Mi amistad con Humberto data desde muchísimos años, y…pese a que es mayor que yo, siempre fue para mí, un referente de distinción, amistad y decencia, en tiempos que estudiábamos en el colegio De la Salle.

Brief summary of his dreams, his personality, feelings and love for Cartagena. My friendship with Humberto dates back many years, and…although he is older than me, he was always, for me, a reference of distinction, friendship and decency, during the times when we studied at the De la Salle school.

Recuerdo que se desempeñó como tambor mayor o director de la banda de guerra, en la que yo aplicaba acompañándolo unas veces con el redoblante y otras con los platillos. Ahí marco su don de liderazgo que ejercía con gran estilo y mucho respeto y amistad.

I remember that he served as drum major or director of the war band, in which I accompanied him sometimes with the snare drum and other times with the cymbals. There he marked his gift of leadership, which he exercised with great style and a lot of respect and friendship.

Eran épocas de notable integración entre el alumnado, aun con las diferencias de edades, cosa que sirvió para que el proceso de formación se fortaleciera en torno a nuestra personalidad guardando los espacios del respeto mutuo. Era una pedagogía maravillosa implementada por los hermanos cristianos, que se ha ido perdiendo, confundiendo la camaradería, con la chabacanería y de ahí la razón para que el porte de caballeros, se hubiese desdibujado en muchos jóvenes de hoy.

They were times of notable integration among the students, even with age differences, which served to strengthen the training process around our personality while maintaining spaces of mutual respect. It was a wonderful pedagogy implemented by the Christian brothers, which has been lost, confusing camaraderie with vulgarity and hence the reason why the demeanor of gentlemen has become blurred in many young people today.

Humberto ha ocupado muchos cargos públicos y privados, juntas directivas y representaciones, destacándose en todas esas responsabilidades, pero siempre muy consagrado a su oficina como Arquitecto en que, acurrucado en la visión y la imaginación, dibuja todo lo que se le viene a la mente, que le da forma y vigencia para el gusto de quienes necesitan de sus servicios profesionales. Es así como siempre ha deseado ver la ciudad de sus sueños y sus clientes que también sueñan.

Humberto has held many public and private positions, boards of directors and representations, standing out in all these responsibilities, but always very dedicated to his office as an Architect in which, nestled in vision and imagination, he draws everything that comes to mind. , which gives it shape and validity to the taste of those who need its professional services. This is how he has always wanted to see the city of his dreams and his clients who also dream.

Fue secretario general del entonces Municipio hoy Distrito de Cartagena, cuando era alcalde Don Gustavo Lemaitre, hijo del gran Don Daniel Lemaitre músico, escritor, poeta, perfumista, y propulsor del desarrollo empresarial y cultural de la ciudad.

He was general secretary of the then Municipality, now the District of Cartagena, when Don Gustavo Lemaitre, son of the great Don Daniel Lemaitre, musician, writer, poet, perfumer, and promoter of the business and cultural development of the city, was mayor.

En ese notable ambiente de cultura vivíamos los cartageneros y Humberto, moldeo su gusto arquitectónico al lado de ilustres personajes que tenían el multifacético don de las artes, el buen gusto, la decencia y la caballerosidad.

The people of Cartagena lived in that remarkable cultural environment and Humberto molded his architectural taste alongside illustrious figures who had the multifaceted gift of the arts, good taste, decency and chivalry.

Por ello, en esos tiempos, se le hacía honor a la ciudad hidalga como un homenaje a nuestros antes pasados.
Posteriormente Humberto asume la Alcaldía temporalmente en tiempos difíciles, cuando apenas la ciudad estaba empezando su transformación, en que las prioridades sociales obligaban a posponer los sueños, para enfrentar la otra cara de la ciudad que requería atención primaria, para sentar y fortalecer las bases de su desarrollo comercial, industrial y turístico futuro.

Therefore, in those times, the noble city was honored as a tribute to our past. Subsequently, Humberto temporarily assumed the Mayor’s Office in difficult times, when the city was just beginning its transformation, when social priorities forced us to postpone dreams, to face the other side of the city that required primary attention, to lay and strengthen the foundations of its future commercial, industrial and tourist development.

Por eso sus sueños e ilusiones compendiaban la realización de una cantidad de obras, como por ejemplo la intercomunicación del mar con la Ciénega de la virgen y la bahía de Cartagena, con el propósito de oxigenar sus aguas. Todo esto a través de exclusas que permitieran la entrada y salida del mar.

That is why his dreams and illusions summarized the realization of a number of works, such as the intercommunication of the sea with the Ciénega de la Virgen and the bay of Cartagena, with the purpose of oxygenating its waters. All this through locks that allowed entry and exit from the sea.

Sin duda sus visiones siempre fueron futuristas, y sus deseos era convertir la ciudad heroica, en un polo de desarrollo, que, en ese sentido, jalonara bienestar social para las clases pobres de la ciudad.
Yo recuerdo que Bernardo Bertolucci, me dijo: Senen, Cartagena es la Venecia de América Latina. Ya Humberto, en su imaginario, así la veía, por eso, quería generar esa intercomunicación de canales, para darle vida a los caños y lagunas y convertirlas en paseo obligatorio y hasta medio de transporte.

Without a doubt, his visions were always futuristic, and his desires were to convert the heroic city into a pole of development, which, in that sense, would mark social well-being for the poor classes of the city. I remember that Bernardo Bertolucci told me: Senen, Cartagena is the Venice of Latin America. Humberto, in his imagination, saw it that way, that’s why he wanted to generate that intercommunication of channels, to give life to the pipes and lagoons and turn them into a mandatory walk and even a means of transportation.

Después de haber hecho una gestión buena en la alcaldía, el presidente de Colombia, el estadista, Doctor Carlos Lleras Restrepo, autor de la gran avenida Santander, lo nombra como presidente la Sociedad de Mejoras Públicas de la ciudad histórica, para que, en compañía de sus distinguidos miembros, entre ellos Don Ramiro Lemaitre otro gran personaje, iniciaran trabajos de recuperación del patrimonio histórico de Cartagena.

En esa tarea se embarcó Humberto Rodríguez, cumpliendo la voluntad de sus sueños y el mandato del Presidente de la Republica.

Hace año y medio lo visité en su oficina de Cartagena, ubicado en el edificio inteligente, y al subir al segundo piso, lo encontré asomado al ventanal que le proporciona una bellísima panorámica.

Allí estaba Humberto tan concentrado como el pensador de Rodin. Quizá, tratando de entender la partida de su hija de modo repentino hacia el más allá. La bella Rosaura era una dama distinguida, adornada de virtudes físicas y espirituales, como de fina inteligencia y de exquisita pluma como escritora. Ese fue su sueño real, que paso al sueño de los recuerdos constantes.

There was Humberto as concentrated as Rodin’s thinker. Perhaps, trying to understand his daughter’s sudden departure to the afterlife. The beautiful Rosaura was a distinguished lady, adorned with physical and spiritual virtues, as well as fine intelligence and exquisite pen as a writer. Al verme, brillo su simpatía en su semblante para recibirme con un abrazo, disimulando su nostalgia. Note, que estaba soñando como de costumbre y desde su ventanal contemplaba a Cartagena viéndola vestir de otra manera. Pero mi curiosidad, me obligo preguntarle: ¿Y… ¿ahora Tico, en que estás pensando? – No vacilo en responderme: Senen, en la virgen María, Patrona de los marinos y los visitantes, y, lo que deseo hacer para ella y beneficio de la ciudad.

Presentí que estaba apoyando sus sentimientos de tristeza, en la madre de Dios.

Entonces me dijo: estoy imaginando la imagen tierna de la virgen, ubicada en una parte estratégica de la bahía de Cartagena, entrada de embarcaciones menores y mayores.

Hoy la estatua está situada en una parte en la que se forma una playa en una pequeña isla.

La idea es construirle un redondel lo suficientemente amplio, espacioso, para convertirlo en una zona de restaurantes y artesanías, con todos los servicios de calidad y seguridad, con iluminación propia o asistida.
Algo parecido a la estatua de la libertad, de new york, ubicada en Jersey City, que fue construida en la isla: Ellis, o isla de la libertad.

The idea is to build a circle large and spacious enough to turn it into a restaurant and craft area, with all the quality and security services, with its own or assisted lighting.

También para que los paseos nocturnos, las embarcaciones tengan un lugar donde atracar y los visitantes disfrutar de un ambiente al aire libre, que este bien iluminado y que repito, ofrezca total seguridad.

Ojalá el Alcalde Dumek Turbay, interesado en explotar todos los frentes que generen atracción, desarrollo y puestos de trabajo, vea el sueño del Doctor Humberto Rodríguez como saludable y lo apoye, como también los empresarios de la ciudad.

Dios permita que tenga éxitos, porque yo también tuve sueños, pensando en que el cuerpo de agua del laguito, se convirtiera en un lugar para el esquí acuático, iluminado en todo su alrededor, esto lo propuse quien hoy escribe, cuando fui director de la promotora de turismo. Dios permita repito, que el sueño de Humberto, se convierta en realidad, porque el mío, se volvió una ilusión.

God allow it to be successful, because I also had dreams, thinking that the body of water of the little lake would become a place for water skiing, illuminated all around. En Cartagena la envidia muchas veces se vuelve virus, peor, que la más grave enfermedad.
