, que nosotras las mujeres dominicanas somos guerreras y nosotros confiamos en ellas.

YH: Well, for that valuable, hard-working, dreamy, conquering woman, my respects and my recognition and my best wishes that the Lord our God accompany her and that they move forward, that we Dominican women are warriors and we trust them. .

La Doctora Yadira Altagracia Henríquez Núñez es directora del Plan de Asistencia Social de la Presidencia (PASP). Es doctora en Derecho con postgrado en Derecho Procesal Penal y en Diplomacia y Relaciones Internacionales. Cuenta con una larga trayectoria como servidora pública. Dr. Yadira Altagracia Henríquez Núñez is director of the Presidency’s Social Assistance Plan (PASP). She has a doctorate in Law with a postgraduate degree in Criminal Procedure Law and Diplomacy and International Relations. She has a long history as a public servant.
